NEW DELHI: The Delhi Metro Rail Corporation (DMRC) on Tuesday announced that all cantilever structures built during the ongoing Phase-II of the Delhi Metro project that have been constructed so far would be re-checked from safety and quality point of view by independent structural experts.

The move comes in the wake of widespread concern over the safety and the quality of work being carried out by the Corporation following the launcher girder crash at a construction site in Jamrudpur in South Delhi on Sunday.

DMRC Managing Director E. Sreedharan, who visited the accident site twice on Tuesday, said Shirish Patel and Associates, “experts in the field,” were appointed for this purpose.

The company would be responsible for checking cantilever structures as well as for checking other pillars or civil structures as specified by the DMRC.

B.P. Singh, former General Manager of NALCO and an expert on erection of heavy structures was also roped in to inquire into the mishap in which a crane toppled over and booms of two other cranes broke during site-clearing operations at Jamrudpur on Monday, he said.

Though the DMRC has been maintaining that the crane incident was caused by “a mechanical failure,” the organisation came in for a lot of flak over the accident. Concerns were expressed over the inspection carried out by the company to ascertain the suitability of the equipment to carry out the rescue work.

In the meantime, site clearing operations continued through the day with engineers and workers being put on the job.

According to a DMRC spokesperson, about 200 workers along with 30 engineers have been involved in site clearing activities at Jamrudpur. “The 72-metre-long metallic launcher has been lowered to the ground and is being cut into small pieces by 40 gas-cutters. About 15 metres of the launcher has been dismantled and is being transported away from the site on trailers,” he said.

The dismantling of the launcher was likely to be completed by Wednesday morning following which, the concrete girder located between pier numbers 66 and 67 would be taken up for dismantling, he said.

The DMRC officials said the concrete girder would first be supported by special metallic trestles which will ensure complete safety during the dismantling operation and later the concrete segments will be cut using seven different types of diamond-disc concrete cutting machines and core cutting machines.

“This operation will probably be completed in six days. Two of the three cranes damaged on Monday have been removed from the site while the one that toppled over has been stabilised,” the spokesperson said.

The spokesperson said 100-tonne cranes and four smaller capacity hydra cranes were being used at the site for lifting and removing the debris and parts of the launcher from the site.

Traffic restored


To the relief of the commuters, a part of the road near the accident site in Jamrudpur was opened to vehicular traffic on Tuesday. Two lanes of the road carriageway from Moolchand towards Nehru Place have been reopened to traffic. The road has also been re-carpeted to smoothen the damaged portions.

“Traffic flow towards Amar Colony has been restored both ways. Fifteen traffic marshals have been deployed to guide traffic. We hope to reopen traffic movement from Nehru Place towards Moolchand by Wednesday. Meanwhile, traffic is being diverted via East of Kailash,” the spokesperson said.

NEW DELHI: There is no possibility of a judicial inquiry into the Metro mishap which killed six people on Sunday till the Delhi Metro Rail
"The government is not averse to a judicial inquiry into the Delhi Metro accident, but will await the report of the committee of experts set up by DMRC," urban development minister S Jaipal Reddy said.

The minister categorically ruled out any "deadline pressure" as the reason behind the incident. Reddy said Delhi Metro was not operating under any pressure to meet Commonwealth Games 2010 deadline and the government would not allow the quality of work to be compromised.

UD ministry sources indicated that no action would be taken against the contractor in a hurry. "Any decision will be taken only after the inquiry committee submits its report," an official said.

Reddy strongly defended the Delhi Metro's track record on safety. The minister said DMRC's safety record has been better than that of London and Singapore metros.

"The accident did not take place because of any hurry. We shall never compromise on the quality of work. A four-member committee has been formed to look into the matter," Reddy said.

The minister's statement came in response to a scathing attack by Gurudas Dasgupta (CPI) about violation of business ethics by the construction company in an attempt to finish the project before the Commonwealth Games.

The members of the probe committee are A K Nagpal of IIT-Delhi, two officials from DMRC Rajan Kataria, head of design cell, and Steven Lowry, project director for general construction. P R Bose of the Delhi College of Engineering is the fourth member of the committee.

"The estimated loss due to the accident is Rs 6 crore and work on the section will be delayed by three months. But the deadline of the Central Secretariat to Badarpur section remains unchanged," Reddy said.

NEW DELHI: The Delhi Metro Rail Corporation on Wednesday accepted the request of its Director (Projects) Vijay Anand for repatriation to his parent organisation, the Indian Railways. The decision has been taken even as the report of the inquiry committee constituted to look into the accident is awaited.

Mr. Anand, who was in charge of the Central Secretariat-Badarpur line on which the Jamrudpur accident occurred had sought repatriation following the incident.

Speaking to The Hindu, Mr. Anand said: “I had taken moral responsibility for the accident and therefore opted for repatriation.” He declined to comment on the accident and the subsequent crane crash. “The inquiry is underway and there is nothing that I want to say,” he said.

A 1981 batch Indian Railway Service of Engineers (IRSE) cadre official, Mr Anand had joined the DMRC on deputation in 2001 and was appointed Director (Projects) in 2007 after C.B.K. Rao demitted office.

Mr. Anand was responsible for the planning, designing, execution, monitoring and commissioning of the 23-km-long Line-3 of the DMRC, which brought Dwarka on the Metro map and was completed in a record time of two and a half years. He was also in-charge of three corridors of the ongoing Phase II constructions, which were all commissioned six to seven months ahead of schedule.

His next posting will now be decided by the Railway Board.

Meanwhile, rescue work at the site of the Metro accident in Jamrudpur continued on Wednesday even as one side of the road remained closed to vehicular traffic. According to Delhi Metro Rail Corporation officials, clearing activities at the accident spot were affected by the rain.

Detailing the work being carried out to remove the debris, a DMRC spokesperson said: “The 72-metre-long launching girder has been cut into several pieces, each 15 metre long. The part of the launching girder that is resting on the concrete span has been cut into seven-metre pieces. Removal of the pieces of the damaged launching girder is in progress.”

A 350- ton crane and two 100- ton cranes are being used to remove pieces of the girder and debris.

To ensure that parts of the span do not fall down during their removal, fallen pre-stressed concrete (PSC) span has also been provided with adequate support. Officials said vehicular movement from Nehru Place to Moolchand was still suspended owing to the crane movement at the site.

Work related to cutting the concrete girder is expected to start soon and seven different types of diamond-disc concrete cutting machines and core cutting machines would be used for the purpose. A total of 10 trestles had been put below the concrete girder to ensure safety.

Compensation paid


The spokesperson went on add that the DMRC had paid compensation to the next of kin of those who died in the accident and the injured persons. “Out of Rs.5 lakh, Rs.50,000 has been paid as interim relief in cash to the next of kin of each of the six persons who died in the accident. The rest of the amount, Rs.4.5 lakh, will be converted into fixed deposit for three years,” the spokesperson said.

“Seven persons who suffered major injury have been given the full compensation of Rs. 50,000 while eight persons with minor injuries have been paid Rs 10,000 each. There were no grievous injuries such as amputation so no compensation of Rs 2 lakhs has been released so far.”

Penalty after report


The amount of fine or penalty or other impositions on the contractor would be decided by the DMRC only after receiving the inquiry report and after a complete assessment of the damage caused. DMRC officials also claimed that work to conduct an inquiry into the crane crash had also begun. Shirish Patel and Associates, appointed to undertake technical audit of critical structures, had started its work.

NEW DELHI: In the first head to roll for the accident at its Jamrudpur site, Delhi Metro on Wednesday shifted a senior official in-charge of the

"DMRC managing director E Sreedharan ordered repatriation of Vijay Anand, director (project) of Delhi Metro, who was the director in-charge of the Central Secretariat -- Badarpur line of Phase-II which is under construction," DMRC spokesperson Anuj Dayal said.

DMRC on Tuesday ordered a complete re-check of structures built by it in Phase-II of the project from safety and quality point of view by independent structural experts besides ordering a probe into the mishap during debris clearance.

Dayal said Shirish Patel and Associates, which was appointed to undertake technical audit of critical structures has already started the work and B P Singh, an expert on erection of heavy structures, has also started his inquiry into Monday's mishap involving cranes.

Metro sources said Anand was involved in the design of the second line and he was also in-charge of the Lakshmi Nagar site where an accident had taken place in October last year.

Anand, who joined Delhi Metro in 2001, was also present at the site when the crane collapsed on Monday.

He was a chief engineer in the Indian Railways and joined the Metro in the same rank and was promoted to the post of the director two years ago.

'Sreedharan Wednesday ordered the repatriation of Vijay Anand, director (projects) of Delhi Metro, who was the director in-charge of the Central Secretariat-Badarpur line of Phase-II which is under construction,' the Delhi Metro Rail Corp (DMRC) said in a statement.

'He will now return to Indian Railways, from where he was deputed to the DMRC. The government has been informed about it,' said a DMRC official.

Anand, an officer of Indian Railway Service of Engineers (IRSE) cadre, joined DMRC in 2001 and had played 'important roles in various projects in various capacities', the official told IANS.

Six people were killed and about 15 injured, one of them critically, when an elevated section of the Delhi Metro track under construction collapsed Sunday, bringing down tonnes of steel and concrete.

Six more people were injured at the very spot the next day when huge cranes trying to remove a steel girder that got inclined Sunday suddenly collapsed.

'Anand was the overall in-charge of elevated sections of DMRC. He was made director (Projects) two years ago. He was the in-charge of Indraprashta-Dwarka line and now was the director-in-charge of the Central Secretariat-Badarpur line,' the official said.

In October, two people were killed and 12 injured when a bridge under construction collapsed in Laxmi Nagar in east Delhi. Anand was in-charge of that line too.

'On Monday, when the cranes toppled, Anand was at the spot supervising the operations,' the officer added.

Delhi Metro's faceless soldiers battle hunger with half wages

New Delhi, July 15: For 11 years, Malda’s Moti-ur Rehman has been working at Delhi Metro’s construction sites. He was there during Sunday’s bridge collapse and Monday’s crane crash, too. But for all the risk he takes, he is nobody’s child.

Rehman does not have an ID card nor is he an employee of the Delhi Metro Railway Corporation (DMRC). Yet he and several others like him have slogged 17 hours a day to clear the debris, their worn-out helmets the only protection against another accident.

“I am scared every day and I hope this helmet can save me from a tragedy,” Rehman, 45, says. “But then I remember that those people who died on Sunday were also wearing helmets.”

The labourer wants to return to his home in Bengal that he left 15 years ago, but he cannot quit his job. He has seven mouths to feed and, for him, hunger is more painful than death.

Asked how much he earns, Rehman smiles wryly. “When I started 15 years ago, I used to get Rs 120 for 12 hours of work. Now I get Rs 150,” he says.

According to the law, however, he is supposed to be paid Rs 153 for eight hours and double the amount for 12 hours.

Rehman and others like him have been brought to Delhi by a contractor who gets money from the Metro corporation and pays the labourers after 45 days of work. Every Metro line spanning 5-6km has at least 2,000 workers who usually work 13-16 hours a day, seven days a week.

“If we miss even one day, our salaries are deducted. We are at the mercy of the contractor. There is no way we can raise our voices about safety on the sites. There have been instances when agitating men have been beaten up by the contractor’s goons or even sent to jail,” said Rajesh, another worker who saw the back-to-back accidents.

At least 50 labourers at the crash site have decided to quit. But many others who do not have an alternative have stuck on. “I came here five years ago, now I am stuck. I have six mouths to feed back home in Malda,” says Rahidul Sheikh.

Workers’ rights groups allege that the DMRC is not following safety procedures stipulated in the Building and Other Construction Workers Act.

“Even (Metro chief) E. Sreedharan’s dog will not stay in conditions that these workers stay in,” says A.S. Azad of Nirman Mazdoor Shakti Sanghatan. “The law says that at sites having over 500 workers, a labourers’ safety committee has to be formed comprising representatives of the principal employer, the contractor and a member of the government’s labour department. It has to
meet every month and review safety provisions. Only when it gives a go-ahead can work be started. Not one site of the DMRC has a labourers’ safety committee.”

Activist Vivek Disha, who works with an NGO fighting for Metro workers’ rights, adds: “These labourers have not even been given identity cards. DMRC does not count them as its employees. But according to the law, DMRC is their principal employer and is responsible for their welfare.”

Most labourers live in the suburbs in ghetto-like structures. Around 5am, they squat in queue at a designated spot having tea and buns as they wait for their pick-up trucks to arrive. Once the trucks pull up, there is a mad scramble to hop on. Those who lose the fight lose a day’s pay.

Delhi Metro today removed Vijay Anand, a senior official, from the project in its first punitive step after back-to-back mishaps in south Delhi.

I won't quit before Games: Sreedharan

NEW DELHI: The crack in Pier 67 near Lady Shriram College in south Delhi was not responsible for the collapse of the elevated Delhi Metro line last


In an exclusive interview ( Read full text ), Sreedharan said the hairline crack was noticed by DMRC officials in March, months before the structure came crashing down. ``We still don't know what exactly happened on Sunday. It is true that we saw the crack. We put a thin glass on it. That is the monitoring process - if the crack expands, the glass breaks. But the glass is still there. So, the accident was not due the crack. The failure is somewhere else.''

So what caused the collapse? ``I am still waiting to see what really went wrong. Being an experienced engineer, my own hunch is that there is a design deficiency on that particular pier. There could be a problem with the material, or reinforcement on site which led to the mishap,'' he added.

DMRC, he said, was in no mood for mercy #59450; if there has been negligence, it will be dealt with severely.

``The matter is being probed by a four-member committee. A separate audit has been ordered to check all the other such installations in Phase II to check the designs and drawings, material used in construction and the reinforcement done on site.''

Sreedharan said he had to own responsibility for the mishap and that's why put in his papers. He said that he knew about the crack, and had in fact climbed up the pier himself to check it out. His gut feel was that the pier should be demolished, he said. But his officers said they would test it out with twice the load before commissioning the line. He agreed.

``But it collapsed under the weight of the launcher. I am a technical man and should have known better. How can I not own up responsibility? But I received support and confidence from the chief minister, the L-G and minister Jaipal Reddy. Even Rahul Gandhi rang up and asked me not to quit. Now I will stay till the end of Phase II, come what may. It is my commitment to the nation.''

And after that? ``After the completion of Phase II, my intention is to retire both from professional and public life. I will not be available to preside over a conference or to give lectures. I want to devote my time to spirituality now for which I plan to go back to my village near Palghat in Kerala. I have no domestic worries,'' he said.

He is already grooming a successor to take over charge of Phase III, Sreedharan said. ``There are 3-4 people. But they will not flower till I am here. It's something like a banyan tree #59450; unless you cut it, the other trees can't grow.''

New Delhi: Delhi Metro is preparing an action plan to repair houses and shops damaged in two accidents, which killed six people and injured many others, at a rail track construction site at Zamrudpur area of south Delhi July 12-13.

"The shops and houses which were damaged have been assessed and an action plan for their repair is underway," said Delhi Metro Rail Corporation (DMRC) in a statement here.


The DMRC, however, denied media reports that said there were cracks in the buildings near the accident site.


"Some reports have indicated that there were cracks in the buildings which the residents claim had been caused by the metro construction. Our engineers inspected the site in detail and clarified that these cracks were pre-existing and not connected with the construction in the area," the statement said.


Meanwhile, the work at the accident site at Zamrudpur is continuing.


"A mock-up exercise using diamond cutters was tested today (Saturday)
successfully at the site to cut the fallen pre-stressed concrete girder," the statement said.

NEW DELHI: Indicted by the Comptroller and Auditor General of India for allegedly scaling down crucial testing requirements and carrying out vital tests at non-accredited laboratories, the Delhi Metro Rail Corporation on Saturday strongly defended its practices denying any relaxation in the testing procedures.

The Corporation claimed that all requisite tests for ensuring quality were conducted as they should have been.

The CAG in its latest report made public over the weekend had accused the DMRC of making several departures from established practices and procedures. The CAG had said, for instance, that the DMRC at some places procured more land than it actually required. The Metro on Saturday claimed otherwise: “Only at one location (Welcome and Seelampur put together) the percentage of land utilised for property development is 353 per cent excess to the project requirement. The DMRC by ingenuous planning of operational requirements has been successful in doing property development on some of the locations. In some cases, the utilisation of space for operations and property development has been done out of the same area, but at different levels.”

Reacting to the CAG’s observation that the Corporation had not prepared a corporate plan to chart out its goals and strategies for business development, diversification, technology upgrading and customer satisfaction, the DMRC asserted that its structuring and legislative control “is well set out and may be emulated for other projects too”.

‘No ambiguity’


The Corporation further claimed that there had been no ambiguity in coordination and control. “The Central and State governments take care of their part of legislation and provide support,” said the Corporation.

The CAG report pointed out that the DMRC decision to go in for broad gauge had resulted in an additional cost of Rs.260 crore besides additional energy consumption of Rs.2.26 crore per annum.

“Due to non-consideration of certain facts by the general consultant while making recommendation in 1999, the company could not decide initially to implement the 25 kV AC traction system for the underground corridor, which led to additional expenditure of Rs.26.59 crore,” the CAG report said.

The DMRC bidding and tendering process too had come in for criticism from the CAG: “In four contracts, relaxations in commercial and technical terms were allowed after the opening of financial bids while negotiating with the lowest bidder(s). This practice was non-equitable as the other pre-qualified bidders were denied the opportunity to revise their bids in view of the change in commercial and technical terms.”

The CAG report observed that the Delhi Metro fare structure was responsible for a lower ridership.

It said the DMRC also failed to provide automatic train operation on all lines to ensure safer service. Besides, the noise level was beyond permissible limits and there was premature wear and cracking in the wheel and floor of the rolling stock raising doubts over the stipulated 30-year design life.

The DMRC has challenged the CAG’s observations. It claimed that “the noise measured by IIT Delhi was during revenue operation and hence measured noise levels are the total noise and not the noise caused by the train. Under revenue conditions, the noise level measured by IIT Delhi is therefore bound to give erroneous results and thus cannot be accepted”.

In the wake of the recent accidents at two metro rail sites, residents in New Delhi performed 'Havan' to protect themselves from such mishaps and also to safeguard the Delhi Metro project.

This Havan was performed on Sunday near Jamrudpur area that witnessed a serious mishap when the girder collapsed last week.

Locals of Jamrudpur gathered at the tiny shrine dedicated to Lord Hanuman close to the mishap site and performed the Havan.

The locals attributed the mishap at Jamrudpur to the felling of a peepal tree near the site.

They said that the tree was axed down before the commencement of the
construction work and it turned out to be inauspicious as such the mishap took place.

In order to pacify the Gods, the residents of this area performed the Havan so that the construction work proceeds without any further disruption.

"We thought of conducting a Shanti Pooja (peace prayers) by performing Havan (fire ritual) so that the mistakes that have been done accidentally by the DMRC officials or anyone associated with Delhi Metro Rail, God should forbid them so that the metro construction proceeds in peace as Delhi Metro is a notable asset
for Delhi," said Ashok Randhawa, a local resident.

An overhead bridge under construction gave way and crushed six workers to death on Sunday. And the next day, a crane that was pressed into the salvage operations too crashed at the same spot injuring five more workers.

Owning up moral responsibility, Elattuvalapil Sreedharan, Managing Director of Delhi Metro Rail Corporation (DMRC) had tendered his resignation.

However, Chief Minister Sheila Dik**** turned down the offer to he 77-year-old ace technocrat to resign.

New Delhi (PTI): Delhi Metro has been rapped by the Comptroller and Auditor General of India (CAG) for acquiring excess land for implementing the Phase-I of the ambitious new age transport system.

"In nine locations, it was observed that total land acquired was 6.42 lakh square metre, which was in excess of the project requirement by 14 to 354 per cent," the CAG said in its report on the Phase-I of the DMRC.

It said the DMRC has acquired 32.28 lakh square metre of land for the Phase-I of the project, under which three lines were constructed, but has not maintained location wise data of land used for the project and property development.

The report also said the DMRC finalised lease or concessions for property development at four locations based on one qualified bid received in each case and the amount realised was only 0 to 3 per cent over the reserve price.

The CAG also observed that from the restrictive clause for the land use in the allotment letters, poor response was also because of the "stringent" technical criteria fixed for the process.

"This is evident from the fact that in Seelampur where turnover and net worth criteria were fixed at Rs 60 crore and Rs 25 crore respectively, only one qualified bid was received and the amount realised was just 3 per cent over the reserve price," it said.

NEW DELHI: The Delhi Metro Rail Corporation has decided to now allow only regular metro commuters to use the parking lots at its stations. To be carried out on an experimental basis, the scheme to issue monthly vehicle passes to regular smart card users will be launched at the Vishwavidyalaya metro station to begin with.

The move comes in the wake of commuters complaining of inadequate space at parking bays outside stations.

According to a Metro spokesperson, those who want monthly passes can apply at the customer care centres of the Vishwavidyalaya metro station. “They have to provide the serial number of their smart cards besides some personal details and copies of vehicle registration and driving licence. Their smart card usage pattern over the last one to three months will then be checked from the available computer records. Monthly vehicle passes will be issued only to those who have used their smart cards for at least 20 days in the last one month or 50 days in the last three months,” the spokesperson said.

The entire process of issuing the monthly passes will be completed in four days. There will be no change in the cost of the passes; it will continue to be Rs.175 for four-wheelers and Rs.75 for two-wheelers at Vishwavidyalaya station.

The parking bay at the station spread over 1,535 square metres can accommodate about 180 four-wheelers and 230 two-wheelers. “In addition, on the request of commuters, 1,235 square metres space is being provided for 200 four-wheelers and 1,000 sq. m. for 500 two-wheelers.

In view of complaints


The DMRC has taken this step of issuing monthly passes only to genuine commuters in view of a number of complaints by them that they cannot park their vehicles as the parking slots are occupied by people who live or work in adjoining areas,” the spokesperson said.

At present, 50 of the 68 Metro stations have parking lots for the convenience of commuters.

The total available parking space is about 120,000 sq. m. in which about 14,000 four-wheelers and 18,000 two-wheelers can be accommodated.

A report probing the fatal accident at the Delhi Metro construction site is expected on Wednesday (July 22). A committee consisting of two DMRC officials and 2 persons from IIT Delhi will will present its findings to the its top boss E Sreedharan. He had said responsibility for the accident would be fixed on the
basis of the findings of the four-member committee.

The report will look at who is to blame for the incident. DMRC officials themselves, the contractor Gammon India or the design consultant.

Meanwhile, the DMRC committee has come under a cloud because one of the two members. Rajan Kataria had passed the crucial pilar 67 design in May 2009 without giving the orders to rectify the fault.

The cap of pillar no 67 could not stand the weight of the cantilever and girder and gave way. This pier has had a history - it had developed cracks in February.

Assistant vice-president Gammon India Umesh Gupta said, I dont think Gammon would like to give any comment right now. The DMRC has already given its comment. The Government of Delhi has constituted a committee to carry out investigation.

New Delhi: A 22-year-old labourer was killed when an iron girder fell on him at a Delhi Metro Rail Corporation (DMRC) construction site Wednesday, police said.


The incident took place at 6 am near Ram Bagh at Punjabi Bagh in west Delhi. The chain of a crane lifting the girder snapped and it fell on the ground, critically injuring Vicky Singh.


Singh, a resident of Uttar Pradesh, was rushed to the Maharaja Agrasen hospital where doctors declared him dead on arrival, Deputy Commissioner of Police (West) Sharad Agarwal told IANS.


"Things are completely normal in the area. There was no traffic disruption following the accident," said Agarwal.


This is the third such accident in the past 10 days. On July 12, six people were killed after an elevated section of the Delhi Metro that was under construction in south Delhi collapsed. A day later, five people were injured in another accident at the same site.
