Approved Sixth Pay Commission report getting finer
One of the senior level officers who are finalising the 6CPC implementation told that after the approval by the Cabinet, the report has been handed over to DOPT (Department of Personnel and Training) for making it executable. The Official has also told that the following areas are
being concentrated by DOPT now before implementing the report.

Pay Fixations relating to Group D cadre as the same is to be retained as per Cabinet's approval against the 6CPC recommendations otherwise.
Workability of Uniform Date of increment (during every July of the year) recommended by 6CPC.
Possibility of reducing HRA to higher level Officers stationed at A1 Cities, as 30% HRA on the Pay of certain high level cadres exceeds Market Rent prevails at Metropoliton Cities.
Adjustments in Grade Pays relating to certain Pay scales of Group C and Group B which were merged by Sixth Pay Commission recommendations.
Modility in the Grant of Personal Pay in the background of fixed annual increment which was the basis for payment of Personal Pay so far has been replaced with percentage based annual increment

Full Pension at 20 years of service

In a development that could well encourage more civil servants and armed forces personnel to opt for careers in the private sector, the government has decided to grant full pension benefits to all government employees who leave after 20 years in service, against the current 33 years.

The Union Cabinet has accepted this proposal, along with other recommendations of the Sixth Pay Commission on pension benefits for the estimated 3.84 million central government pensioners at a meeting here on Thursday. Experts said the reduction in the number of years of service to 20 years to earn full pension benefit was a liberal move and would end stagnation in government service.

Government officials told Business Standard that several other recommendations have also been accepted. These include raising the gratuity limit to Rs 10 lakh, higher pension for octogenarians, exclusion of earned leave encashed while in service from the overall limit, clubbing of earned leave and half-day pay leave for encashment.

Pensioners to get 40% raise, more gains for octogenarians.

Octogenarians will now be paid an additional 20 per cent of their basic pension, while those aged 85 will get 30 per cent more, rising to 100 per cent additional pension for centurions.

Officials said the final award for pensioners accepted by the government implied that central government pensioners would receive an overall increase of 40 per cent in pension. As a result the total estimated pension liability of nearly Rs 29,900 crore of the central government will go up by nearly Rs 1,400 crore annually.

Based on the Invest India Incomes and Savings Survey, 2007, it is estimated that 5.3 per cent central government employees (170,000) are likely to retire in the two years till 2009-10.


The central government had estimated 3,321,210 employees (excluding defence personnel) on its rolls in 2007, with the number projected to go up marginally to 3,329,682 in 2008.

Govt notifies sixth Pay Panel report

NEW DELHI: Over 50 lakh government employees, including the armed forces personnel, will be receiving an enhanced pay packet beginning September 1, with the government on Friday notifying the revised recommendations of the Sixth Central Pay Commission (CPC).

The much-awaited CPC had received a seal of approval from the union cabinet a fortnight ago after it amended certain recommendations of the Justice Sri Krishna-led Pay Commission that submitted its report to the government on March 24 this year.

Earlier, the government said it will pay its 50 lakh strong workforce an additional Rs 11,000 crore over the pay hike of Rs 30,000 crore, including arrears recommended by the Sixth Pay Commission in March.

The modification of the Pay Commission award will cost the exchequer an additional Rs 5,000 crore towards annual wages and Rs 6,000 crore towards arrears, said Expenditure Secretary Sushma Nath.

The original recommendations of the Sixth Pay Commission would have entailed an additional expenditure of Rs 12,000 crore in annual wage bill and Rs 18,000 crore towards arrears.

However, prompted by the protest from several quarters, including representations from the defence forces, the government appointed a high-powered committee under the chairmanship of Cabinet Secretary K M Chandrasekhar to suggest improvement in the Pay Commission award.

Government has fixed the annual increment for employees at 3 per cent, up from from 2.5 per cent recommended by the Commission, which had submitted its report in March.

While modifying the recommendations, the government has accepted the suggestion of the pay panel for four pay bands with 20 grade pays.

At least three promotions have been assured for all defence forces' personnel and civilian employees under the modified Assured Career Progression (ACP) scheme. While the civilians would get it after 10, 20 and 30 years of service, the defence forces' jawans would get ACP in 8, 16 and 24 years.

The Commission, for the first time, recommended Military Service Pay (MSP) for armed forces personnel. The Cabinet has increased the rate of MSP for PBORs to Rs 2000 from Rs 1000. Officers of the defence forces would get an MSP of Rs 6,000 over and above their pay per month.

Middle level officers of the defence forces namely colonels and brigadiers have been placed in the highest pay band of PB-4. Senior Lt.Generals overlooked for promotions as Army Commanders due to lack of residual service would now get the grade of Army Commander (Secretary's Grade), an official statement said.

In the case of Major Generals/Lt.Generals, MSP will be taken into account notionally for fixation of pay as on January 1, 2006.

Other decisions taken by the Cabinet with regard to the pay scale includes the doubling of lowest limit of disability pension for defence personnel to Rs 3100 a month.

The government has approved the setting up of a committee to examine individual, post-specific and cadre-specific anomalies. The committee should try to complete the work in one year, the notification said.

Providing for post-notification changes in the CPC report, the government said "the department specific recommendations" will be processed by concerned departments and ministries and approval of the government obtained in consultations with the Finance Ministry or Department of Personnel and Training.

Sixth pay commission notification is supposed to be released as a press release in the website www.pib.nic.in but due to heavy web traffic to the website,the site pib.nic.in is not opening.Anuhow if the site comes online again the dopt 6th pay commission notification will be available at http://pib.nic.in/release/press_rel.asp

Even staffcorner.com [govt. employees forum] seemed offline and so no further details are coming out,we have to wait to get the pay commission notification as PDF form in our computers.

The recommendation relating to bonus and overtime allowance, lateral shift of defence personnel to Central paramilitary forces, introduction of a health insurance scheme, merger of accounts services, corporatisation of the Railways and outsourcing commutation of pension to a public sector undertaking, bank or institution would be examined separately

The government has accepted the Commissions recommendation of a new performance-based pecuniary benefit, over and above the regular salary. The detailed guidelines of the Performance Related Incentive Scheme will be issued by the nodal Ministry.

Govt rejects four pay panel suggestions
Recommendations rejected by Govt include only three closed holidays for government employees, flexi-hours for women and flexi-weeks for the disabled.


New Delhi: Four recommendations of the Sixth Pay Commission, including only three closed holidays for government employees, flexi-hours for women and flexi-weeks for the disabled, have been rejected, says the official notification and resolution of the revised central government pay rules, issued on Friday night.


The proposal to provide a liberal severance package to those employees who wish to leave service between 15 years and 20 years without taking pension has also been rejected.

The government will also examine as many as 10 recommendations, including granting bonus and overtime allowance, corporatising Indian Railways, abolishing the Indian Telecom Service and the Telecom Commission and introduction of a health insurance scheme for central government employees and pensioners, the resolution states.

The proposal to outsource the process of commutation of pension to a public sector bank or institution will also be looked into separately. No time frame has been specified for the same.

The government has also notified the improved and modified three pay bands, and changed grade pays. It has also notified the additional increment of 3 per cent to Indian Administrative Service and Indian Foreign Service officers over other services in three grades. The dearness allowance has been made effective from January 1, 2006.

The resolution makes it clear that the chairpersons and members of five regulators Telecom Regulatory Authority of India (Trai), Insurance Regulatory and Development Authority (Irda), Central Electricity Regulatory Commission (CERC), Securities and Exchange Board of India (Sebi) and Competition Commission of India (CCI) will receive Rs 3 lakh and Rs 2.5 lakh per month, respectively.

On August 14, the Union Cabinet had approved an improved version of the Sixth Pay Commission award with effect from January 1, 2006.

Consequently, an estimated 4.6 million central employees will receive a raise of between 28 per cent and 40 per cent over their existing basic pay. Employees will start receiving their higher salaries and allowances with effect from September this year.

Here is the full report of gazette notification and resolution of sixth pay commission, released on 29th august 2008 by the Indian Government. Indian Government pay fixation rule and pay scale is almost same as shown by this calculator. Main features of this report is at here.

Applicable DA (dearness allowance) and other allowance information are not given in this notification. You can expect DA notification soon.

Pay panel bonanza to cost Railways Rs 6,500 cr
New Delhi (PTI): The Sixth-Pay Commission report which has come as a pre-Diwali gift for the 14 lakh workers in Indian Railways, will cost their employer about Rs 6,500 crore in the current fiscal.

While Rs 5,000 crore has already been earmarked in the current Railway Budget, "We have to make provision for an additional Rs 1,500 crore to meet the requirement," a senior Railway Ministry official said here.

To offset the additional financial burden arising from the pay panel report, the Railways will have to increase its revenue earnings and undertake cost control measures.

"All general managers of Zonal Railways have been instructed to initiate cost control measures in their respective zones. They have also been asked to take steps to increase earnings," the official said.

According to the arrear payment plan, Railways would make 40 per cent of arrear payment in the current financial year.

"Rest would be paid in the next fiscal," he said.

The government on Friday finalised the notification on the pay panel report. It would cost the exchequer Rs 22,000 crore this year.

It is expected that each Railway employee will take home an average of 21 per cent higher salary next month.

The salary increase for Group A officers will be much more than 21 per cent and in cases of some senior Railway Board officials, the hike is almost 50 per cent, said Basudeb Acharya, Chairman of the Parliament Committee on Railways.

Studies on Performance-Related Incentives (PRI)


Aims of the study : Pay and allowances in the Government are linked to service-incremental salary scales and promotions under different service rules. Promotions have been used as a tool to provide incentive especially at senior management levels. Pay increases are based on annual increments and the salaries depend more on length of service and grades rather than the performance of an individual employee. The aim of the study is to examine the feasibility of working out a model whereby a base salary is attached to each post based on the conventional criterion of skills and responsibility; simultaneously, a second component is introduced that is payable over and above the salary on the basis of productivity and the performance of the employees, either individually or as a group.

"Campus" restriction for grant of transport allowance will be removed. Consequently, employees living in campuses will also be eligible for transport allowance. Further, transport allowance for the employees at the lowest levels will be increased to Rs 600 (from Rs 400) in A-1/A class cities and Rs 400 (from Rs 300) in other towns.

Lalu thanks PM for addressing grievances of Rly staff

New Delhi, : An elated Railway Minister Lalu Prasad thanked Prime Minister Manmohan Singh for addressing grievances of railway employees in the Sixth Pay Commission recommendations which the government approved on Thursday.

"I thank Prime Minister Manmohan Singh on behalf of the railway family for removing the grievances of the railway employees," Prasad said after the Union Cabinet approved the recommendations.

He said there were "anomalies" in the pay commission recommendations which were removed satisfactorily.

"Railway is the lifeline of the country and I am happy that our employees will be benefited," he said.

Prasad said the wage hike would increase the financial implication for the Railways by 4,654 crore annually and the arrears would cost it Rs 9,250 crore.

The Centre today announced an average increase of 21 per cent in salaries of over 50 lakh government employees with effect from January 1, 2006, accepting the Pay Commission recommendations.

The Railway Minister said grievances of the armed forces, para-military forces and other departments were also addressed satisfactorily.

"The government addressed grievances of all the employees including para-military, armed forces and other employees," he said.
