NEW DELHI - A crane toppled at a Delhi Metro construction site here Saturday injuring two people, police said.
The accident, blamed on “mechanical failure”, took place at the proposed Saket Metro station in south Delhi.
Although Metro officials claimed that no one was injured, police said two workers suffered injuries and were taken to a hospital.
“The incident took place at the Saket station. It appears that one crane developed a mechanical snag and lost its balance,” a Delhi Metro official told IANS.
He said there were around 30 workers at the site but no one was injured.
The Saket station is on a Metro route that will link Connaught Place in the heart of the capital to Gurgaon in neighbouring Haryana. The line is set to open in March 2010.

NEW DELHI: Two cranes of the Delhi Metro toppled over at a construction site in New Delhi on Saturday. The accident occurred on the Connaught place-Gurgaon metro line in the Saidullajab area.
10-12 persons have received injuries and the condition of two is stated to be serious. The injured have been rushed to AIMS trauma centre.
Two fire tenders have rushed to the accident site.
On July 12, an accident at a metro construction site in Zamrudpur in south Delhi caused the death of six workers, including an engineer.

12 injured in another Delhi Metro mishap in South Delhi 2009-10-03 14:30:00
At least 12 persons were injured, including two seriously when two cranes collapsed at a Delhi Metro Railway Construction (DMRC) construction site in South Delhi. The accident occurred on the Connaught Place-Gurgaon railway line.
According to DMRC sources, the mishap occurred in the Said-ul-Ajaib area, which located near the historical Outub Minar. The injured have been rushed to the All India Institute of Medical Sciences (AIIMS) and Safdarjung Hospitals for treatment.
Rescue teams have arrived at the site.
Saturday's accident comes three weeks after a Delhi Metro Railway Corporation (DMRC) train derailed on the Yamuna Bank-Dwarka area. That incident led to the suspension of the junior engineer, who was in charge of track maintenance.
Another DMRC-related mishap had occurred on July 12 this year in Zamrudpur in south Delhi causing the death of six workers, including an engineer.
DMRC chief E Sreedharan had then said that the tragedy on pillar 67 occurred due to the design and material deficiencies.
Earlier, Urban Development Minister S Jaipal Reddy said the DMRC has decided to blacklist its design consultants and crack down on some senior officials.
"The DMRC has taken 10 steps in the wake of the Metro mishap and to ensure that such incidents don"""t re-occur," Reddy had said.
The design consultant, Arch Consultancy Services, has been blacklisted for five years while the structural consultant, Tandon Consultants, which did not give "correct advice" to DMRC is being debarred for two years.
The contractor Gammon India will be issued a show cause notice for blacklisting for two years, Reddy had said. (ANI) |

NEW DELHI: Delhi Metro Rail Corporation (DMRC) faced another setback when a crane at the under-construction Saket Metro Station overturned on Saturday noon, bringing back memories of the second freak accident at the Zamrudpur site.
While DMRC said no one was injured local police said three labourers had to be given first aid. No case has been registered so far, police said. But no senior police officer accepted the claims on record.
The crane, operated by sub-contractor Larsen & Toubro, overturned and stood on one end at a 90 degree angle at around 12.15pm at the Metro construction site close to the Garden of Five Senses near Saidullajab village. "The incident took place when a 50-tonne crane lifting a smaller crane (Hydra) developed a mechanical snag when one of the cylinders used for lifting the boom (lifting arm) of the bigger crane failed. This crane was hired by Larsen & Toubro from Global Hydraulic Sales and was manufactured in 2006. It had a fitness certificate,'' said a DMRC spokesperson.
A DMRC official said the chief project manager and other senior officers of the corporation are supervising the recovery work.
Meanwhile, local police said they are investigating the matter. "We are yet to receive a formal complaint. No one was found injured and so we have not lodged any case so far. Police is investigating the matter,'' said H G S Dhaliwal, DCP (south).
Sandeep Yadav, a local functionary of a political party, said, "I was on my way to attend a function when I heard a commotion at the site. I saw around 15 labourers looking at a crane that was overturning slowly. It reminded me of the second Zamrudpur accident when a rescue crane had overturned in a similar fashion,'' he told Times City.
A labourer at the site said the crane driver jumped out when the crane finally rested on one end after doing a 90 degree tilt. "It was a minor accident as no one was seriously injured nor did anything come crushing down,'' said another worker who has been working on this stretch of Central Secretariat-Qutub Minar-Gurgaon line since the past two years.
Meanwhile, locals said police should have registered a case of negligence. "It is apparent that the load was too much for the crane to bear. Under such circumstances, anything could have happened,'' claimed Sadanand Mishra, a trader.
A DMRC official was quick to dismiss the allegations. "It was a minor accident. No one was injured. We followed all safety measures and had barricaded the area. The accident took place well inside the barricaded area. There is no question of stopping construction work at the site or at other neighbouring sites,'' said the official.

The Delhi Metro has charted a steep rise in popularity, as has its revenue earnings. The month of September saw an average daily earning of over Rs 1 crore, while the average footfall stood at 8.53 lakh.
This has been the Delhi Metro Rail Corporation’s (DMRC) most profitable month since it began operations in December, 2002, Metro officials said.
The Metro’s average daily earnings during September was Rs 1,00,27,877. Line 3 (Dwarka Sector 9 to Yamuna Bank), which has the highest traffic load, earned a daily average of as much as Rs 41,39,892. The route from Dilshad Garden to Rithala (Line 1) recorded Rs 31,27,559 as daily earnings, the second highest. The earnings from the Jahangirpuri-Central Secretariat corridor (Line 2) stood at Rs. 27, 60, 426.
The highest revenue earned on a single day last month was on September 7 - Rs1,18,65,966.
Delhi Metro’s footfall count usually goes up during the festive season, officials said. The revenue earnings had touched Rs 1.25 crore in August on the eve of Raksha Bandhan. |

In a bid to boost the convenience for its commuters, the Delhi Metro Sunday announced that airline passengers will be able to check in for their flights at the Dhaula Kuan station on the Airport Express line. This will be the third City Airport Terminal (CAT) along this route.
Passengers taking the high speed Airport Express will, thus, be able to get their boarding passes for their flights at the NH-8, Indira Gandhi International Airport, Dwarka sector 21 and now the Dhaula Kuan Metro station.
Located at the traffic intersection of west, south, southwest and central Delhi, this facility at the Dhaula Kuan Metro station is expected to benefit thousands of people.
However, at these three CATs passengers will not be able to check in their luggage. The facility will be specially beneficial to business travellers and other professionals who generally carry light luggage that can be checked in as cabin baggage.
Luggage check-in facility will be available at two stations - at New Delhi and the Shivaji Stadium Metro stations. Half of one coach of the six-coach Airport Express Metro train will be used as a special luggage compartment.
The 22.7-km Airport Express Line will connect the New Delhi Railway Station with the Indira Gandhi International Airport and onwards up to Dwarka sector 21. Trains will run at a speed of 135 kmph and cover the distance from New Delhi to the airport in 18 minutes and to Dwarka sector-21 in 21 minutes.

The Delhi Metro Rail Corporation (DMRC) will recover its full cost of Phase-I two years earlier than expected, a study revealed today.
The entire cost would be achieved by December 2011 following the increasing ridership of the Metro, which has gone upto 8,50,170 per day this year, DMRC Director (Works) Mangu Singh, who presented the study, told reporters here.
According to the study, conducted by the Central Road Research Institute (CRRI), if the social and economic benefits are quantified, the value of accrued benefits would be Rs 10,801.64 crore by March 2012 while the construction cost of Phase-I was Rs 10,571 crore.
Mr Singh said these benefits were a result of passenger time saved, fuel cost saved, reduction in capital and operating cost of vehicles.
The CRRI said there had been a progressive reduction in daily vehicle demand as major chunk of the people were shifting to the Metro. This year, the Metro rail would take daily share of 57,953 vehicles for all modes of transport.
The Metro would also avoid a total of 255 accidents, including 51 fatalities, this year as against the 196 accidents, including 21 fatalities, in 2007. The figures of accidents saved would go upto 314, including 63 fatalities by 2011, the study found.
The study also informed that the number of vehicle owners, who had option to commute by Metro, had also mounted. Among all Metro users, 23.27 per cent travellers said they opted this transport following traffic jams while 5.14 per cent said they did so because of parking problems, 16.51 per cent because of less commuting time in the Metro, 8.38 per cent for safety while 15.97 commuters said it was a comfortable means of transport.
The CRRI further stated that increasing use of Metro would prevent 131,395.34 tonnes of greenhouse gas emission into the city's environment this year. This is a five-time increase from 27,614.34 tonnes in 2007.

The Delhi Metro Rail Corporation today refuted reports that the Metro was considering to raise its fares sometime after Diwali.
''We have not received any report yet in this regard. There are chances that the Transport Department has sent proposals to the Government, but the DMRC has not been issued any guidelines so far,'' Spokesperson for the DMRC Anuj Dayal said here after the CRRI presented a study on the Delhi Metro.
It was earlier reported that the Government was expected to increase bus fares by up to 150 per cent in some slabs and the Delhi Metro was also set to increase its ticket prices sometime after Diwali.

Reveals Central Road Research Institute survey
‘Transition from private to public transport because of endless parking problems’

NEW DELHI: Time and fuel consuming traffic jams in the Capital are a major reason why a significant percentage of people have chosen to leave their private vehicles at home and opt for the Delhi Metro railway.
According to a new survey conducted by the Central Road Research Institute (CRRI) among metro users, 23.27 per cent of the respondents cited traffic jams as the main reason for their shifting to the metro. For the rest, making the transition from private to public transport was a consequence of endless parking problems, safety, time and comfort.
The results of CRRI’s survey, made public by the Delhi Metro Rail Corporation, indicate that while 5.14 per cent of the respondents opted for the metro because of parking problems, 16.51 per cent said it was reduction in commuting time that made them shift to the metro.
“With the number of commuters on the Delhi Metro rising, the environmental and social benefits gained by the city because of the mass transport system will help recover the full cost of Phase I two years earlier than anticipated by the CRRI,” said a senior DMRC official.
He said according to a recent study by CRRI, the break-even cost of Phase I would be achieved in December 2011. CRRI had carried out a similar study in 2007 when it had concluded that the cost of Phase I would be recovered by 2013.
“The advancement of the break-even point by two years is mainly because of the increasing ridership of the metro, which was 500,345 per day in 2007 and has gone up to 850,170 now in 2009 when CRRI conducted the fresh review study. The economic rate of return also went up from 16.90 per cent to 19.98 per cent in these two years because of the increase in ridership,” the official said.
Attempting to quantify the social and economic benefits of the metro, DMRC officials said the survey pegs the value of accrued benefits of Phase I at Rs.10,801.64 crore by the end of March 2012, while the cost of construction of Phase I was Rs.10,571 crore. “These benefits are a result of passenger time saved, fuel cost saved, reduction in capital and operating cost of vehicles, reduction in environmental damage, accidents prevented, and time saving and less maintenance cost on infrastructure,” the DMRC official said. The survey, which was conducted earlier this year, indicates that the number of two-wheeler users who had the option of shifting to the metro and did so has more than doubled from 32.81 per cent in 2007 to 66.3 per cent in 2009.
The number of car owners who had the option of shifting to the metro and did so has increased from 52.35 per cent to 62.29 per cent in these two years. One-fourth of all metro commuters, about 24.8 per cent, are two-wheeler owners and almost one-fifth, 18.11 per cent are car owners.
“The survey focused on aspects like saving travel time, fuel cost saving, vehicle cost saving and reduction in emission of greenhouse gases among several more. The annual cost saved by metro passengers on account of reduced travel time will go up three times from Rs.310.13 crore in 2007 to Rs.947.07 crore in 2009. Similarly, the annual saving on account of reduced fuel consumption will be Rs. 180.89 crore in 2009, more than double from Rs.73.22 crore two years ago,” the DMRC official said.
The CRRI survey says that the number of vehicles that have been taken off the road with the introduction and expansion of the metro has shown a progressive reduction in daily vehicle demand. In 2009, the metro will take the daily share of 57,953 vehicles for all other modes of travel such as cars, buses, two-wheelers, auto-rickshaws, the survey claims. “The annual vehicle (capital and operating) cost-saving will almost triple from Rs.93.21 crore in 2007 to Rs.276.24 crore this year. Reduction in emission of greenhouse gases will be about 131,395.34 tonnes. This is a five-time increase from 27,614.34 tonnes in 2007. The emission cost-saving will also increase almost three times from Rs.14.29 crore in 2007 to Rs.41.04 crore in 2009,” the official said citing the report.The survey claims the metro has also substantially helped reduce the rate of accidents on the roads. “The metro will help avoid a total of 255 accidents, including 51 fatalities, in 2009. In 2007, the respective figures were 196 and 21. The accident cost-saving will be Rs.9.35 crore this year as against Rs.6.28 crore two years ago,” the official said. Referring to the improvement in road journeys, the CRRI report says because of increase in average speed of road vehicles, the annual cost saved by road passengers on account of reduced travel time would be Rs.240.18 crore in 2009.

As Chennai, Hyderabad and Bangalore build metro rail networks, they would find the Delhi experience encouraging. The Metro rail authority in the capital is confident that the overall benefits will lead to cost recovery quite early.
The rise in ridership of Delhi Metro is resulting in several environmental and social benefits to citizens of the national capital which will help recover the full cost of Phase-1 project of the DMRC by 2011, a study claimed today.
More commuters on the metro means saving of passenger time and fuel cost, reduction in operating cost and maintenance of vehicles, fewer accidents and lower expenses for road infrastructure, according to a study by the Central Road Research Institute (CRRI).
The report said the Economic Rate of Return (ERR) went up from 16.90 per cent to 19.98 in the last two years and because of it the full cost of Phase-1 will be recovered by 2011, two years earlier than anticipated by the CRRI.
If the social and economic benefits were quantified, then the value of accrued benefits of Phase 1 will become Rs. 10,801.64 crore by March 2012 while the cost of construction of Phase-1 was Rs. 10,571 crore, the report said.
This year alone, the Metro resulted in environmental and social benefits to the tune of 5,503.83 crore.
“For instance, the annual saving on account of reduced fuel consumption will be Rs. 180.89 crore in 2009, more than double from Rs. 73.22 crore two years ago,” DMRC Director (Works) Mangu Singh, who piloted the study, said here.
The annual vehicle (capital and operating) cost saving will almost triple from Rs. 93.21 crore in 2007 to Rs. 276.24 this year, the report said.
Due to increase in average speed of road vehicles, the annual cost saved by road passengers on account of the reduced travel time is around Rs. 240 crore this year, it said.

The Delhi Metro is set for the final breakthrough in tunnelling work at Lajpat Nagar on the Central Secretariat- Badarpur line. On Monday the last pre-cast segments (rings) of the underground stretch of Phase-II were erected, following which the final breakthrough will be achieved.
“The rings were erected by the last Tunnel Boring Machine (TBM) between Jangpura and Lajpat Nagar, a distance of about half a kilometre, and the TBM is now poised for the final breakthrough of Phase-II at Lajpat Nagar on the Central Secretariat-Badarpur line,” said a Delhi Metro Rail Corporation spokesperson.
Work involving New Austrian Tunnelling Method (NATM) is already over and only small cut-and-cover portions remain which is expected to be completed in two months. For Phase-II, DMRC used 14 TBMs. “The TBMs conducted 30 tunnelling drives in record time and were used on three corridors: Central Secretariat-Qutub Minar, Airport Express Line and Central Secretariat-Badarpur,” the spokesperson said.
The Central Secretariat-Qutub Minar corridor comprising 12.53 km is almost fully underground and TBMs were used to build 7.15 km of tunnels. Of this, 4.01 km of the Udyog Bhawan to Green Park stretch was built by TBMs.
In the Green Park-Saket stretch of the Central Secretariat – Qutub Minar corridor, two Earth Pressure Balance Machines (EPBMs) were used that completed 3.14 km of tunnel. The average daily rate of tunnelling in this stretch was 14.4 metres.
The 22.7 km long Airport Express Line, of which 15.7 km is underground, consists of 3.8 km built by TBMs. Three TBMs were used to build 2.2 km of tunnel from New Delhi nto RML Hospital Circle. One of these TBMs was earlier used on the Green Park- Saket stretch also.
Two more TBMs were used on the Airport Express Line to build 1.6 km of tunnel from Dwarka Sector 21 to Indira Gandhi International Airport. Both the machines were EPBMs and manufactured by Okumura, Japan.
On the 20-km-long Central Secretariat-Badarpur line, the TBM tunnelling was done for a length of 4.2 km. Four EPBMs were employed in different stretches of the corridor from September 2008 to October 2009.
According to the spokesperson, DMRC also employed the New Austrian Tunnelling Method (NATM) at two places during Phase-II. The technique was used to build a 2.85 km-long tunnel between Talkotara Garden and Buddha Jayanti Park on the Airport Express Line, which is India’s longest tunnel in an urban area built by NATM. The ground profile comprised of weathered quartzite and schists.
The other place where NATM was used was for a short distance of 185 m. near Qutub Minar in the construction of the Central Secretariat-Qutub Minar corridor, where the technology was used in soft soil conditions for the first time by DMRC.
“DMRC’s most challenging TBM operation during Phase-II was tunnelling from INA to Jor Bagh as hard unforeseen rock was encountered that resulted in severe damage to some of the cutting tools and caused the cutter wheel to stall in September 2008. After exploring various options, it was decided that replacement of the soft ground cutting wheel of the TBM with a suitable rock cutting wheel was the best option. The work was delayed by about six months but the original tunnel alignment was maintained and the tunnel completed as designed and within tolerance,” the spokesperson said.
During Phase-II, DMRC constructed its deepest tunnel so far which passed below the existing tunnel of Central Secretariat – Vishwavidyalaya line at Rajiv Chowk. The depth of the new tunnel, which is part of the Airport Express Line, is 45 metres and it is passes 20 to 25 metres below the old tunnel.

The Delhi Metro Rail Corporation (DMRC) today completed its tunneling work for phase-II by achieving the final breakthrough at Lajpat Nagar on the Central Secretariat- Badarpur line, which would be operational by September 2010.
''This is the last underground stretch of the Phase II. Our intial target was to complete it in December, but we have achieved it two months before the schedule,'' DMRC spokesperson Anuj Dayal said.
The tunnels were made by erecting last pre-cast segments (rings) through Tunnel Boring Machine (TBM) between Jangpura and Lajpat Nagar, a distance of about half a kilometer.
About 28 per cent of Delhi Metro's Phase-II is underground that is 35 km out of 125 km, up from 20 per cent in Phase-I in which 13.17 km out of 65.1 km was underground.
The New Austrian Tunneling Method (NATM) has been used in the project. '' Most of the work is already completed and only small cut-and-cover portions are left which are expected to be completed in two months. The total tunnel length that has been completed till now is 8.36 km'' Mr Dayal informed. Expressing satisfaction over the work, he said the whole tunneling process remained accident-free despite magnitude of work and tight schedule.
Fourteen Tunnel Boring Machines were used by the DMRC for the construction of Phase-II tunnels which was highest in any south Asian city at one time. The TBMs conducted 30 tunneling drives in record time and were used on three corridors: Central Secretariat- Qutub Minar (12.53 km), Airport Express Line (22.7 km) and Central Secretariat- Badarpur (20 km).
Out of these, the Airport Express Line tunnel is the deepest, which is 45 metres in length and passes 20 to 25 metres below the old tunnel, making it a double tunnel (tunnel below tunnel), Mr Dayal explained

Trial runs on Yamuna Bank-Noida line till Noida Sector 16 are expected to start next week with the Delhi Metro Rail Corporation making efforts to operationalise the line before the India International Trade Fair. Trial runs on the rest of the line till Noida Sector 32 are expected in the first week of November’09, DMRC spokesperson Anuj Dayal said.
This line was rescheduled for opening in the first week of December 2009. However, huge rush is expected during the India International Trade Fair which will start from November 14 at Pragati Maidan.
Keeping this in view, the Delhi Metro is trying to open the Yamuna Bank-Noida line around the time of the trade fair.
However, the final opening date of this line will depend upon the successful completion of the trials and clearance by the Commissioner for Metro Railway Safety, Mr Dayal said.
Metro trial runs involve train’s performance and integration with system equipment such as signaling, telecom, platforms etc.
The Noida line was to open in August but was delayed after cracks were found on many piers on the line. The opening has also been delayed to paucity of additional trains for this line.
