NEW DELHI: Delhi may impose a special cess on petrol and diesel to raise money for expanding the Metro rail network in the Capital ahead of next year’s Commonwealth Games. The state government and central urban development ministry have accepted a proposal by the Delhi Metro Rail Corp (DMRC) to make consumers pay an extra Rs 2 and Re 1 per litre on petrol and diesel, respectively, from this June.
The proposal is likely to be implemented after a new government is formed at the Centre, an urban development ministry official said, requesting anonymity.
The third phase of the Metro rail construction in the national capital region (NCR) entails 100 km of track development at an estimated cost of Rs 15,000 crore. A similar cess was imposed in Bangalore to partly finance the metro rail there.
A senior petroleum ministry official confirmed the development. “The ministry has no role as this is a state subject,” said the official, who did not wish to be named. But the petroleum ministry is against levying any cess on petrol and diesel as these are “(politically) sensitive fuels and the Centre determines their prices after weighing pros and cons” the official said.
Petrol pump owners in the Capital had approached the Delhi government on Saturday to express their reservations against the move, said trade body Federation of All-India Petroleum Traders (FAIPT) secretary-general Ajay Bansal.
“Informally, we have informed the state finance minister we would go on strike without giving notice if the cess is imposed (on petrol and diesel),” he said. There are 422 petrol pumps in the Capital.
Delhi finance minister AK Walia, however, said he was not aware of any such development. “I have not met any dealer association.”
Pump owners in Delhi, who have already lost about 30% diesel sales to neighbouring Haryana due to differences in state taxes, fear further loss if retail prices of petrol and diesel prices in the Capital rise more. Last June, Haryana reduced VAT on diesel from 12% to 8.8%.
This made pump price of diesel in Delhi dearer by Re 1 a litre and bulk consumers of the fuel preferred to buy diesel from Haryana, which borders Delhi on three sides.

East Delhi to get Metro from tomorrow New Delhi (PTI): Residents of East Delhi will be able to enjoy the comfort of Metro trains from Sunday as the DMRC will launch its services from the newly-constructed Yamuna Bank station.
The extension of Metro Line 3 and the launch of Metro service from the newly-constructed Yamuna Bank metro station was earlier scheduled for May two, but postponed due to the elections in the national capital.
There will be no function tomorrow as the Model of Conduct is still in force in the country.
The extension of Metro Line 3 will allow the residents of East Delhi locality to enjoy the comfort of Metro.
"The Delhi Metro Rail Corporation (DMRC) will be extending the existing Line 3 (Dwarka Sector 9Indraprastha) upto Yamuna Bank, a distance of 2.1 kms, from May 10," .
Metro trains will be available from Yamuna Bank Metro Station from 6 am in the morning upto 11 pm in the night from tomorrow. The frequency of trains will be between 4 to 10 minutes approximately as per the peak hour traffic requirement.
To make travelling easier for commuters, a new Metro Feeder Bus Service will also be started from the Yamuna Bank Station to Mayur Vihar Phase-III.
"The DMRC has also built a very large parking area at Yamuna Bank which can accommodate upto 400 cars in an area of over 5,000 sq. mts which will also be operational from 28th April onwards. This will enable people from adjoining areas to park their vehicles at Yamuna Bank to take the Metro," the spokesman said.
The opening of this station is also likely to reduce the road traffic from the two main bridges namely Nizamuddin Bridge and ITO Bridge connecting East Delhi with the rest of the city as both these bridges are major bottleneck points in terms of traffic, especially during the peak hours.
The DMRC is opening the Indraprastha-Yamuna Bank section early to provide relief and convenience to Metro commuters/public who are staying in East Delhi in colonies.
The opening of the Yamuna Bank station will ease the pressure on Line-I(Dilshad Garden-Rithala) as passengers from East Delhi can come directly to Line-III at Yamuna Bank instead of changing lines at Kashmere Gate and Rajiv Chowk to reach line-III.
The commencement of this section will also enable DMRC to open the new Train Maintenance Depot at Yamuna Bank. The DMRC requires the depot to commission and station new Metro trains for trial runs of the Noida extension which is scheduled to start in June 2009.
The Noida line is scheduled to open for the public in October this year.
The DMRC has applied for permission to provide an additional Feeder Bus service from Yamuna Bank to Jheel/Rajgarh Colony. This route will be operational after the permits are received.
A bridge built on Yamuna River connects the Indraprastha and the Yamuna Bank station. The bridge is 698.8 metres long and is located close to the ITO bridge.

NEW DELHI: The 2.1 km addition to Line 3 from Indraprastha to Yamuna Bank will finally be open to public from Sunday. The extension was earlier supposed to be operational from May 2, but was postponed due to general elections.
"The new Yamuna Bank Metro station will be open to public from 6 am. The trains will be available on the new route till 11 pm for Dwarka sector 6. The frequency will be 4-10 minutes, approximately, as per the peak traffic requirement,'' said Anuj Dayal, chief PRO, Delhi Metro Rail Corporation (DMRC).
The opening of the Yamuna Bank station comes as a huge relief for the residents of East Delhi as they won't need to cross over the congested Nizammudin and ITO bridges to use the Metro services. DMRC has also planned feeder bus services for the residents of the nearby colonies till the time line gets extended to Noida and than Ghaziabad later this year.
A new Metro feeder bus service will start from Yamuna Bank station to Mayur Vihar Phase-III via Vikas Marg, New Patparganj Road, Mother Dairy, Mayur Vihar Phase-II, Pocket C, Kalyanpuri, Kondli, Gharole and Mayur Vihar Phase-III. This service will also be available from May 10.
The DMRC has applied for permission to provide an additional feeder service from Yamuna Bank to Jheel/Rajgarh Colony via Geeta Colony, Shiv Puri, Rashid Market, Khureji, Shakarpur, Laxmi Nagar and Vikas Marg. This route will be operational after the permits are received.

It also houses a massive maintenance depot where new trains will be commissioned and stationed for the trial runs for the Noida extension expected to start in May/June 2009. This line will be open to public in October this year.

NEW DELHI: There is good news for Delhi drivers. Jams on MG Road, NH-8, Aurobindo Marg and Vikas Marg among other arterial roads are set to go as Delhi Metro Rail Corporation has promised to remove all roadblocks and diversions in place for construction work by July-end.
With Delhi Metro's Phase II lines fast getting operational - the Vishwavidyalaya to Jehangirpuri section has already been opened, and the Noida, Mundka and Gurgaon lines are also expected to open by the end of the year — one can expect relief on the city's road network soon. The DMRC chief is understood to have told traffic police at a meeting on Friday that arterial roads including Vikas Marg, UP Link Road, Aurobindo Marg, Outer Ring Road near IIT, MG Road, Rohtak Road, Dhaula Kuan, parts of Lutyens Delhi and INA will be cleared of all construction activity within two months.
"After that happens, the roads will be restored and recarpeted. The traffic signals, bus shelters and other such street furniture which has been removed for the construction will be set up again on the stretches and free movement of traffic will be allowed soon after," said sources. Areas where the Badarpur and Airport metro lines are coming up, however, may not be cleared immediately as the approvals for these lines came last. DMRC officials said construction on parts of these two lines would take some more time.
Relief is also on way on the congested Naraina T-point where a flyover is being constructed by Public Works Department. Sources said construction of the flyover would be completed by September after which the plan is to use the flyover for one-way movement of traffic on Ring Road while traffic in the opposite direction will move on one side of the Ring Road.
"This will ensure that some space is available at the ground level for the finishing work like road relaying and restoration. The traffic situation at Naraina is only expected to get better from now on," said a senior traffic police official.
This is expected to bring a lot of relief to Delhi's stretched road network where constricted road space due to all the construction had resulted in major chaos in the past few years. The situation was particularly bad last year when all the construction was at its peak. After this, only very few roads will be left with construction.

The 2.1 km section, which is an extension of line III (Dwarka Sector 9-Indraprastha) was open to public without any official inauguration as the Model Code of Conduct is still in force.
"The opening of this small stretch is a significant step for further sections of the phase II of the Delhi Metro as the new Yamuna Bank station will also facilitate the Anand Vihar-ISBT corridor and the Noida corridor," DMRC managing director E Sreedharan told reporters.
"The new station will be an interchange station for the two corridors which will have trains diverging from this point," he said.
Rubbishing the claim of environmentalists that the opening of the new stretch will endanger the water level of Yamuna, Sreedharan said DMRC has taken all the necessary steps to ensure that the polluted water does not get into the river.

Govt no to special Metro fund 11 May 2009, 0506 hrs IST, Megha Suri, TNN NEW DELHI: The proposal for a dedicated transportation fund to part-finance Delhi Metro's Phase III has reportedly been turned down by the Delhi government. The urban development ministry and Delhi Metro Rail Corporation (DMRC) are now exploring other options.
"The proposal to create an integrated transport fund by levying cess on sale of petrol and diesel, purchase of new cars and two wheelers and on existing cars, has not been approved by the government. But we are looking at other options like public issues and government bonds," said a senior DMRC official.
According to sources, the government felt imposing cess on petrol and diesel was not a viable solution as it increased the cost of fuel without providing any benefits to the fuel companies. "The proposal for a dedicated transport fund has been rejected," confirmed chief secretary Rakesh Mehta.
A committee comprising officials from Delhi government's finance department, urban development ministry and DMRC has been constituted to look for other funding options. Delhi Metro is a capital intensive project and raising money to fund the new lines has become a problem for both Delhi government and the Centre of late. Recently, the two governments had decided to share the cost escalation in Phase II after failing to identify other sources of revenue.
Earlier this year, the ministry of urban development had proposed creation of a dedicated fund to part-finance Delhi Metro. Money for the fund was to be created from an added cess on sale of petrol and diesel in the capital, extra registration fee on new vehicles and a green cess on old ones, and tax on establishments that hire more than 10 people.
It had been proposed to increase prices of petrol and diesel Rs 2 per litre, levy a 7.5% cess on sale of new cars and Rs 1,500 on two-wheelers and a green tax of Rs 1,750 annually on all existing cars and Rs 750 from two-wheelers. The idea was to raise a sum of Rs 2,913 crore to partly fund Delhi Metro's remaining phases which reportedly entails a total expenditure of Rs 24,303 crore.

DMRC denies negligence
NEW DELHI: Dismissing allegations of negligence and accusations of complacency, the Delhi Metro Rail Corporation on Monday claimed that it had a low rate of accidents per million man hours.
Comparing itself with cities like London and Singapore, where the rate of accidents per million man hours is 0.32 and 1.1 respectively, DMRC said its rate of 0.4 for Phase II should dispel notions of negligence by the company.
The defence comes in the wake of Sundays mishap where a family had a miraculous escape after their car was damaged by a crane being used for metro work.
Reacting to criticism that it had been following a flawed process of selecting contractors, DMRC spokesperson Anuj Dayal said: The DMRC follows a stringent selection procedure. We have a pre-qualifying selection whereby we call for bids only from those contractors who are technically qualified as per the stringent standards laid down for the type of construction required for the metro.
Financial bids are also called from only these technically qualified parties. Safety and quality are also part of the technical requirements of DMRC on the basis of which parties are initially short-listed, he added.
Our safety manual, he said, was being used by several departments. These documents were prepared with the help of international experts and reflect the best available practices anywhere in the world. The DMRCs safety assurance system is very robust and comparable to any international contract. Referring to the latest accident, he said a report would soon be presented listing details of what caused it.

Yamuna crossed, Noida in sight 11 May 2009, 0507 hrs IST, TNN NEW DELHI: East Delhi residents have more than one reason to cheer. Even as the 2.1km extension to Delhi Metro's existing Line 3 was flagged off on Sunday, DMRC chief E Sreedharan, announced that the Noida section of the metro would be opened for public by August this year.
"We plan to open the rest of this line up to Noida sector 32 by end of August. Unlike the earlier plan, the line will be opened in one go. We are only waiting for the trains to be available,'' said Sreedharan.
The Metro chief added the trains have already started coming. The corporation has got one standard gauge and one broad gauge train, both of which are under commissioning. About nine more trains are expected by July and seven more in August. Initially, three trains will be deployed on Line 3, followed by two more on Line 2 as the present network is grossly congested.
The other sections to be opened this year include the Inderlok-Mundka route to be operational by October and the Anand Vihar section by December. Tracks measuring nearly 38 will be added to the Delhi Metro network this year, Sreedharan added.
Train operations on the new extension started from 6am on Sunday. A few hours later, Sreedharan along with senior Metro officials inspected the stretch and took a train ride from Indraprastha to Yamuna Bank stations. Said Sreedharan: "This is a very small line. But in our scheme of things, it is a very significant step as it will allow us to open further sections in Phase II.''
With the opening of this section, DMRC will now operate 30 train sets on Line 3 instead of 29 train sets earlier taking the number of trips on Line 3 will increase from 407 to 413. The peak hour frequency will be 3 minutes 30 seconds and travelling time from Dwarka Sector 9 to Yamuna Bank will be 61.5 minutes. This section was earlier scheduled to be opened along with the Noida corridor in October 2009, but has now opened five months ahead of schedule.
The Yamuna Bank station is located a little off the main road on the river bank but it will be accessible to residents even before the main Noida line opens. Those living in nearby localities can avail of the feeder bus services, also started from Sunday on two routes. The first route will go to Mayur Vihar Phase -3 via Vikas Marg, New Patparganj Road, Mother Diary, Mayur Vihar Phase -2, Pocket C, Kalyanpuri, Kondli and Gharoli. The second route will connect Jheel/ Rajgarh Colony via Vikas Marg, Laxmi Nagar, Shakarpur, Khureji, Rashid Market, Shivpuri and Geeta Colony. As for running feeder buses to Ghaziabad, DMRC said it is seeking permission from the UP government.
The new section has one station at Yamuna Bank. The Yamuna Depot station is an important interchange station as the Anand Vihar ISBT Corridor and the Noida corridor will diverge from this point in the future. The station complex is part of a larger train maintenance depot so the opening of this section will also enable DMRC to open the new train maintenance depot.

Reliance Infra Anil Dhirubai Group Enterprise has finalized contracts to put up the rail link between Delhi airport and city centre. A special purpose vehicle Delhi Airport Metro Express Pvt Ltd was formed where Reliance Infrastructure with 95% equity and CAF the Spainsh firm holds the balance 5%. The company has got 30 year concession to design, finance, build, maintain and operate the 22.7 km rail link. At the end of the concession period DMRC will get back of the property. CAF will supply 8 trains of six coaches from Spain which will delivered early next year. While, signalling equipment and other power supplies and baggage handling equipment will be provided by Siemens, platform screens by Faiveley, automatic fare collection equipment from Indra, ETA, Kone will supply the lifts and Alcatel to provide communication equipments passenger information systems, CCTV and master clock. The total project investment is around Rs.28850 million with debt-equity ratio of 70:30. The rail link will likely to get operational before Commonwealth Games of 2010.

Metro trial run Delhi-Gurgaon border and Sector 29 from July Posted: Monday , May 18, 2009 at 1333 hrs IST Gurgaon to be connected with the Delhi Metro by Jan. 2010. Haryana is all set to be connected with the much-awaited Delhi Metro next year as the trial run for the train is likely to commence by July on the 7.05 km stretch from Delhi-Gurgaon border till City center of Sector 29 in Gurgaon.
"The trial run (of Delhi Metro) is expected to start from July or August on the seven km stretch from Delhi Gurgaon border and we are confident that the project will be completed by Delhi Metro Rail Corporation (DMRC) by January 2010 which will be as per schedule," a senior official of Haryana Urban Development Authority (HUDA) said.
Five stations will fall on the line which includes Dronacharya (earlier Garden Estate), Sikandarpur, DT City Centre, IFFCO Chowk and Sushant Lok, he said.
Haryana government had cleared the extension of Metro link to Gurgaon in year 2006 and the entire project involved financial outlay of Rs 688 crore.

As the Delhi Metro reaches out to all parts of the Capital and beyond to the NCR, the end of Phase II, which is just a year away now, will see massive growth in terms of Metro lines, trains and ridership, says the Delhi Metro Rail Corporation (DMRC).
To manage this growth, the DMRC is simultaneously working on new depots to handle the increasing number of trains. Against the existing three, a total of eight depots will be ready by the end of the project.
The DMRC is currently running 70 trains (280 coaches) with a ridership of 8.5 lakh daily. With the opening of new lines, however, in Delhi, Gurgaon, Noida and Badarpur, the number will go up to 153 trains (a total of 900 coaches) and an expected ridership of 20 lakh by September 2010, the scheduled time for the completion of Phase II.
The DMRC will be adding 86 stations with an additional network of 128.06 km, a total of 110.99 km in Delhi and 17.07 km in the NCR.
“We have just three depots as of now at Shashtri Park, Khyber Pass and Najafgarh. The new trains that have been coming in were being sent to Khyber Pass for commissioning,” said Anuj Dayal, DMRC spokesperson.
“With the opening of the Yamuna Bank depot, which is an important interchange station for the Anand Vihar and Noida lines, oscillation trials for this corridor can be managed directly from here,” he added.
The new depots will come up at Mundka for the Inderlok to Mundka line, Sultanpur for Central Secretariat to Gurgaon and Sarita Vihar for Central Secretariat to Badarpur.
The Airport Express Link will have an entirely separate depot run by the concessionaire of Reliance Infrastructure and CAF to manage the high-speed standard gauge trains on this track.
All the depots have an imported washing plant, train maintenance workshop, stabling lines and train inspection lines. The drive-through train-care system has high pressure jets, spinners, rollers, custom-angled brushes, roof and skirt wash combinations.
Trains pass at a speed of four to five kms per hour through the automatic wash plant during the maintenance period, which is roughly between midnight and 4 am. The operation period is three minutes.
Approximately 500 litres of water is required out of which 250 litres is recycled.

The upcoming Metro station at Akshardham, near the Commonwealth Games Village in East Delhi, is expected to be a big draw on the Indraprastha-Noida stretch for not only its state-of-the-art station complex but also a modern mall with all amenities.
Both are getting final touches and will be ready by July, before the Noida line is commissioned, officials said. The Noida line is scheduled for inauguration by August.
The mall project is expected to cost approximately Rs 160 crore, and the Delhi Metro Rail Corporation (DMRC) has awarded the project to Parsvnath Developers on a Build-Operate-Transfer (BOT) basis for a lease period of 30 years.
“Work on the station and mall is nearly complete and will be ready by July,” Pradeep Jain, chairman of Parsvnath Developers, confirmed.
“The station and mall is spread over approximately 3,65,000 square feet and will have an exterior finish of glass and Dholpur stone,” Neetal Narang, a spokesperson for Parsvnath Developers, said. The mall will have food courts, ATMs and shopping outlets.
Narang said: “Talks are on with retail brands and food chains like Bikanerwala and Haldiram. There will also be a multi-cuisine open food court.”
DMRC sees such property development projects as an important revenue-generating avenue to cover construction costs. Delhi Metro spokesperson Anuj Dayal said. “The footprint area of the station will have all amenities for the commuters.”
Dayal said Metro’s phase-II is estimated to cost Rs 20,000 crore. “Delhi Metro has to bear the costs,” he said. “A huge amount is loaned to meet the expenses, and low ticket fares alone cannot pay off the debt. Most metro rail systems worldwide run into losses because the cost of construction is much higher than the revenue they are able to generate through ticket fares.”

Trial runs for Delhi Metro's new train begin New Delhi (IANS): Trial runs for the the newly procured broad gauge train that would ply on phase II of the Delhi Metro began here on Friday.
"The trial run was carried out between 3 a.m. and 4.10 a.m. between Dwarka Sector 9 and other Dwarka stations. This broad gauge train had been airlifted to India from Germany recently," Delhi Metro Rail Corporation (DMRC) spokesperson Anuj Dayal said.
The train is expected to be run on the Line 3 (Yamuna Bank to Dwarka Sec. 9) stretch. "The new train also has several additional features such as CCTVs inside and outside the coaches and power supply points for charging mobile phones and laptops," he added.
The trial runs are likely to continue for a few weeks during non-revenue hours when the train will be run at different speeds to check wheel alignment, while physical checking of wheels and the functioning of the emergency brakes and electronic systems on board will be carried out.
"Another broad-gauge train for phase II is being flown in from Germany in the last week of May or first week of June," Dayal said.
Meanwhile, another train has arrived in Gujarat's Mundra port by ship and is being brought by road to Delhi while a fourth train is expected to arrive at the same port next week.

The millennium city of Gurgaon is set to become the first city in Haryana to be connected with a metro. The much-awaited metro rail between Delhi and Gurgaon will be completed in six months time, said Delhi metro rail officials. It will also be the first city among the other surrounding cities like Faridabad, Ghaziabad and Noida that will be connected to the metro.
The project of the Delhi Metro Rail Corporation (DMRC) would be completed by January 2010 and the DMRC expects some 1.60 lakh persons to use the service daily.
The line will be connected via Qutab Minar, this section of metro would cover a distance of 14.47 km and connect Delhi with high-profile DLF commercial and residential areas in Gurgaon. This is the place where offices of the top MNCs and Indian companies are located.
“We are moving at a good pace” said Anuj Dayal, spokesperson, Delhi Metro. With an approximate cost of Rs 1,320 crore, the Gurgaon line would connect total five stations. The first station in Haryana will be Sikandarpur, located smack on the state-border with Delhi. The line would have stations at the IFFCO chowk, MG Road, Garden Estate and HUDA City Centre.
“Almost 85 per cent of the civil work has been completed on this fully elevated line,” said Dayal. The structural work was almost over at the Sikandarpur metro station and currently the work was in progress on the entry and exit points.

Ultimately, the Gurgaon line would be extended up till the Central Secretariat metro station by June 2010, hence proving a direct link right till the Karnal-bye pass. Using this, people of Gurgaon can just ride the metro to cross Delhi to reach the northern outskirts or the railway station and the ISBT.
On the Delhi-stretch of the line, approximately 70 per cent of work has been completed on Qutub Minar to Ghitorni section, which is a part of the all important Central Secretariat to Gurgaon link. The stations on this stretch are Chattarpur, Sultanpur, Ghitorni and Arjangarh.
Dayal pointed out that there was no trail run of Gurgaon-Delhi link as reported in a section of the media. This is scheduled at the year end but no date has been finalised yet.
