VillupuramMayiladuthurai gauge conversion may be completed in August
CHENNAI: Southern Railway may complete the ongoing gauge conversion of the Villupuram - Mayiladuthurai section (122km) by August 31 this year, according to a revised schedule of works.
This section is part of the Villupuram -Thanjavur conversion project. The stretch between Thanjavur and Mayiladuthurai has been completed and opened for traffic.
According to a senior official, conversion of the Villupuram - Cuddalore (47 km) and Sirkazhi - Mayiladuthurai (20 km) was over. Freight is being operated between Sirkazhi and Mayiladuthurai and light engines are being operated from Villupuram to Cuddalore. Work is going on in full swing between Cuddalore and Sirkazhi (55 km).
One reason for the delay in completing the conversion work, according to a senior railway official here, is the number of bridges. There are 32 major and 290 minor bridges, including across the Coleroon. Except three major bridges, including the one at Coleroon, work on other bridges was over. So there would not be any difficulty in completing the project by August-end.
Other works, which are likely to be completed during the current year are conversion of Podanur - Coimbatore (6 km); Tiruvannamalai - Vellore Cantonment (84 km); Villupuram - Tiruvannamalai (66 km); Manamadurai - Virudhunagar (67 km); and Pollachi - Palakkad (58 km); doubling of Kodai Road - Madurai (40 km); Ennore - Attipattu (6 km); Irgur - Coimbatore (18 km); Tiruvallur - Arakkonam (27 km) third line by RVNL; and construction of new lines from Nagapattinam to Velankanni (10 km); Nagore - Karaikal (10 km); and Salem - Namakkal (51 km). For completing these works and other ongoing projects, including construction of road over bridges and safety-related works, Southern Railway requires about Rs.1700 crore during the current financial year. The Railway Ministry has made an ad hoc allotment of Rs.775 crore. The zone hopes to get additional funds once a new government took charge at the Centre, the official added.

Southern Railway executes works worth more than Rs.1,000 crore
CHENNAI: Southern Railway set a record in the last financial year, executing works to the tune of Rs.1074.92 crore.
They included gauge conversion, doubling of lines, construction of new lines and road over/under bridges, passenger amenities etc. This was Rs.188 crore more than the amount spent in the previous financial year (2007-08) when works to the tune of Rs.886.92 crore were completed. In the current financial year, the zone has projected an expenditure of Rs.1711.55 crore. The Railway Ministry has sanctioned Rs.767.75 crore. A Southern Railway official here said this only an interim sanction and that the zone would get more funds after a new government takes over at the Centre after elections. In the last financial year, Rs.470.37 crore was spent on gauge conversion work, and track to a length of 161 km converted. They included the Tirunelveli-Tiruchendur, Karaikudi-Manamadurai, Katpadi-Vellore and Tiruvarur- Nagore stretches.
For doubling work, Rs.286 crore was spent. Doubling of the Dindigul-Kodaikanal Road (22km), and Korrukupet to Ennore (12 km) was completed and they were thrown open for traffic.
In the last financial year, 12 new road over/under bridges were commissioned. Of these 11 are in Tamil Nadu. There are still 126 RoBs/RuBs to be completed in the State. These have been sanctioned by the Railway Ministry and the State government has agreed to share 50 per cent of the cost. In the current financial year, the zone plans to complete another 15 RoB/ RuBs in Tamil Nadu.
The official said some of the ongoing gauge conversion works in the State would take at least two years to complete. Gauge conversion of the Tirunelveli Tenkasi (72 km), Dindigul Pollachi- Palghat and Pollachi Podanur (160 km), Mayiladuthurai Tiruvarur Karaikudi and Tiruthuraipundi Agastiyampalli (224 km), Madurai Bodinayakanur (90 km), and Punalur Shengottai (49 km) stretches would be completed only after March 2010.
Doubling of the Chengalpattu - Villupuram Dindigul (376 km), Tiruvallur Arakkonam fourth line (27 km), Chennai Beach Attipattu fourth line (22 km) and Beach Korukkupet third line (4 km) would be completed only after April 2010.
In the current financial year, a major gauge conversion work, between Villupuram and Mayiladuthurai, would be completed. Laying a new line from Salem to Namakkal (51 km), which is part of the Salem Karur project, would be over by the year-end and would put Namakkal on the railway map, the official added.

DUBLIN--(BUSINESS WIRE)--Research and Markets (http://www.researchandmarkets.com/research/7ecb8c/dedicated_freight) has announced the addition of the "Dedicated Freight Corridor: Logistics Simplified" report to their offering.
The Indian railway constitutes a critical component of India's transport network. Generally it carries passengers and freight. It is cost effective and environment friendly. The Indian railways have 1.4 million employees and 64,000 kilometre-long network. Some inherent problems like capacity constraints and constraints in the freight segment have led to a significant shift from railways to road transport. However, the railways are poised for rapid growth in capacity expansion in recent future.
The high density eastern and western corridors are already saturated in terms of line capacity utilization. The economic growth of India has put a huge pressure on the network and increased congestion in these routes.
As freight is a major source of revenue to railways, there is a necessity of drawing a roadmap for the construction and operation of the dedicated freight corridors. The committee on infrastructure in its report proposed for a corporate entity which would provide the rail infrastructure, but would not engage in freight business, thus providing non discriminatory access on payment of haulage charges by train operators. The committee is of the view that it would help large scale private investment and competition in freight operations.
So, freight is the area where the Railways need to concentrate upon from the point of view of revenue. Around 55 per cent of the freight traffic is accounted for by coal, iron ore and steel. Since the revenue per-tonne-km is almost the same for most commodities, except iron ore and steel, this means the Railways need to look for new categories of freight (those being freighted by road) if they want additional revenues. This is where the role of Public-Private Partnership (PPP) comes in.

MADURAI: The Madurai-Dindigul railway track doubling project is likely to be fully functional by July-end after the track between Kodaikanal Road and Madurai is cleared by the Commissioner of Railway Safety, the Madurai Divisional Railway Manager, Anil Singhal, said.
The work (between Kodaikanal Road and Madurai) is almost over and finishing touches were being given. We are expecting the inspection by the Commissioner of Railway Safety by July first week, Mr. Singhal told The Hindu.
The second broad gauge line would give relief to the over-utilised railway track. It will help us improve punctuality in running of train services and also ease freight movement, Mr. Singhal added.
However, he said the double track for just 63 km. would not help in introducing additional trains, unless double track was available in the entire section between Chennai and Madurai.
The second line between Dindigul and Kodaikanal Road has already been thrown open for rail traffic.
Mr. Singhal said lot of development works, including construction of concourse area, renovation of retiring rooms, putting up additional shelters in platforms were being taken up in Madurai railway junction.
Allocation of funds for development works for passenger amenities in Madurai division had been increased to Rs. 12 crore last year as against around Rs. 7 crore during the previous year.
Mr. Singhal said that shortage of coaches was a constraint on augmenting coaches in the Madurai-Rameswaram-Madurai passenger

Construction wing blamed for delay in line-doubling
KOCHI: The construction wing of the Railways is facing flak from within the department and Railway users over the inordinate delay in completing rail doubling works between Ernakulam and Kayankulam.
A host of other projects too are encountering huge delays, a prominent among them being the commissioning of platform six of the Ernakulam Junction railway station.
Though most of the doubling work on the 18-km-long Ernakulam-Mulanthuruthy section is over, the line is yet to be commissioned. In the Chenganoor-Kayankulam sector, doubling work has been seriously hampered because of a host of problems.
A senior official in the construction wing said that the Railways plans to commission the stretch up to Mulanthuruthy in one go.
“We are encountering delays, mainly because of labour problems. Thus, workers cannot be deputed simultaneously in many sites,” he said.
There is difficulty in getting contractors and labourers since the Railways reportedly prefers to award doubling works in bulk (covering long distances), for which most contractors in the State are ill-equipped.
Land acquisition
The delay in acquiring land and problems relating to transporting mud (around 60,000 tipper lorry loads) for laying the tracks, too are cited as the reasons for the delay.
The organisation seldom assesses the local market situation before floating tenders. “Out in Kerala, works can be divided among experienced A-grade contractors, so that they are completed on schedule,” said Viju Choolakkal, general secretary of the Karithala Poura Samithi.
He spoke of how over Rs 500 crore worth funds that were meant for doubling and related works in Kerala was diverted to other States because of the delay in carrying out earth works and the laying of lines.
Sixth platform
Commissioning of the sixth platform at the Ernakulam Junction station has been delayed by over five years, simply because of the lack of will power in carrying out modifications to the railway’s electrical lines and the signalling system.
The Railways is also yet to take over the building constructed by the GCDA on the eastern entry to the station.
A number of offices that now function in ill-maintained buildings (many of which would have to be pulled down for the Kochi metro rail) on the main entrance can be shifted to the building.

Conversion of remaining MG tracks on
WORK APACE: Gauge conversion of the three metre gauge lines at Tambaram station is expected to be completed in eight months.
TAMBARAM: The conversion to broad gauge of the three remaining metre gauge tracks at the Tambaram railway station has begun.
This is part of measures undertaken by Southern Railway to operate more broad gauge suburban trains on the Chengalpattu-Tambaram-Chennai Beach sector. The work is expected to take about eight months.
The work began about a week ago.
Apart from removing the existing metre gauge lines, additional work on platforms 3, 4 and 5 is on to enable them to accommodate BG trains.
So long as only MG long-distance trains were operated from Tambaram, there were four platforms two dedicated to suburban EMU services and the other two to long-distance trains and the services operated from Chennai Beach to Chengalpattu and Kancheepuram.
Southern Railway started the gauge conversion work here during 1998-1999 and BG electric trains were operated from 2004, officials said. However, MG trains continued to be operated on the Tambaram-Villupuram route until they too were suspended in 2007.
Since then, the three tracks beside platforms 3, 4 and 5 remained idle.
The delay in making these three lines and the platforms operational hindered the optimum use of BG suburban electric trains from both Chengalpattu and Chennai Beach.
Now there are nine platforms here, of which the first two are dedicated to suburban trains.
The next three (MG lines) have remained idle.
The remaining four have been used mainly by long-distance mail and express trains and also by some services from Tirumalpur and Chengalpattu.
Officials said that with only two dedicated platforms for suburban electric train services, the broad gauge trains had to stay at signal points on both sides of the Tambaram railway station, waiting for the platforms to become free from traffic, especially during rush hour.

Rs.1,600 cr. sought for Railway projects
CHENNAI: Southern Railway has sought Rs.1,600 crore for the current year for early completion of various ongoing projects in the State. In the interim budget presented in Parliament in February this year, the Ministry had sanctioned Rs.700 crore. In the last financial year, the State spent about Rs.1,200 crore on various projects.
A senior Southern Railway official told The Hindu that the zone had demanded another Rs.900 crore if sufficient progress was to be achieved in the current year.
In the last financial year, the zone had converted 485 km length of metre gauge line into broad gauge, laid additional broad gauge lines for 175 km, including 10 km of new lines.
The major pending projects in Tamil Nadu are, laying of new lines between Karur and Salem, Tindivanam and Tiruvannamalai, Erode and Palani, and Attipattu and Puttur; gauge conversion from Tirunelveli to Tenkasi, Manamadurai to Virudhunagar, Dindigul to Podanur via Pollachi, Madurai to Bodinayakanur, and Punalur to Senkottai; Ennore-Attipattu, Chennai Beach Attipattu (4th line), Tiruvallur-Arakkonam (4th line), and Chengalpattu Villupuram (doubling).
The official said in the current financial year, it was planned to complete the Salem-Namakkal portion (50 km) of the Salem-Karur new line project (85 km). For this the zone required Rs.150 crore for purchase of track materials. But, the amount sanctioned in the interim budget was meagre. The zone had written to the Ministry to sanction additional funds.
Though the Ministry had sanctioned a double line between Tambaram and Chengalpattu, the Zone had asked it to declare the section as an extension of the Chennai Beach Tambaram suburban section so as to have dedicated lines for EMU operation.
Similarly, it wanted to extend the Chennai CentralAthipet suburban section up to Gummidipundi in view of the increasing number of suburban commuters to Chennai from Gummidipundi. The official said that the Madurai-Dindigul doubling project had been completed.
The Commissioner of Railway Safety would inspect the second line from Kodaikanal Road to Madurai on July 6 and 7. The Kodai RoadDindigul portion of the project was over and the section had been thrown open for traffic. The completion of the project would ease congestion on the section. The current utilisation was more than 160 per cent, he added.

VillupuramTiruchi chord line electrified, trial run conducted
Side middle berths to go in all trains from July 13, says DRM TIRUCHI: The electrification of the VillupuramTiruchi chord line section has already been completed and the trial run of a light engine in this section was conducted, the Divisional Railway Manager, S. Subramhanyan, said on Tuesday
Work on the construction of power sub-stations at Tiruchi and Vriddhachalam junctions were progressing. The trial run of the loco proved a success.
Passenger train service in the electrified section would commence in the section after completion of the mandatory inspection by the Commissioner of Railway Safety, Mr. Subramhanyan told presspersons here.
He said that works on the conversion of platforms 6 and 7 at Tiruchi Junction into broad gauge standard were progressing as per schedule. A major portion of the work had already been completed. Signalling works had to be taken up which would consume some time.
Preliminary works for laying the BG tracks were over. Both platforms would be commissioned by this year end, he said.
Alakkudi
Replying to a question, Mr. Subramhanyan said work on converting Alakkudi into a crossing station would be completed by October.
The new station building was ready. Engineering works and laying of BG track at the station were in the advance stage.
A couple of mobile toilets at Srirangam railway station recently had proved a big hit with the commuters.
Some customisation were done in the toilets to suit railways requirements and plans were afoot for the introduction of the same in 10 small stations besides at the railway level crossings.
The Railways had already sanctioned this proposal, Mr. Subramhanyan added.
Following repeated demands of the travelling public, the railways had ordered the removal of the side middle berths in all trains from July 13.
Advance tickets were being booked only for 72 berths in each coach instead of 81 berths earlier.
Work of removing the side middle berth and lowering side upper berths would be carried out gradually.

BG conversion is almost over
Syed Muthahar Saqaf
TIRUCHI: Broad gauge conversion work in the 122 kilometre Mayiladuturai Villupuram main line section are in the advanced stage of completion and the trial run of loco is expected to be conducted by this month-end.
Works on the Villupuram - Cuddalore and Sirkazhi - Mayiladuturai sections are already over and the stretch between Cuddalore - Sirkazhi alone is pending on this project, being executed by the Rail Vikas Nigam Limited.
The BG works in the Cuddalore Sirkazhi section could not be completed as per schedule, owing to the delay in the construction of 2-km-long bridge across the Coleroon river.
The construction of the Coleroon bridge is nearing completion. Nineteen of the 21 spans of this bridge had already been erected. The rest two spans will be erected shortly. Once this work is over, the BG track will be laid and an engine can go from one end of the bridge to another, the Divisional Railway Manager, S. Subrahmanyan told The Hindu.
The mandatory inspection by the Commissioner for Railway Safety (CRS) has been planned by August and the regular services are expected to be operated on this track by October after obtaining his clearance, the DRM said.
The completion will enable restoration of the trains on the main line from Tiruchi to Chennai Egmore via Thanjavur, Kumbakonam, Mayiladuturai, Chidambaram and Cuddalore.
