Jan 2009 12:27:06 AM ISTRAE BARELI (UTTAR PRADESH): Congress President Sonia Gandhi and Railways Minister Lalu Prasad Tuesday launched the country's third rail coach factory here at a cost of Rs.20 billion ($408 million), promising jobs to at least 8,000 people.


"The rail coach factory will serve the nation's biggest need - creating jobs. As many as 8,000 to 10,000 youths across the country will get jobs once the factory comes up," said Gandhi at a ceremony in Lalgunj in her parliamentary constituency, Rae Bareli.

The factory will have state-of-art infrastructure that will be at par with any other rail coach factory in the world, she added.

According to officials, the project is likely to be completed in two years and the factory will produce 840 rail coaches annually.

Eco-friendly rail coach factory at Rae Bareli
NEW DELHI: The upcoming rail coach factory in Rae Bareli will present the eco-friendly side of the Indian Railways sporting smokeless chimneys and neutralising effluents from the plant.

As many as 14 types of coaches, including ‘AC double-decker day cars’ will roll out from the factory. “The factory will represent the environment-friendly side of the Indian Railways, adhering to the highest standard of pollution safety norms,” sources in the Railway Ministry told PTI. There will be no emission of smoke or spillage of oils, while vapour exhaust arrangements will ensure efficient removal of pain vapour simultaneously, they said.

The plant will use lightweight stainless steel in producing coaches with improved comfort level. The eco-friendly approach of the Indian Railways will also ensure that there is little contamination of the discharge from the factory. “The effluent and sewerage from the workshop will be neutralised before being discharged,” they said.

The coaching complex will be spread over an area of 543 ha and set up at an investment of Rs 1,685 crore. - PTI

Railways to execute three big-ticket projects

The cabinet Monday gave its approval to the Indian Railways to execute on its own three big-ticket projects, including a rail coach factory at Rae Bareli in Uttar Pradesh, due to lack of suitable partners for joint ventures.

Besides the Rae Bareli factory, approval was also given to the Madhopura Electric Locomotive Factory in Bihar and the Mohowra Diesel Locomotive Works in West Bengal.

Briefing reporters after a cabinet meeting, Home Minister P. Chidambaram said the railways would be spending Rs.1,685 crore (Rs.16.85 billion) on the Rae Bareli venture.

'In the case of the Madhopura venture, the response for a joint venture partner has been poor, perhaps because of the meltdown. This will now be executed departmentally,' Chidambaram said.

'Initially, 50 locomotives of 12,000 HP will be imported before manufacture commences after transfer of technology,' he added.

The railways will spend Rs.18,000 crore on the project, which will manufacture 1,000 locomotives, many of which will be used on the proposed western and eastern dedicated freight corridors.

In the case of the Rs.2,052 crore Mohowra unit, the railways will initially import 50 locomotives of between 4,500 and 6,000 HP before production commences.

The cabinet and the Cabinet Committee on Economic Affairs (CCEA) were in an overdrive during their back-to-back meetings, clearing a staggering 60 agenda items during the three-hour meeting.

This is the first time in recent times that the cabinet and the CCEA have cleared so many items at a single meeting.

External Affairs Minister Pranab Mukherjee presided over the meeting in the absence of Prime Minister Manmohan Singh, who is recuperating from coronary bypass surgery.

Mr. Subramhanyan said the issue of paucity of adequate of coaches would be addressed to a large extent in the wake of the establishment of a coach factory _ third in the country _ in Kerala.

The Indian Railways is setting up two coach factories, one each in Kerala and Uttar Pradesh, which are expected to manufacture 15,000 stainless steel wagons. The Railways will require 7-8 tonnes of stainless steel for each wagon, depending on the capacity. Additionally, the Railways has also proposed to replace carbon steel with stainless steel on existing superfast trains. Metro Rail is a growing sector, which will continue to create higher demand in future as well.

Focus on development: For Chief Minister V.S. Achuthanandan greets the Minister of State for External Affairs Shashi Tharoor at the MPs’ conference in Thiruvananthapuram on Monday. At a meeting of the MPs on the eve of the budget session of Parliament here, Mr. Achuthanandan Railway development


On railway development, the Chief Minister emphasised the need to take forward the proposal to set up a railway coach factory in Palakkad.

The Centre had earmarked funds for it in the previous railway budget and the State government had offered to acquire 900 acres (360 hectares) of land and give it free for the project. He touched up on the need to form a peninsular railway zone, besides approval for several other railway projects that were hanging fire.

The Minister, who is bound for Rae Bareli to review the land acquisition programme for the Rail Coach Factory at Lalganj and a railway overbridge at Bachrawa, said UPA chairperson Sonia Gandhi had instructed him to visit Rae Bareli to expedite the progress of the construction of the Rail Coach Factory and other facilities in her constituency.

Talking about the the Railway Ministry's effort to modernise and strengthen the rail facilities in UP, he said all efforts would be made to modernise all the big railway stations in the state and to lay new rail lines. ’’Yesterday I had a meeting with the senior railway officials of Northern Railway at New Delhi and discussed about the existing facilities in the state and what can be added more," he said.

''My senior Ms Mamata Banerjee has also asked me to visit every corner of the country to get the passengers' response on the prevailing railway facilities and do whatever required for its upgradation," he said.

Local people fear eco hazards



PALAKKAD: Some organisations, which had spearheaded an agitation that led to the closure of a major soft drink unit at Plachimada, have now turned against the setting up of the Rs.10,000-crore Railway Coach Factory at Kanjikode industrial belt in the district.

Even before the State government had taken steps to acquire land for this mega project, these organisations launched an agitation against it by organising some local people alleging environmental problems in the area like reclaiming ponds and paddy fields.

The Railways and the State government identified 900 acres of land at Kanjikode which was notified as industrial area a decade back.

The farmers holding 700 acres of land had given their consent to acquire their land long back.

Memorandum


In fact, they had recently submitted a memorandum to Chief Minister V.S. Achuthanandan to speed up the acquisition process and provide them market price for the land as agriculture was a losing business in the area due to lack of water and destruction of crops by wild animals, including elephants from Walayar forest.

But the action council against the land acquisition organised a dharna in front of the Collectorate here on Thursday.

It was inaugurated by writer Sara Joseph and presided over by P.S. Panikkar of Jana Jagratha.

It was addressed by N. Sivarajan of the Bharatiya Janata Party, M.M. Hameed of the Indian Union Muslim League, Indanur Gopi of Bharathapuzha Protection Committee and Vilayodi Venugopal of Plachimada Anti-Coca Cola Agitation Committee.

Meanwhile, the District Collector has convened an all-party meeting here on Saturday to seek their help to acquire land for this mega project that will bring about huge development not only to Palakkad but also to the entire State.


Long wait


The district was waiting for the coach factory for more than a decade.

The factory will bring an investment of Rs.6,000 crore in the first phase and another Rs.4,000 crore in the second phase.

It will provide employment to 6,000 persons directly and more than 10,000 people indirectly.

It will also bring more than 100 medium-level industries to make the 1,000 components to make a rail coach, the sources in the Railways said.


Exemption


They said the land was acquired by exempting maximum possible habitation and by providing reasonable price.

The State government had also announced a rehabilitation package for those whose dwelling will be lost in the acquisition.


Officials’ charge


The State government officials said most of the farmers were willing to accept the package but some organisations and individuals with vested interests were preventing the survey of the land.

But the government would be firm in implementing this biggest-ever development project the State got from the Railways, they said.

PALAKKAD: Bharath Earth Movers Limited (BEML) chairman-cum-managing director V R S Natarajan along with other officials on Friday visited the Kanjikode site where the proposed unit of BEML would come up.


Speaking to mediapersons, Natarajan said design consultants had already been appointed, and the work would begin by this September.

The factory would be commissioned by March 2012. The living quarters for the employees would be built on the banks of the Korayar river.

BEML had been receiving full cooperation from the State Government to set up the factory, he said adding that they had set up a site office at Kanjikode.

He said with the Kochi Metro Rail becoming a reality, the BEML unit at Kanjikode would also consider manufacturing metro coaches along with floating bridges for the Army.

Over 167.87 hectares of land has been provided on 99-year lease by the Kinfra for the first phase of the project.

BEML which is under the administrative control of the Defence Ministry has been conferred the mini ratna status. The foundation stonelaying ceremony was attended by Chief Minister V S Achuthanandan and Defence Minister A K Antony among others on January 18 this year. It is expected to be set up in 404.68
hectares in two phases. The remaining land has to be acquired and given by the State Government.

Lucknow, Aug 5 (IANS) The Uttar Pradesh police has set up a team to inquire into media reports that some youth have been given fake appointment letters to work in a rail coach factory to be set up in Uttar Pradesh's Rae Bareli district, a police official said Wednesday.

'Though no official complaint has been made in this regard, local media has reported that racketeers were taking bribe from gullible youths assuring them of jobs in the upcoming factory,' district police chief D.C. Mishra told IANS by phone.


Taking cognizance of the media reports, a police team has been constituted that would probe the case with the assistance of railway officials, he added.


According to reports, besides Rae Bareli, the fake job racket was flourishing in various districts of Uttar Pradesh including Lucknow, Unnao, Barabanki, Kanpur and Varanasi.


Congress president Sonia Gandhi and former railways minister Lalu Prasad had launched the country's third rail coach factory in Rae Bareli in January last year at a cost of Rs.20 billion ($400 million), promising jobs to at least 8,000 people. Rae Bareli is about 80 km from Lucknow.

THIRUVANANTHAPURAM: Revenue Minister K.P. Rajendran said here on Thursday that the State government would expedite acquisition of land for the proposed railway coach factory at Kanjikode which had received the approval of the Planning Commission.

The land, to be acquired on a fast-track basis, would be handed over within the time frame specified by the Railways, the Minister told the media. An IAS officer would be put in charge of the acquisition.

Urging those agitating against the acquisition of land for the factory to withdraw their stir, he said the government would address their concerns and implement a satisfactory rehabilitation scheme for the evictees.

He said that projects such as the proposed power transmission line to Madakkathara were facing opposition from those who would be affected by land acquisition.
Decks cleared

Staff Reporter writes from Palakkad: The coach factory will soon become a reality with the Planning Commission giving approval for the proposal. It was a long wait for the State, as the coach factory announced in the Eighties had gone to Punjab.

The Planning Commission had informed its decision to the Railway Ministry. This has been communicated to Chief Minister V.S. Achuthanandan, in whose Malampuzha Assembly constituency the project is coming up, by Union Minister of State for Railways E. Ahamed.

The Railway Minister has also asked the Chief Minister to provide the required land to start work on the coach factory. Official sources said the Chief Minister has convened a meeting of the department heads concerned on September 8 to finalise steps for land acquisition. It is up to the State government now to complete the acquisition of 700 acres at Kanjikode in the Pudussery west and central villages. A special office was opened at the Collectorate a few months ago for the purpose.
Resistance

The land acquisition procedure is facing resistance from a few landowners, mainly due to fears that the State government would not pay the market price for the land or provide a proper rehabilitation package. But the Union government has included the coach factory project in the new rehabilitation package, making it part of the project cost.

Now it is up to the State government and the district administration to announce a new rehabilitation package that ensures market price for the land acquired and rehabilitation of the displaced landowners. The rehabilitation package is learnt to have a clause for providing employment to one person from each family displaced from their habitation.
Employment for 3,000

The factory is expected to bring in investment of nearly Rs.2,000 crore in the first phase and Rs.4,000 crore in the second phase. It will provide employment to 3,000 people directly and over 10,000 indirectly.

It will also bring more than 100 medium-level industries to produce components for the rail coach, sources in the Railways said.

The coach factory will help the State in its drive for industrialisation of the Kanjikode-Pudussery-Walayar industrial belt, the second major industrial area after Kochi. Joint efforts by the State and Union governments, political parties and other organisations are now needed to get the required land and other facilities for this mega project that will boost the development of the State.

The eagerly-awaited rail coach factory at Kanjikode will become a reality, with the Planning Commission giving its approval to this biggest-ever development project of the Railways in Kerala.

It was a long wait for the people of Palakkad and the State for a coach factory because the one that was announced in the 1980s was set up in Punjab.

The Commission is reported to have conveyed its decision to the Railway Ministry. Union Minister of State for Railways E. Ahmed informed this to Chief Minister V.S. Achuthanandan, in whose Malampuzha Assembly constituency the project is coming up.

Mr. Ahmed also requested the Chief Minister to provide the land required for the factory.

Meanwhile, official sources here said the Chief Minister had called a meeting of the department heads concerned on September 8 to take steps to complete the land acquisition.

It is now for the State government to complete the acquisition of 700 acres at Kanjikode in the Pudussery West and Central villages and hand it over to the Railways.

The land is being acquired under the `Fast Track' acquisition scheme and a special office for it was set up in the Collectorate here a few months ago.

There has been resistance from some land owners.

The official road blocks and bureaucratic delays in setting up the Rail Coach Factory, the dream project of Congress president and MP from Rae Bareli parliamentary constituency Sonia Gandhi, has not only escalated the initial cost but has caused huge disappointment among the locals.

The project to be set up at Lalganj town in Ms Gandhi constituency on 476 hectare of land with an initial cost of Rs 1800 crore is unlikely to be completed on scheduled time in 2011-12 and the escalated cost would now touch Rs2200 crore, the officials involved in the project said.

The announcement of the Rail Coach Factory was made during 2006-07 by the then Railway Minister Lalu Prasad Yadav and it was claimed that it would provide direct and indirect employment to about 20,000 unemployed.

The financial sanction was made in supplementary railway budget in 2006-07 itself. Firstly, the UP government's snail paced endeavours in acquisition of land caused inordinate delay in the implementation of the project and later the legal wranglings further delayed the progress.

It was only after the judiciary's intervention, the ways were paved for the implementation but the work on this is yet to get underway at a desired speed much to the dismay of thousands of locals mainly the unemployed.

NEW DELHI: The Railway Board has given its nod for the rail coach factory project in Kerala, in the process climbing down on its initial insistence on the area of land to be acquired for the project. Now, that the Railway Board has given its approval, the project goes to the Planning Commission and subsequently to the Cabinet for final approval.
