Tripathi had `managed' to stay on sensitive posts against norms TNN 2 November 2009, 03:41am IST | LUCKNOW: The IRCTC official, KM Tripathi, who was caught red-handed accepting bribe from a contractor by CBI on Saturday had managed to stay at `sensitive posts' more frequently than permitted under directives of the railway board.
The board has clear directives that no official can occupy a sensitive post which involves a lot of public dealing for more than four years (if it is not on deputation). While Tripathi might not have extended his tenure at posts like that of senior divisional commercial manager (DCM) beyond the specified time period at Lucknow division of Northern Railway (NR).
The frequency with which he kept returning to being the senior DCM of the division was indicative of his "possible clout". When mandatorily it has to be a two years' gap before an official resumes on a sensitive post again, in case of him it was few months before he returned to be the senior DCM of Lucknow division at NR in 2005. Tripathi had already held the post between 2001 and 2004.
Twice, when he was given postings which were not into public dealing at all, he reportedly proceeded on sick leave. This was when he got postings at institutes like Research Designs and Standards Organisation (RDSO) and Indian Railway Institute of Traffic Management (IRITM).
In another contravention of the board's directive his association with Lucknow was more than 10-years old. Any railway official cannot stay for more than 10 years at a place. But he managed to do even that.
Lucknow has mostly been a favoured destination with many a railway official for it has two factions of zonal railways here along with other railway outfits like RDSO, IRCTC and workshops.
Starting off from 1994 as DCM to NER, Tripathi changed positions from North Eastern to Northern Railway all through his tenure. He did not continue for more than few months at posts like that of senior EDPM or senior DOM. And he finally landed at another "sensitive post", that of chief regional manager of Indian Railway Catering and Tourism Corporation (IRCTC).

Uttar Pradesh police will seek remand of a senior Railway official K M Tripathi, who was caught red-handed by CBI on Saturday last while accepting a bribe of Rs 70,000 in the state capital.
''UP police will seek remand of the officer for his interrogation to find out from where he had acquired a 9 mm pistol,'' said state Additional Director General of Police (Law and Order) A K Jain here today.
He said the state police was in touch with the National Crime Record Bureau (NCRB) and State Crime Record Bureau to find out the details of the restricted fire-arm found in possession of the officer.
The Railway officer, Regional manager of Indian Railway Catering and Tourism Corporation (IRCTC), was sent to jail under judicial custody for two weeks on Sunday last after CBI arrested him on Saturday.
The CBI sleuth caught the officer when he was accepting bribe from a contractor for awarding a catering work in the Railways.
On complaint of the contractor, the CBI team had laid a trap and searched the official residence of the officer in Mall Avenue area of the state capital.
During the search operation, the CBI had recovered Rs 30 lakhs in cash, one kilogram of gold brick, one foreign made restricted 9 mm pistol and several other documents.

Senior railway officer suspended for corruption http://www.newkerala.com/nkfullnews-1-142751.html Lucknow, Nov 2 : A senior railway officer who was arrested here Saturday by the Central Bureau of Investigation while accepting a bribe of Rs.70,000 has been placed under suspension, an official said Monday.
The officer, K.M. Tripathi, has assests that allegedly run into several crore of rupees, a CBI source told IANS Monday.
Tripathi, who was currently posted as chief regional manager of the Indian Railways Catering and Tourism Corporation (IRCTC) in Lucknow, was trapped while accepting bribe from a contractor.
On being contacted, IRCTC managing director Rakesh Tandon told IANS over telephone from New Delhi: "Tripathi was already deemed to be under suspension as per the central government regulations, which prescribe suspension for any government official who remains in jail for more than 48 hours."
He said, "Since the special CBI court has already remanded him in judicial custody for 14 days, he stood suspended automatically."
However, "formal departmental proceedings against him would follow shortly", he added.
Three cases have already been registered against Tripathi. Of these, one was related to his being caught red-handed while accepting bribe, the second case was about his owning or holding disproportionate assets, stated to be more than Rs.3 crore. He belongs to the 1987 batch of the elite Indian Railway Traffic Service (IRTS).
The third case was filed by the police for possession of a prohibited 9 mm pistol, believed to be the "stolen" property of the Uttar Pradesh police.
According to a senior police officer here, "the marking on the pistol indicates that it belonged to the UP police. It had been stolen some years ago from a sub-inspector in Gorakhpur."
Tripathi, who hails from Gorakhpur, was known to often brag about his close proximity to a mafia-don-turned-politician of that city, through whom he allegedly acquired the Service weapon.

K.M. Tripathi, currently posted as a regional manager of the Indian Railways Catering and Tourism Corporation (IRCTC) in Lucknow, was caught red-handed while accepting a bribe of Rs.70,000 from a contractor.
Simultaneous raids at his residence unearthed cash of about Rs.35 lakh and jewellery worth at least Rs.40 lakh, a CBI source said here Saturday evening.
A case of disproportionate assets has been registered against Tripathi under various sections of the Prevention of Corruption Act.
Tripathi owns a huge bungalow in Lucknow's posh Mall Avenue and is alleged to have acquired more property through 'benami' (fake) transactions.
Prior to his deputation with IRCTC, Tripathi has held key assignments with the local divisions of both Northern as well as North-Eastern Railway.
According to CBI source, "a sizeable part of his ill-gotten wealth was suspected to have been amassed during his posting as senior divisional commercial manager in both the divisions in Lucknow." |

The move came after Tripathi reportedly told the police that he had no idea of the pistol that was reportedly recovered from his Mall Avenue accommodation by the CBI. Asked if who could, according to him, be behind it, Tripathi suggested that it could be any of his domestic helps.
On the basis of some other details related to the recovery of the weapon, police summoned a domestic help of Tripathi and interrogated him at length. The outcome of the interrogation could not be known but the fact that he was not let off by the police till late in the evening, suggested possibilities of some headway in the case. "In case he confesses possessing the firearm, we will have to establish beyond doubt that he was telling the truth and not owning up the crime to save anyone for reasons whatsoever," said an officer associated with the investigations into the case.
Tripathi was arrested by the CBI when he was allegedly caught accepting a bribe of Rs 70,000 from a contractor associated with the catering jobs of the railways. While searching the house, the sleuths recovered a 9 mm pistol along with imported liquor in quantity more than the permissible under the law. The CBI lodged two separate cases against Tripathi with the local Hazratganj police in connection with the seizure of the firearm and liquor.
The Hazratganj police subsequently sought the police remand of Tripathi to investigate the firearm angle. Investigators were allowed three-day remand by the court which is set to conclude by 11 am on Monday. Tripathi had earlier denied having any knowledge of the pistol recovered from him.

It is alleged in the complaint that the accused Asstt. Goods Supervisor, Railway Station, Morena had earlier demanded a bribe of Rs. 2,00,000/-, which was subsequently reduced to Rs. 1,00,000/-. The accused has further reduced the bribe of Rs. 1,00,000/- to Rs. 50,000/- and asked the complainant to contact his booking clerk for issuing the Railway Receipt for loading & transportation of Wheat in one rack of train from Morena to Bangalore. CBI laid a trap and the booking clerk was caught red handed while demanding and accepting a bribe of Rs. 50,000/- from the complainant at the behest of Asstt. Goods Supervisor.
The Searches at the office & residential premises of both accused were conducted and incriminating documents have been seized. Both the accused persons were produced before the Special Judge, CBI Cases, Bhopal and were remanded in custody.
