At least three promotions have been assured for all Defence Forces personnel and civilian employees under the modified Assured Career Progression (ACP) Scheme. While the civilians would get it after 10, 20 and 30 years of service, the Defence Forces Jawans would get ACP in 8, 16 and 24 years.

IMPLEMENTATION OF THE RECOMMENDATIONS OF SIXTH CENTRAL PAY COMMISSION

The Union Cabinet today gave its approval for implementation of the recommendations of the Sixth Central Pay Commission. The revised pay scales will come into effect from 1/1/2006 and revised rates of allowances from 1/9/2008. The Cabinet has also decided that arrears will be paid in cash in two instalments – first instalment of 40% during the current year (2008-09) and the remaining 60% in the next financial year (2009-10).

The Cabinet has broadly accepted the recommendations of Sixth CPC with some modifications in the wake of representations received from various sections/Associations of Central Government employees. The new system of four Pay Bands with 20 Grade Pays recommended by the Commission has been accepted with some minor modifications.

The minimum Basic Pay for a Government servant has been increased to Rs.7000 from Rs.6660 recommended by the Sixth CPC. Consequently, the total emoluments of an employee at the lowest level will exceed Rs.10,000 p.m., including allowances.

The other highlights of the Cabinet decision covering all Government employees including the Defence Forces are:-


i.Enhancement in the fitment in revised pay bands, which was recommended by the Sixth CPC to be based on multiplication factor of 1.74 to 1.86. This would result in increased emoluments for Government employees.

ii.Increase in the rate of annual increment from 2.5% to 3%.

iii.Removal of Campus restriction for grant of Transport Allowance.

(iv)Increase in Transport Allowance at the lowest level to Rs.600 (from Rs.400 in A-1/A class cities recommended by the Sixth CPC) and Rs.400 (from Rs.300 in other cities recommended by the Sixth CPC).

(v)At least three promotions have been assured for all Defence Forces’ personnel and civilian employees under the modified Assured Career Progression (ACP) Scheme. While the civilians would get it after 10, 20 and 30 years of service, the Defence Forces Jawans would get ACP in 8, 16 and 24 years.


5.For the Armed Forces personnel, the Commission, for the first time recommended a Military Service Pay (MSP). The Cabinet has increased the rate of MSP for PBORs to Rs.2000 from Rs.1000 recommended by the Commission. The Officers of the Defence Forces would get an MSP of Rs.6000 over and above their Pay.



6. The middle level officers of the Defence Forces namely Colonels and Brigadiers have been placed in the highest Pay Band of PB-4.





7. Senior Lt. Generals overlooked for promotion as Army Commanders due to lack of residual service would now get the grade of Army Commander (Secretary’s grade). In the case of existing Major Generals/Lt. Generals, MSP will be taken into account notionally for fixation of pay on 1/1/2006.



8. As replacement of the pay scale of Rs.24050-26000, a separate pay scale has been carved for DGPs, PCCFs, GM (Railways), members of the Boards of Income Tax, Customs & Central Excise, Postal and Ordnance Factories, among others, who were in this pre-revised scale. This would take them to the level of Rs.80000 in two years as against three years in the pre-revised scale.

9. Further, the IPS Pay Rules and the Indian Forest Service Pay Rules will be appropriately modified to provide in each State cadre one post of DGP and one post of PCCF at the apex level of Rs.80000 for heading their respective Forces.


10. Middle level Police and Civilian officers i.e. DIGs, Conservator of Forests, Scientists E & F, Superintending Engineers, Directors, Additional Commissioners of Income Tax and Central Excise and posts in equivalent grades have also been placed in PB-4.


11. Other salient decisions taken by the Cabinet are:-

i) <!--[endif]-->The lower limits of Disability Pension for Defence personnel to be doubled from Rs.1550 to Rs.3100. War Disability Pension to be granted at 60%;

ii) <!--[endif]-->The rates of Special Forces Allowance for Army and Air Force to be equated with navy’s Marine Commando Allowance;

iii) <!--[endif]-->For the officers of Central Para Military Forces, all the posts of Additional DIG upgraded to DIG level by the Pay Commission to continue to be manned by the cadre officers of CPMFs;

iv) <!--[endif]-->For the Railway employees who are in receipt of Running Allowance, this allowance will be taken into account while fixing their pay in revised pay bands;

v) <!--[endif]-->Government has continued the present position of granting Group A scale to Group B officers after 4 years of service and these officers would be placed in PB-3 instead of PB-2 recommended by the Sixth CPC. This would benefit Group B officers of the Railways, Accounts Services, CSS, CSSS and DANICS & DANIPS.

vi) <!--[endif]-->For Doctors, the Cabinet has approved promotions under the Dynamic ACP Scheme upto Senior Administrative Grade (Joint Secretary level) for Doctors with 20 years of service. Counting of Dearness Allowance (DA) on Non-Practicing Allowance (NPA) as on 01.01.2006 for fixing their pay in revised pay bands has also been approved;

>(vii) For the scientists, continuation of the existing system of grant of Special Pay of Rs.2000 p.m. to Scientists G on promotion and doubling of the amount to Rs.4000 p.m. in Departments of Space and Atomic Energy and Defence Research & Development Organisation (DRDO) has been recommended.

12. The financial implications in 2008-09 on account of the implementation of the recommendations of the Sixth Central Pay Commission as modified by the Cabinet will be around Rs.15700 crore on the Central Budget and Rs.6400 crore on the Railway Budget.

Mumbai: The central government has approved an average 21 per cent rise in o pay for its over 4.5 million employees as also defence personnel.

The pay hike, effective from 1 January 2006, would cost the exchequer around 15,000 crore ($3.6 billion) this fiscal, including part of the arrears from 2006, P Chidambaram, finance minister, said.

The Indian Railways will also effect a similar pay hike, involving an expenditure of of Rs6,000 crore to its employees.

The pay rise comes at a time of concern about rising inflation, which was reported on Thursday to have hit a 13-year high of 12.4 per cent for the 12 months to the beginning of August.

The move also comes just a day after the prime minister's Economic Advisory Council warned that the government's fiscal situation ''no longer looks stable or sustainable'' as a result of the growing subsidy bill.

The revised pay scales will come into effect from 1 January 2006 and the rates of allowances from 1 September 2008. The arrears will be paid in cash in two installments – 40 per cent during the current year (2008-09) and the remaining 60 per cent in the next financial year (2009-10).

The salient features are:

Annual increments will go up to three per cent from 2.5 per cent earlier.

Besides, transport allowance at the lowest level have been raised to Rs600 (from Rs400) in A-1/A class cities and to Rs400 (from Rs300) in other cities. The campus restriction for grant of transport allowance has also been done away with.

Revised pay package will also add to Govt. kitty
New Delhi (PTI): The revised pay scales will not only give additional bonanza to the central government employees, but also add Rs 4,500-5,500 crore to the exchequer this fiscal in the form of personal income tax.

Besides, some money would also come through indirect taxes as some of the increased pay would go into buying products and services, official sources said here.

The increased burden on the Centre would be Rs 22,131 crore during 2008-09. While the additional burden on the union Budget would be Rs 15,717 crore, the Railway Budget would take Rs 6,414 crore burden due to the increased payout.

However, one-fifth to one-fourth of this amount is expected to come back to the government exchequer in the form of personal income tax, depending on the slab that each employee would fall in after the pay hike, trum in 22 telecom service areas.

6th Pay Commission and state government employees

New Delhi, Aug 17, 2008: 6th Pay Commission has brought some good news for state government employees as well. The central government gave a go ahead to the implementation of Sixth Pay Commission recommendations just two days ago resulting in hefty pay hikes for its employees. But millions of employees who work with state governments still await news as to whether their respective state governments were going to implement the recommendations in their states or not.

Sixth Pay Commission brings at least some parity between central government employees and corporate sector. Now a peon who has just joined any central government offices will be able to take home a salary of at least Rs 10000.

Luckily a few state governments have already announced the implementation of sixth pay commission recommendations. Tamil Nadu was the first to come forward.

The state chief minister M Karunanidhi who is especially revered for the people of the state for taking care of their welfare announced in Independence Day ceremony that the state will implement the recommendations and would give its employees same pay hikes and perks as entitled to central government employees.

Karunanidhi while attending Independence day celebrations said, “The government will issue necessary orders at the earliest to implement the decision of the Union government regarding the recommendations of the Sixth Pay Commission for Union government employees to the satisfaction of more than 10 lakh employees of the Government of Tamil Nadu”.

Haryana was the second state to announce the implementation of the 6th pay commission report. Bhupinder Hooda, the state chief minister said that the government would implement the report in the state. His announcement is sure to help the sagging fortune of the Congress party in the state that faces severe factionalism and desertions.

Puducherry too has announced to implement the report in the union territory. Chief Minister N Rangasamy on 15th August said that his government would implement the sixth central pay commission recommendations

Bihar chief minister Nitish Kumar on the other hand has asked Centre to bear the additional financial burden to be borne by the states. He went on to say, “since the resources of the states are limited, there will be too much of a financial burden for us to bear on our own as thousands of crores will accrue once the pay revision comes in t o effect.''

Nitish Kumar went on to add, “while the Central government employees will celebrate the hike, the employees of states will get discouraged if the states fail to revise their pay on the lines of the recommendations of the 6th pay commission.''

State government employees in other states too are waiting for similar announcements to be made.

Salient features of 6th Pay Commission:

* The Directors General of Police have been put on par with the Chief Secretary.

* Though the Pay Commission recommended the lowest basic pay of Rs 6,600, the government had enhanced it to Rs 7,000.

This sixth pay commission pay calculator taken into account following modification

1. Fitment factor is 1.86 (changed from 1.74)
2. Fixed pay increment rate of 3%, only in month of July
3. Lowest transport allowance of Rs. 600/- instead of Rs. 400/-
4. DA rates taken as -
0% -> from 1.1.2006;
2% -> from 1.7.2006;
6% -> from 1.1.2007;
9% -> from 1.7.2007;

Placement of Group D in PB-1
As mentioned in para 3.7.9(i) of the Report, all Group D employees possessing prescribed qualifications shall be placed in the PB-I pay band of Rs. 4860-20,200 along with grade pay of Rs. 1800 with effect from 1.1.2006. Other Group D employees not possessing prescribed qualifications shall be retrained and after retraining they shall also be placed in the PB-I pay band along with grade pay of Rs. 1800 with effect from 1.1.2006. Arrears shall be payable in both the cases with effect from 1.1.2006. Further, retraining should preferably be completed with in a short period, say 6 months also, so that fixation in pay band PB-I and payment arrears of salary is not unduly delayed.

The official website of the Sixth Central Pay Commission can be accessed only through the National Portal and the Finance Ministry website. The Commission does not certify the authenticity of information that other sites are providing including facilities of pay calculators etc. which may have erroneous parameters.

M.P. to give pay panel benefits

BHOPAL: Chief Minister Shivraj Singh Chauhan on Wednesday announced that the Madhya Pradesh government employees would be given the benefit of the Sixth Pay Commission’s recommendations. He made the announcement at a function at Khalva in Khandwa district for distribution of dividend to tendu leaf pluckers.

Pay panel notification likely tomorrow

The much-awaited official notification of the revised central government pay rules is expected to be issued this Friday. The notification with regard to the Sixth Pay Commission award is ready and is currently being approved by statutory authorities.
Sources said the dearness allowance effective this July is also likely to be announced the same day.
On August 14, the Union Cabinet had approved an improved and tweaked version of the Sixth Pay Commission award with effect from January 1, 2006.
Consequently, an estimated 4.6 million central government employees will receive a raise of 28-40 per cent over their existing basic pay. Employees will start receiving their higher salaries and allowances with effect from this September.
Sources added the first instalment of arrears of Rs 11,748 crore will be paid in cash with effect from September as announced earlier. There had been some apprehensions that with the upcoming fifteenth session of the Lok Sabha scheduled to begin on October 17, Parliamentary sanction for the additional spending sought under the supplementary demand for grants would somehow delay the arrears payment.
However, sources said the arrears would be paid from the salary account of the government.
The Cabinet had decided to issue arrears in cash over two years — 2008-09 and 2009-10 — with the first instalment of 40 per cent being paid by September and the balance next year.
As a consequence of the revised salaries and allowances, the central government's wage bill is expected to increase 21 per cent on account of an additional expenditure of Rs 22,100 crore in the current financial year (2008-09). Of this, Rs 15,700 crore will be accounted for by the central government employees and Rs 6,400 crore by the railway staff.
Of the Rs 15,700 crore, the first installment of arrears will account for Rs 8,048 crore. Of the Rs 6,400 crore impact on the railway budget, Rs 3,700 crore will be arrears.
The annualised impact of the new salary structure is estimated at Rs 17,798 crore, adding to the approximate Rs 1,04,000 crore annual pay, allowances and pension bill of the Centre.

What the Cabinet didn't accept from Pay Panel

While the Government announced an average around 21 percent pay hike for central government employees to keep them in good humour as elections are near, it also rejected some proposals.
Sources said the Cabinet turned down the proposal of offering "liberal severance package" to government servants planning to quit the service after putting in 15 years and before completing 20 years without pension benefits.
The proposed move could have not only offered government servants some flexibility to proceed for better opportunities outside the public sector but also allowed the government to recruit fresh talent. However, even the Committee of Secretaries set up under the Cabinet Secretary rejected the proposal without citing any substantial reason.
Similarly, sources said the Government also declined to offer the women and disabled flexitime job engagement a long-pending demand with the Government. The issue was not even raised by any minister at the meeting that approved the pay hike.
However, one rejection by the Government should make the employees happy. The Cabinet declined to reduce the gazetted number of holidays to three Independence Day. Republic Day and Gandhi Jayanti and decided to continue with the existing number of gazetted holidays in a year.
However, the Government decided to process separately the issues like general insurance and health insurance.
