First, let us discuss whether the so-called full neutralization for inflation is really a100 percent neutralization and a foolproof protection against the erosion in real wages. The following factors need to be kept in view. (i). The very compilation of the data to measure inflation or the price indices are suspect and do not reflect the actual ground realities which workers and employees are faced with. With increase in price indices, the workers/employees face erosion in the actual pay. (ii). The formula of six monthly accounting on an average of last 12 month always keeps the wages at the level which were due12 months back and by the dearness relief is granted , the prices are several points higher. (iii) The grant of D.A. does not in anyway reflect the several other factors that have an effect on the social equilibrium. The growth in GDP and increasing purchasing power of the others with whom the workers/employees are juxtaposed, renders them vulnerable. (iv) The workers are entitled to benefits and amenities essential for a decent leaving including proper health and education facilities. (v) The DA factor is a weak umbrella that provides partial protection against erosion in wages-full neutralization not withstanding. The 100% neutralization for inflation was made available to the Group 'A' Officers (pre-revised). All employees below the basic pay of Rs.3500/-were already having 100% neutralization for inflation. Periodical revision of pay scales is essential to improve the working condition of an employees whose source of income is only salary drawn by him. Yes, the demand for 100% neutralization for inflation is un-realistic and the actual scenario are different. It can be noticed that the actual consumer price index figure is much higher than the compensation figure. Though, we strongly believe on the Permanent Pay Review Committee, instead of Pay Commission. After taking into account the following two recommendations and conducting a review in 2010, we may do away with periodic pay revisions:-. There is a need to revise the pay scales periodically despite Dearness Allowance. Dearness allowance does not take into account the huge increase in the salary of counterparts in the private sector on account of booming economy and the general rise in prices for land, building, cost of travel and other trends in the economy. More over pay scales which looked attractive 10 years ago, have become terribly unattractive now and not many bright, young, honest persons would be attracted to government service with current pay scales. Since it will be difficult to foresee salary trends and other ecpnomic parameters 10 years in advance, there is need to revise pay scales in government periodically to reflect market trends. It should be ensured that once 100% inflation is exceeding, a committee should be formed to analyze the revision of pay scales. Yes. The reason are as follows: (a) 100% neutralization of hike in price, in effect does not increase the salary fixed at and pegged with a particular index number. Subject : Child Care Leave in respect of Central Government employees as a result of Sixth Central Pay Commission - clarification regarding -

The order regarding introduction of Child Care leave (CCL) in respect of Central Government employees were issued vide this Department's O.M. of even number dated 11th September, 2008. Subsequently, clarification in this regard were also issued vide O.M. dated 29th September, 2008.

2. Consequent upon the implementation of orders relating to Child Care Leave, references has been received from various sections regarding the procedure for grant of this leave etc. In this connection, it is mentioned that the intention of the Pay Commission in recommending Child Care Leave for women employees was to facilitate women employees to take care of their children at the time of need. However, this does not mean that CCL should disrupt the functioning of Central Government offices. The nature of this leave was envisaged to be the same as that of earned leave. Accordingly, while maintaining the spirit of Pay Commission's recommendations intact and also harmonizing the smooth functioning of the offices, the following clarifications are issued in consultation with the Department of Expenditure (Implementation Cell) with regard to Child Care Leave for Central Government employees:-

i) CCL cannot be demanded as a matter of right. Under no circumstances can any employee proceed on CCL without prior proper approval of the leave by the leave sanctioning authority.

ii) The leave is to be treated like the Earned Leave and sanctioned as such.

iii) Consequently, Saturdays, Sundays, Gazetted holidays etc. falling during the period of leave would also count for CCL, as in the case of Earned Leave.

iv) CCL can be availed only if the employee concerned has no Earned Leave at her credit.

Seperate pay commission for armed forces
New Delhi (PTI): In a major New year bonanza for the armed forces, the Prime Minister's Office has informed the Defence Ministry that the armed forces personnel would henceforth have a separate pay commission, which is delinked from the civilian pay panel.

In a communication to the Defence Ministry the PMO also granted the demand for placing 12,000 odd Lieutenant Colonels under equivalence in Navy and Air Force in the pay band four of the sixth central pay commission.

However, the PMO, which considered the recommendations of the ministerial committee headed by External Affairs minister Pranab Mukherjee, said that the pay band four status with a grade pay of Rs 8000 would be accorded to Lieutenant Colonels who were performing a combat role or were ready for combat.

Those Lieutenant Colonels on deputation to other services would receive the pay band four status only when they return to their parent service.

Another demand accepted by the PMO concerned the jawans, for whom the government would restore the 70 per cent pensionary weightage.

Till the government implements the sixth pay commission's recommendations for allowing retired armed forces personnel's lateral entry into paramilitary and central police forces, the 70 per cent weightage would continue.

The present PMO communication, sent to the Defence Ministry in the last week of December, however, is silent on the two other core demands of the armed forces: placing the Lieutenant Generals in the higher administrative grade plus pay scales and bringing grade pay of officers from Captains to Brigadiers on par with their civilian counterparts.

But, conceding to the Defence personnel's demand the PMO said it would set up a high powered committee to review the command and control functions, and the status of the armed forces vis-a-vis that of their civilian and paramilitary counterparts.

Though Defence Ministry assumed that the PMO's communication is a fiat to the armed forces, the nitty gritty of implementing them would have to be worked out in concert with the services headquarters, officials said.

After the Cabinet decided in August to implement the sixth pay commission from September last year, the armed forces had raised the "anomalies" and sought a political decision on it.

At one point, the services headquarters had in an unprecedented move refused to implement the cabinet decision, causing a lot of embarrassment to the government. The services chief had time and again stated that the pay commission "anomalies" were not about money but about status and command and control issues.

Consequently, Prime Minister Manmohan Singh intervened and set up the ministerial committee which had Defence Minister A K Antony and Home Minister P Chidambaram as members.

The committee had submitted its report to the PM in the middle of December 2008.

President okays her own salary hike by three times
3 Jan 2009, 1713 hrs IST, PTI


NEW DELHI: President Pratibha Patil has approved the law giving her a three-fold hike in salary taking her pay cheque to Rs 1.5 lakh from Rs 50,000
per month in the New Year.

She also gave her assent to another law that will hike the monthly salary of vice-president M H Ansari's salary from Rs 40,000 to Rs 1.25 lakh per month.

The hike comes a year after the cabinet considered a proposal seeking an increment to the salary of India’s First Citizen and enhancing post-retirement benefits for former presidents and vice-presidents.

Earlier, the Cabinet Committee on Economic Affairs (CCEA), chaired by Prime Minister Manmohan Singh, had taken a decision to rationalise the salaries.

The hike comes close on the heels of government announcing a bonanza for its employees by implementing the recommendations of the Sixth Pay Commission report under which a secretary at the centre will draw Rs 80,000 a month.

Immediately after the hike was announced, President Pratibha Patil contributed a month's salary to the Prime Minister's National Relief Fund towards the relief and rehabilitation of those affected by Bihar floods.

The salary of president, which was fixed at Rs 10,000 in the Constitution, was gradually raised to Rs 50,000 a month in 1998 with effect from January 1, 1996.

Almost everything that the President does or wants to do is taken care of by the annual Rs 22.5-crore budget that the government allots for his upkeep.
