MUMBAI: The Bombay high court offered relief to a hospital trust against acquisition proceedings by the MMRDA for the Versova-Andheri-Ghatkopar Metro Rail project and the Andheri-Ghatkopar Link Road projects.

Sarvodaya Hospital, situated on an eight-acre plot in Ghatkopar, came under a demolition and relocation threat when the MMRDA began acquiring land for the Metro rail project.

In response to a petition filed by the hospital trust, a bench comprising Justices P B Majmudar and R M Sawant asked the MMRDA to maintain a status quo and to consider the representations made by the trust, which is seeking compensation of Rs 2,000 per sq ft or alternate land and transferable development rights (TDR) for loss of land and hospital building.

Milind Sathe, H Ganatra and Meenaz Mechant, advocates for the hospital, said the MMRDA had issued notice last year to acquire 9,000 sq metre of land and 87,000 sq ft of the existing hospital building. "The hospital caters to thousands, mainly those suffering from tuberculosis. Despite several representations to the MMRDA and the state to provide alternate land or TDR or to realign the
metro-rail route, there was no response. The only alternate was to move court for relief,'' the lawyers said.

The matter will now be heard on May 5. The MMRDA and the state government will have to inform the court if it is possible to accept the hospital trust's suggestions.

Recording cameras on each train running during all hours of operation and closed-circuit TV cameras throughout the stations constantly recording and monitoring all Ticket Vending Machines (TVMs), platforms, and escalators are among the list of safety and security measures being outlined for the monorail
project.

The monorail project is being done by Larsen and Toubro and Scomi Engineering and the safety measures are now being discussed for implementation. The Mumbai Metropolitan Region Development Authority (MMRDA) is financing the first phase at Rs 2,460 crore and hopes to finish it by 2011. The 19.54 km monorail would connect Gadge Maharaj Chowk to Wadala, and Wadala to Chembur via Mahul.

Ratnakar Gaikwad, metropolitan commissioner said, "We are in the process of sorting out the security and safety concerns involved in the monorail project."
Some of the suggestions include manning of station areas with trained security personnel with CCTV monitoring on the entire system; use of fire-resistant materials during station construction etc, and equipment of coaches with an audio-visual passenger information system. Special elevators for senior citizens
are also being planned. The Authority has also suggested a set of emergency procedures to be formulated to deal with emergency situations.

The operational staff is being trained to respond during emergencies through periodic simulated exercises as laid down in the Disaster Management Manual. In the set of guidelines, the main emphasis is being laid on the emergency fire escape mechanism and trained staff which would be able to handle the rescue and fire fighting operations.

According to MMRDA officials escape routes and exits have been planned and they will have clear markings, which will be visible even through smoke in case there is a fire. Officials said that there would be an Operation Control Centre (OCC)
which would manage passenger security and the information system . "The monorail will have a capacity to ferry 22 lakh commuters so it is really essential to have an upgraded security network," a senior transport planner from MMRDA, K Vijaya Lakshmi said.

MUMBAI: A hospital trust under threat of immediate acquisition and part demolition by the MMRDA for the Versova-Andheri-Ghatkopar Metro and
Andheri-Ghatkopar Link Road projects can now breathe easy as the MMRDA is
considering "realignment of the route''.

In a re-think that comes as a relief to Sarvodaya Hospital in Ghatkopar, the MMRDA informed the Bombay high court that "in view of the high cost'', it was "considering realignment of the road''.

The HC said in view of THE MMRDA's statement, the hospital trust, which had moved court seeking greater compensation or halting acquisition, has nothing to fear.

A bench headed by the Chief Justice Swatanter Kumar recently directed the MMRDA to decide expeditiously on the "question of realignment of the road'', and disposed of the petition. But the court ordered that the status quo be maintained for six weeks after MMRDA takes a decision and the hospital has a right to raise the issues later.

The hospital was seeking compensation of Rs 2,000 per sq ft or alternative land and transferable development rights (TDR) for loss of land and the hospital building.

Meenaz Merchant, advocate for the hospital, said the MMRDA had issued a notice last year to acquire 9,000 sq m of land and 87,000 sq ft of the existing hospital building. "The hospital caters to thousands, mainly those suffering from tuberculosis and it was our request to realign the route or provide alternate land to the hospital,'' she said.

The MMRDA is finding the compensation demand expensive and is considering realignment a better option.

MMRDA on defensive over Metro work too

MUMBAI: The BMC and Mumbai Metropolitan Region Development Authority (MMRDA) are now verbally sparring over the Metro Rail project too.


Civic officials have said that work from Versova to Ghatkopar, carried out under MMRDA supervision for the 11-kilometre Metro line, may cause areas to go under water this monsoon. They said underground utilities have been badly damaged. Among the areas being cited are J P Road and D J Road in Andheri (West) and Hirachand Desai Marg in Ghatkopar.

Civic officials said that contractors appointed by the MMRDA work under little supervision and damaged sewer lines and stormwater drains while laying the foundation for the Metro. Such disruptions will make it hard for rainwater to recede, said officials.

A senior civic official, speaking on condition of anonymity, admitted that there was no coordination between the two bodies. "We have told top officials of the MMRDA and Mumbai Metro 1 (which works under the MMRDA) to consult our hydraulic and sewerage officials before starting piling work. We have maps that show where the utilities are,'' he said.

However, K P Maheshwari, director of Mumbai Metro 1, said, "We are surprised the BMC is saying this, because we made presentations and they seemed satisfied with our progress. Some drains were damaged and have been rectified; the remaining will be repaired by May 20.'' MMRDA PRO Dilip Kawathkar said, "If underground utilities have been badly damaged, there would have been a public outcry by now.''

The BMC claimed it is trying to minimise problems at chronic spots. "We will deploy additional staff. We will also coordinate with the traffic police,'' said a senior official. Damaged drains are being diverted or temporarily connected. "If it is not possible to finish work before the monsoon, we will undertake repairs in October,'' said the civic officer.

The MMRDA has been asked to bring work to a "safe stage'' by May 20. "The dug-up portions will have to be filled or barricaded,'' said a civic official.

A thousand suggestions for a single Metro corridor

* We have been living in the area for nearly three decades now. We run businesses here and now the government wants to raze it for a metro car shed at Charkop. We cannot allow this.

* Limited open spaces cannot be occupied by overhead metro, when underground metro can be opted for.

* The MMRDA needs to have a rehabilitation policy for people being displaced due to the construction of car shed.

On Monday, the state government received nearly 1,000 such suggestions and objections on the proposed Charkop-Bandra-Mankhurd corridor.

The public hearing was conducted by the Urban Development Department, which was chaired by T C Benjamin, Principal Secretary, UDD, with an aim to address suggestions and objections of people affected by the Charkop-Bandra-Mankhurd corridor.

“On Day-1 of the hearing, nearly 1,000 people came for the hearing to put forth their issues,” said Dilip Kawathkar, spokesperson, Mumbai Metropolitan Region Development Authority. These oppositions mainly came from the large number of slum dwellers at Charkop, where the MMRDA has proposed to build a car shed on 40 hectares of government land. Earlier in November, the nodal agency
for the project had received over 8,000 suggestion and objections.

Ratiullah Khan, a resident of Ganesh Nagar in Charkop said, “We’re living there for 35 years, have developed our businesses around the area, with our kids studying in schools there. The officials should rethink and change the site of car shed.”

Other objections came from Medha Patkar and former railways minister Ram Naik. Patkar said the hearing has been called by those who are also members of the Metro Rail Corporation and thus it is unfair. An autonomous body should be set up where there is no conflict of interest, she suggested.

Naik demanded that the metro should be built on broad guage as the suburban railway. He also demanded that the fares of the proposed metro should be at par with the fares of suburban railways for affordability of the working class.

According to T C Benjamin, the Mumbai Metropolitan Region Development Authority (MMRDA) is studying the possibility of reducing the size of the car hed.

“The issues discussed were regarding alignment of the metro and mainly Charkop depot. The MMRDA is examining if the depot size can be reduced to minimise the displacement of the locals,” Benjamin told Newsline.

MUMBAI: The Mumbai Metro's second line from Charkop to Mankhurd via Bandra has come closer to reality with Anil Ambani's Reliance Infrastructure Ltd (RIL) putting in the sole bid for the 32-km railway line.

The RIL submission came on Friday afternoon at the Mumbai Metropolitan Region Development Authority (MMRDA) office in Bandra (E) after a subtle war of nerves with the rival, Mukesh Ambani Group's representatives who waited till the end but did not submit their sealed tender envelope.

MMRDA officials who accepted the bid said the demand for the Viability Gap Funding (VGF) by RIL was Rs 2,298 crore for a project which the government estimates will be Rs 8250 crore. The VGF is reasonable for the project which is to be built on a Public-Private Partnership (PPP) model.

"VGF is the amount needed by the company from the government in order to make the transport project financially viable,'' said MMRDA officials.

The MMRDA commissioner, Ratnakar Gaikwad, welcomed the bid and said, "Mumbai will benefit immensely with this second line, we will now go ahead with the third Metro line from Colaba to Bandra.''

Reliance officials said they have a technology tie-up with SNC Lavalin, a multinational company based in Canada. MMRDA officials said the bid would be evaluated by an expert committee which will submit a report on it to the MMRDA in a week.

Six other firms were shortlisted by the MMRDA but none submitted their bids. Among the six were Pioneer Infratech Group with Mitsubishi and Tata Power, Reliance Industries group with Siemens and Gammon India and the Essar group with Alsthom and LANCO.

Gaikwad said, "There were no takers when the last time (two months ago) the MMRDA tried to get bids for the project. At last, we have one group which is taking this responsibility in spite of the trying times we are going through
because of recession,'' he said.

MMRDA officials said Reliance would spend Rs 5,952 crore, the Central government would contribute Rs 1,532 crore for the VGF, and the remaining Rs 766 crore would be met by the MMRDA.

Reliance officials said they developed technical skills during the constructionof the Mumbai Metro One line from Versova to Ghatkopar via Andheri and these skills would be applied in the construction of the second line.

Reliance officials are unaware of any change in plan for the route, which is to be elevated. The Juhu Vile Parle Residents' Association and the Linking Road Residents' Association have objected to the line being elevated and demanded an underground line, which they said would would not involve any demolition.

MMRDA officials said the underground route was not practical as it would mean getting all the plans passed again from the Central and state authorities.

Second line of Mumbai Metro project cost to touch Rs 11,000 cr

Mumbai, May 31 Reliance Infrastructure (R-Infra) expects the project cost of the second line of Mumbai Metro rail network to touch Rs 11,000 crore, up by more than 40 per cent over Rs 7,660 crore as estimated by the Mumbai Metropolitan Region Development Authority (MMRDA).

A consortium led by R-Infra has emerged as the single bidder for the 32-km-long project connecting Charkop in the west with Mankhurd in the east. The company is currently implementing the 12-km elevated stretch connecting Versova Andheri Ghatkopar.

R-Infra has bid for Rs 2,298 crore capital grant for the second Metro line. The maximum grant available is Rs 3,064 crore, which is 40 per cent of the MMRDAs estimate of the project cost.

We have sought government funding to the extent of 30 per cent of the original project cost. However, our estimates suggest that the actual project cost will far exceed the initial estimates and may touch Rs 11,000 crore, a company spokesperson told Business Line.

Ruling out any negative impact of the higher project cost on the viability, the official said that according to companys estimates the Charkop-Mankhurd section of the Metro is expected to witness a daily passenger traffic of 13 lakh in 2014. This is slightly higher than the MMRDA passenger traffic estimates. Also we have taken into account the projected revenue flow from real estates and other sources, he said.

According to the company, the work on Versova Andheri Ghatkopar Metro, progressing nearly 18 months ahead of schedule, will be completed in September 2010.

PTI reported that a consortium led by Reliance Infrastructure was the only one out of the 7 short listed bidders to submit a financial bid for the INR 8,250 crore 2nd metro rail projects between the suburbs of Charkop to Mankhurd through Bandra.

An official statement from the Mumbai Metropolitan Region Development Authority said the consortium of Reliance Infra and SNC Lavlin submitted a financial bid to build the metro line, which is expected to be constructed on the public private partnership model.

Official said the consortium will be expected to spend INR 5,952 crore, viability gap fund of INR 1,532 crore would be provided by the Government of India for the project which is expected to cost INR 8,250 crore.

However, the 6 other short listed bidders who did not submit bids were consortia led by Reliance Industries Limited, L&T, Pioneer Infratech, GVK, Essar and IL&FS.

A consortium led by Reliance Infra is already building the first metro line between Ghatkopar to Versova. The Charkop-Bandra- Mankhurd metro line, a 32 kilometer long route has been facing objections from residents on different issues.

The official said "The bid will now be evaluated by a committee which will thereafter submit a report to the MMRDA."

MUMBAI: Residential colonies and shopkeepers from D N Nagar to Charkop have joined the opposition to the elevated Mumbai Metro link, which will run from Charkop-Bandra-Mankhurd.

Sharad Rao, who led the Bangur Nagar Co-Operative Housing Societies' Union, said the elevated line would displace a large number of people along the route.

He added that they were discussing staging an agitation as well as legal recourse."In a meeting held on Saturday, we resolved to oppose the elevated route of the metro,'' said Rao.

The decision to agitate comes in the wake of the Juhu-Vile Parle Residents' Association and the Linking Road Residents' Assocation asking for an underground route for the metro from Andheri to Bandra so that there is no major disruption to structures and livelihoods in the area.

The Mumbai Metropolitan Region Development Authority (MMRDA), which is the planning authority for the region, has asked the Juhu and Bandra residents to go on a field trip along the route with their consultants, Louis Berger, and explain the perceived problems to them for remedial action.

MMRDA officials are in favour of an elevated route as an underground one is three times more expensive.

Rao said the affected housing societies along the route would band into a federation to fight the issue. "Even if we take a conservative figure of 40,000 families from Bandra to Charkop, on both sides of the line, who will be affected, relocating them will mean unnessary expenditure amounting to Rs 40,000 crore. Add to this the losses which will be incurred by the commercial establishments when they have to relocate,'' said Rao.

Rao emphasises that comparing the Mumbai line with the Delhi Metro line in order to favour an elevated track is unfair as local factors have to be taken into account. "The road network of Delhi is different from that of Mumbai, the traffic pattern also differs widely. That's why it has an elevated line. Delhi has more road length and wider roads which are developed in a circular fashion,
while Mumbai has majority of roads laid out in North-South orientation. Mumbai roads are narrower and have heavy traffic. Accommodating the metro line will lead to more bottlenecks,'' said Rao.

"Such elevated rail systems were normally provided at the centre of roads which are 250-300 ft wide so that the tracks are at least 100 ft away from the residential buildings for safety purposes. In this case, the main arterial road is only 90-120 ft wide. In several places, the width is less than this thanks to encroachments,'' said Rao.

Rao, however, did not openly state that the people wanted an underground route. "We will discuss our problems first and then decide,'' he said.

State's rehab plan may derail MUTP II

MUMBAI: If the state government goes ahead with its plan to rehabilitate Behrampada slum dwellers on the railways' land in Bandra (E), the latter may not be able to commercially exploit the particular plot and fund the Mumbai Urban Transport Project -II.

The railways had decided to use the 45,371 sq-m land to provide funds for the second phase of the transport project.

There has been some contention over the past few months that the land did not belong to the railways, but Western Railway archives have documents proving otherwise. "The land has been ours since 1911 when we bought it for Rs 4,74,962 15 anna and 9 paise,'' said a senior railway official.

In 2008, the Floor Space Index (FSI) of the plot was increased from 2 to 4 by the state government on the condition that the railways contribute two-third of the proceeds for the Rs 5,300-crore MUTP-2 and the rest one-third for railway projects in the state.

Addressing a press conference here to unveil the 100-day Action Plan, Union Urban Development Minister S. Jaipal Reddy said the new criteria for allocation of funds under the JNNURM would qualify towns with a population of five lakh for funds, instead of the earlier 10 lakh population criteria. The move will add 28 new cities to the existing 65 cities.

Financial assistance


Mr. Reddy said the Ministry had decided to provide financial assistance to metro projects including those in Bangalore (42.3 km at Rs. 8,158 crore) and Kolkata (14.6 km at Rs. 4,874 crore). Work on the Chennai metro (45 km at a cost of Rs. 14,600 crore) and the Mumbai Metro Line 2 from Charkop to Mankhurd via Bandra (32 km at a cost of Rs. 7,660 crore) would be formally launched now.

Metro work to be restricted during rains

MUMBAI: Mumbai Metro One (MM1) construction sites are closing for the rains. Work will only be undertaken in a limited way on a few sites from Versova to Ghatkopar and the management is establishing a control room to function at the Metro head office during the monsoon to help in tackling any problems caused by flooding of construction sites.

MM1 director K P Maheshwari said the control room would coordinate with the municipal authorities and the traffic police to prevent problems due to flooding. Maheshwari said the pits excavated for the foundation have been filled up. "On a few sites where work will continue, a wall of sand bags has been erected around the pits,'' he added. "Special signage around the pits will guide motorists and pedestrians. Spare pumps have been provided at various sites to pump out water in case of flooding.''

MM1 officials said a number of storm water drains, water pipelines and sewer lines which were damaged due to the work have been repaired. They added that storm water drain had been constructed at the D N Nagar plot for the car depot and Model Town colony. A 65-metre-long concrete drain has been constructed on the Western Express Highway.

Mumbai Metro orders probe into scaffolding collapse

Mumbai, July 14 Following the collapse of the temporary metallic scaffolding near Chakala, Andheri on Monday night (where work on the Versova-Andheri-Ghatkopar metro rail line was under way), the project contractor Mumbai Metro One has instituted an enquiry into the incident. The report is likely to be submitted by Friday.

Mumbai Metro One is a joint venture company of Reliance Energy, Veolia Transport of France and the Mumbai Metropolitan Region Development Authority.

Mr K.P. Maheshwari, Project Director of Mumbai Metro, told presspersons here on Tuesday said that the cause of the accident is being studied and responsibility would be fixed. It will not affect the work schedule for the metro line. The Mumbai Police will file its own report too, he said.

According to him, Mumbai Metro has always ensured stringent safety procedures while working on the project. After the accident at the Delhi Metro site, our people have contacted Delhi Metro Rail Corporation for some lessons though both accidents cannot be compared, Mr Maheshwari said.

The Mumbai metro project can adhere to the July 2010 deadline only if it gets timely clearance from the Railway Ministry for the 183 metre rail over bridge at Andheri. The final erection scheme has been sent to the Ministry for approval while the bridge design has already been approved, he said.

World bank mission impressed with progress of MUTP projects

Mumbai: A World Bank mission which is in the city, to study the progress of the Mumbai Urban Transport project (MUTP) said a lot of work had been done on road and rail projects.

"Jogeshwari-Vikhroli Link Road (JVLR) implementation is progressing well and the Area Traffic Control systems are having a positive impact," said Hubert Nove-Josserand, task team leader of the World Bank mission. He also commended the rehabilitation programme being carried out by the MUTP and said that the move to empower women from affected families was a good initiative.

However, they expressed concern over the slow progress on the east-west road corridor Santacruz-Chembur link road (SCLR) which had not made much progress and was behind schedule. "This is resulting in increase of costs amd delaying the time saving benefits of the project from reaching users," said Josserand.

MMRDA officials said that they had spoken with the World Bank officials regarding reinforcing staff on projects like SCLR and JVLR in order to speed up completion of work. "The implementation of the railways component of the MUTP was going smoothly and so far 42 new trains had been received, all having 12 coaches," they said.

The World Bank mission also held meetings with various authorities from the state government regarding the MUTP implementation.

MUMBAI: Will the suburban train network soon see sleeker and more streamlined trains? It depends on who wins the tug-of-war between the MMRDA and
the railways over the issue of new designs for the rakes being acquired for suburban services.

MMRDA officials say although they have written to the MRVC asking for better designed rakes that are being acquired under the MUTP, their efforts have had no effect so far.

Most of the loan for the Rs 4,500-crore MUTP, which is assisted by the World Bank and being overseen by the MMRDA, is going for rail track improvement and new rakes.

MRVC managing director P C Sehgal said funding was a big problem for the railways. "Fancy rakes with AC cost more money. We have incorporated new rakes with improved designs, which are appreciated by the public.''

MMRDA officials said under the MUTP project, 48 new rakes have come in so far and deployed on the suburban rail network. "The interiors could be improved, the public information system inside the coaches could be better and the seating arrangements could also be changed for the better. The outside shell could be made more streamlined without much additional cost. If the new rakes cost Rs 20 crore each, getting a few design improvements will raise the cost go up by only Rs 1 crore,'' said an official.

MMRDA officials said they hoped the railways would make an effort to get more streamlined coaches. They, therefore, wrote to the MRVC asking for the changes.

Sehgal said he was not against any improvement in the design of the rakes, provided it was in keeping with their finances and needs.
