To take care of the increasing requirement of passenger coaches in the country and the substantial gap between production and requirement, work for setting up a New Coach Factory is in progress at Rae Bareilly, Uttar Pradesh, Estimated to cost Rs. 1685 crore, it shall have a capacity to manufacture 1000 coaches per annum. In the Budget speech of 2008-09, the Minister announced the setting up a new Rail Coach Factory at Palghat, Kerala. Government of Kerala has promised to make 1000 acres of land available free of cost for this project. Estimated to cost Rs. 1215 crore, this factory shall manufacture 600 coaches per year. Requisite approval for this project is under process.
In the Budget speech of 2009-10, the Minister has announced setting up of a new coach factory in state-of-the-art facility to manufacture about 500 EMU/MEMU and Metro coaches per annum in Kancharapara-Halisahar Railway Complex where Railway land is available. This unit will be set up in joint venture/public private partnership. Details of the project are being worked out.
The codal life of a passenger coach is 25 years. A Mid-life rehabilitation is undertaken after 12 – 15 years of usage so that coaches can be kept in good service condition till the end of codal life.
This information was given by the Minister of State for Ministry of Railways, Shri E. Ahamed in a written reply in Rajya Sabha today.

Coach factory construction in Kanchrapara to begin soon http://www.newkerala.com/nkfullnews-1-146852.html Barrackpore, Nov 8 : Railway Minister Mamata Banerjee today said the construction of the proposed coach factory in Kanchrapara under the Eastern Railway would begin in 90 days.
Ms Banerjee informed that inspection for the progress of works in 216 West Bengal stations, declared to be transformed in to 'Model Stations', would also be initiated during the period, saying Rs 50 lakh to Rs one crore had been sanctioned for each station in this regard.
Ms Banerjee was speaking after flagging off the work for the construction of a super structure of the new rail bridge over the Hooghly river, 22 metres downstream of the 122-year-old Jubilee Bridge linking Garifa and Hooghly Ghat Railway stations near Naihati in North 24 Parganas this evening.
The Railway Minister also inaugurated the work for the construction of a 420-meter steel girder for the new bridge.
Addressing the gathering, Ms Banerjee said, ''Railways, being an institution, is the symbol of not only national integration but also religious harmony. The new bridge will be christened 'Sampriti Bridge.'' ''I have been trying hard to fulfill my commitment to the people through the Railway Budget. I have accordingly allocated and sanctioned funds for many project that would develop not only the Railways but also the states and people.'' Besides the coach factory at Kanchrapara, Ms Banerjee said the Railways had already sanctioned Rs 70 lakh for the construction of a stadium near Bangaon.
''I have also asked local MP Gobinda Naskar, also the Schedule Cast and Schedule Tribes Committee chairman, to expedite the works for the stadium. Railways had already laid the foundation stone and initiated works for the construction of a combined sports complex at Behala in the city’s southern outskirts,'' she stated.
Appreciating the demand of the commuters of the Sealdah-Bangaon section of Eastern Railway, she announced that a ladies’ special train would be introduced soon in the section.
''The shortage of EMU coaches was the main constraint towards increasing the frequency of the trains in the populated sections,'' she informed.
Criticising the role of the state government in land acquisition, the union Minister said the railways had handed over a piece of land (around 2,000 sq ft) for setting up a research centre on Rishi Bankim Chandra at Naihati two years back.
However, nothing had been reportedly done, she said adding this had left the land unutilised for a couple of years.
''If the land is not being utilised, the Railways will take the land and serve the purpose for which it was handed over to the state government,'' she added.
''The railway bridge over the Hooghly river would be built at a cost of Rs 207 crore. For the first time in the history of Indian Railways, such a long continuous steel girder would be placed for railway traffic that would accommodate double line,'' she informed.
However, the Railway Minister did not mention the timeframe for the construction of bridge.
Union Ministers of State - Mukul Roy, Sultan Ahmed and Dinesh Trivedi, also the MP from Barrackpore - Kakoli Ghosh Dastidar (MP), Ratna De Nag(MP) and Gobinda Naskar (MP), Eastern Railway General Manager Dipak Krishnan were among others present on the occasion.

Kanchrapara in West Bengal may put the ministry’s other coach manufacturing units on a slow track.
Rites –a 100 per cent subsidiary of the Indian Railways (IR) – has invited bids for appointment of consultants to manage the bidding to select a private developer that would set up a new rail coach factory at Kanchrapara.
The project is estimated to cost about Rs 10,000 crore. Under the agreement, railways will lease out land to a private company for about 30 years. It will have an installed capacity of 1,000 coaches per year. However, it will start with 500 coaches only.
The construction of a new unit may impact productivity of other factories including Rail Coach Factory (RCF) at Kapurthala, Integral Coach Factory (ICF) and Rail Coach Factory (RCF) at Raebareli.
“There are already four-five production units. While RCF Kapurthala can manufacture 1,500 coaches, ICF and RCF at Raebareli together can produce another 2,500 coaches. There is a demand for 3,000-3,500 coaches every year. The construction of another coach factory would put extra burden in terms of under-utilisation of existing capacities,” a senior railway ministry official said on the condition of anonymity.
The new unit to be built in public-private partnership will give an edge to private companies over government units. “Private companies will come only if the proposal is made attractive in long-term. Once they (private company) sign an agreement, the government will have to ensure that the unit is not under-utilised. Therefore, there will be possibility of shifting orders from companies such as RCF and ICF to the new unit,” the official explained.
Banerjee, while presenting the railway budget for 2009-10, had announced setting up of a new factory at Kanchrapara-Halisahar railway complex with annual capacity of 500 EMU/MEMU and metro coaches per year. The minister had said that the land was already available for the project.
