BANGALORE: The Karnataka High Court on Wednesday directed Bangalore Metro Rail Corporation Ltd. (BMRCL) and other respondents to take adequate safety measures during the construction of the prestigious metro railway.
A Division Bench comprising Chief Justice P.D. Dinakaran and Justice V.G. Sabhahit passed the order on a public interest litigation (PIL) petition by Navayuga Engineering, one of the contractors for the project.
Navayuga said it had repeatedly warned BMRCL authorities against going ahead with “segment launch” method of construction on CMH Road in Indiranagar as it endangered the lives and property of residents and shopkeepers on the road.
The contractor said the segment method had led to accidents in Delhi and Hyderabad.
It said it wanted BMRCL to use the “composite girder” method which was more safe.
It said it was filing a PIL only because its advice was disregarded by BMRCL.
The Division Bench dismissed the PIL with an observation to BMRCL and other authorities that they should take safety safeguards during the construction of the railway.
Local bodies
The Bench asked the Government advocate to get instructions from the Government on whether it would implement the Dr. Kasturirangan report on improving the functioning of urban local bodies. The Bench passed this order on a public interest litigation (PIL) petition by B.V. Putte Gowda, advocate and former Mayor of Bangalore.
Mr. Putte Gowda said the State Government had not taken the committee report into consideration before increasing the number of wards in BBMP jurisdiction from 100 to 198.
The Bench ordered issue of notices to the Government and other respondents and adjourned hearing of the case to July 14.

BEML all set to roll out indigenous low cost coaches for metro railways
Bangalore, July 10: The Bharat Earth Movers Limited (BEML) is all set to manufacture indigenously designed low-cost metro railway coaches for Mass Rapid Transport Systems (MRTS) in the cities.
Talking to reporters here on Thursday, V R S Natarajan, Chairman and Managing Director of BEML said, " The BEML has furnished a turnkey proposal to the central government to facilitate the execution of supplying the low-cost rakes to the two and three tier cities where the metro railway network is envisaged."
"Each of the rakes is estimated to cost rupees six crores," he added.
He further said that these indigenously designed coaches would be manufactured using aluminium and stainless steel which will be cost effective.
With successful metro rail operations in Kolkata and New Delhi, BEML hopes to extract more potential from this sector making it successful in other cities as well.
BEML has launched a wide range of innovative transport modes such as stainless steel wagons, water sprinklers for mines, snow cutters and aircraft towing tractors.
BEML is also working on a rupees 500 crore project for the Indian defence industry.

BANGALORE: The BMRC has ruled out any delay in the Bangalore Metro work following the Delhi accident which involved a pier cap along the curved track. Incidentally, in a fortnight, the first curved section of the Bangalore Metro will come up at Brigade Road-MG Road junction.
The Oct 2008 accident in Delhi had triggered a recheck delaying the Bangalore work by month. BMRC MD N Sivasailam however says there will be no such delay this time. "We are confident of our designs. But forewarned is forearmed. We will have a quick recheck of our calculations and again test our loading patterns and launching techniques for the curved stretches," he told The Times of India.
He said every phase of Metro work was tested and the reports documented though all of them were not available to the public. "As far as Bangalore works are concerned, we are taking all possible precautions to ensure there's no compromise on the quality of work."
On the resignation of Delhi chief E Sreedharan, he said, "Yes, it's unfortunate. But Namma Metro is safe from all of it as of now."

BANGALORE: Delhis recent Metro accident that claimed six lives appears to have cast a shadow on the civil works of Namma Metro in Bangalore since the Delhi Metro is the model for it.
The accident at the Delhi Metro Rail Corporation Ltd. (DMRCL) construction site in south Delhi comes at a time when one of the contractors of Bangalore Metro Rail Corporation Ltd. (BMRCL) is raising doubts about the technology used in its construction.
Navayuga Engineering Company (NEC), which is contracted to build viaducts of metro rail on Reach 1 between the cricket stadium and Byappanahalli, had petitioned the Karnataka High Court saying that the segment technology to launch girders could lead to accidents. It said that composite girder technology should be used instead for adequate safety.
It had stated that segment technology was responsible for an accident in Delhi in October 2008 when two people died on DMRCL worksite, and also in Hyderabad a few years ago. Segment technology was one where pre-fabricated segments were cast for launching girders whereas composite technology involved casting of segments on the spot.
The court had disposed of the petition directing BMRCL to take adequate safety measures.
Though this accident, occurring between the longest girders (31 metres) in the DMRCL project, appears to have substantiated Navayugas claims, experts in bridge technology and BMRCL officials said there was nothing wrong in the technology. The pillar that gave way was an eccentric pillar over which the curved tracks of the metro were to be built. Navayuga had argued that segment technology was not feasible especially for curves.
The lapse that led to recent accident will come out within 10 days as DMRCL has constituted a four-member committee, comprising experts in different structural engineering fields, to go into the causes of the accident, said a retired engineer of the Indian Railways.
Incidentally, BMRCL, citing delay, recently took away from Navayuga a portion of the viaduct construction. This work of launching of girders and casting segments for a distance of about 1.6 km was assigned to Gammon India, the contractor executing the work on the particular stretch of Delhi Metro.
BMRCL officials, however, point that only girder launching and segment casting work, worth around Rs. 40 crore, was assigned to Gammon India and not construction of pillars and pile caps. Still, we will be doubly careful, the officials added.
Forearmed
Reacting to the Delhi Metro accident, BMRCL officials here said the accident had lessons for Bangalore Metro and the corporation was prepared for pre-emptive measures.
The retired railway engineer, however, said that segment technology was time-tested and practised worldwide, including for construction of railway bridges.
BMRCL would intensify the safety checks before and after the construction of the viaducts.

Justice B.S. Patil passed the order on a petition by D. Balachandra and others who had challenged the acquisition of their lands near South End Circle for the Namma metro project. The court ordered status quo and adjourned further hearing of the case.

BANGALORE: The Metro is emerging as a more viable alternative to the High-Speed Rail Link to BIA, as private investors have shown little interest in it until now. It will now be placed before the Global Investors' Meet, after which its future will be decided.
NOT JUST FOR BIA
Several experts opposing the project are of the opinion that the Rs 5,800-crore project is not needed just to ferry passengers to the airport. But the feasibility study has pointed out that the high-speed rail will cater to the airport city which Devanahalli is emerging as.
"By the time the rail link is provided, Devanahalli will be developed as a satellite city. KSIIDC is taking up a massive business park, BIAL is investing in Aero City and a number of investment proposals are before the government. The train will also cater to people shuttling between Bangalore and Devanahalli and not just to the airport,'' the report points out.
THE PROJECT
* The 34-km high-speed rail link will start from MG Road, run along the right side of the National Highway up to BIA. The train, which is otherwise elevated, will go underground at BIA, below the airport lounge, 100 metres from the check-in counters
* Requires 162 acres of land on NH-7; compensation amount estimated at Rs 532 crore
* Viability gap funding module is worked out on three basis -- 20% of the project cost as estimated by the authorities, or the cost quoted by the company finalised for the project or bank's estimation -- whichever is lowest, minus land acquisition cost

BANGALORE: The ambitious High Speed Rail Link (HSRL) to Bengaluru International Airport is again on a shaky wicket. After facing strong ABIDe objections, the project was put back on track by government, with the cabinet approving it twice over.
With the slowdown and the project being modelled on public-private partnership, there is an air of uncertainty will international firms be ready to invest in the Rs 5,800-crore rail link? The project's future now hinges on the Global Investors' Meet scheduled for January. If firms evince interest, HSRL will chug along. If not, the government is ready with an alternative extend the Metro up to BIA. "We will place the rain link project at the investors' meet. Alternatively, we are planning to extend Metro. BMRC has been asked to prepare a detailed project report," chief minister B S Yeddyurappa told The Times of India.
The infrastructure department which is implementing the project has invited tenders for the second time and got response from 27 firms. After a meeting with the authorities to clarify some finer points, the firms have sought some time. The bids will open in the last week of August.
"Alternatively, the Bengaluru Metro Rail Corporation is getting the detailed project report ready for extension of Metro to BIA and also working on the cost factor," CM's principal secretary V P Baligar added.

Police said the workers were preparing to fill concrete into one of the pillars on the CMH Road in posh Indira Nagar area when the steel rods completely bent down.
The 40-feet long TMT steel bars used as fabrication for the pillar bent to one side of the road under the impact. Faulty basement of the pillar was said to be the cause of the mishap.
The pillar was the main support for the proposed CMH Road Railway Station.
When contacted the Chief PRO of BMRCL B L Yeswant Chavan however said the incident was minor.
Two workers sustained minor injuries about 10 other labourers escaped unhurt. The injured were treated at the nearby Chinmaya Mission hospital. While one identified as Viren Tudu (32) was admitted to the hospital as he suffered broken fingers and bruised chest and thigh, the other identified as Logan Sumir (24) was treated as outpatient. Both workers belonged to Orissa.
Bangalore Metro Railway Company Ltd (BMRCL) Managing Director N Sivasailam rushed to the spot and ordered an inquiry into the mishap.
He had recently said that BMRCL had taken up a recheck of calculations, loading patterns, launching techniques and curved structures of the metro project in the city following the Delhi mishaps.

BANGALORE: The Delhi Metro call almost rang at the Bangalore Metro Rail workspot at CMH Road, Indiranagar on Monday, when there was a slippage during the steel reinforcement lapping of a pier. Two workmen (bar benders) in their twenties escaped with injuries while the grotesquely bent mass of steel rods on the of the ground made for ample sense of unease.
It did not help matters that some technicians representing the contractor M/sIVRCL Infrastructure and Projects Ltd blamed “wind pressure or wind load” for the mishap.
People’s discomfort was only heightened when towards evening the same the same steel rods were being straightened to shape and and lifted up to theoriginal position.
“They are forcing it back to shape, is it safe?” wondered Ahmed a resident of CMH Road. That the day’s incident was the fourth untoward incident to mark metro rail work on CMH Road only added to his anxiety.
Recall that fire on a pier, a barricade that gave way and fell on a car, and a crane crash that killed one were among the previous incidents.
A project manager of the contractor claimed that the particular steel reinforcement was put in place only on Sunday evening and that the work on lapping (binding additional rod to increase the height of the pier reinforcement ) was on when the incident occurred. It was a prelude to their main work schedule for the day - shuttering the reinforcement.
Some engineers on site also pointed at faulty concreting of the pile cap or the pier base. A few shopkeepers noted that work has been on in the area “day and night” recently.
In a press release Bangalore Metro Rail Corporation attributed the incident to “handling error”.
Workmen said that the injured were from Orissa. The casualty medical officer of Chinmaya Mission Hospital said that two workmen Lokan Sumir (24) and Beerhain Tudu (28) were brought around 11.15 am.
Lokan was treated as outpatient for injuries to the right forearm and left thigh, Beerhain has been operated for the fractures in his right middle finger and left little finger.

BANGALORE: Trains every three minutes, 10 lakh passengers per day. The entire Bangalore Metro network, consisting of two corridors across 33 km, is expected to be chugging by September 2012.
This is what BMRC, the company undertaking the project, told the high court on Tuesday. In a statement filed before the court, the BMRC has stated that by 2011, the Metro trains are expected to be carrying 10.2 lakh passengers per day. This is likely to increase to 19.72 lakh by 2021, with extensions of the corridors.
Initially, service will be at an interval of 4 minutes, and later it will be reduced to 3 minutes per schedule. The travel time from one corridor to another will be 28-30 minutes, BMRC has said. |

State, DMRC contractor lock horns over tax evasion TNN 7 August 2009, 12:34am IST
BANGALORE: The Delhi Metro Rail Corporation's (DMRC) association with Karnataka is more than just sharing the technical know-how with Bangalore Metro.
One of DMRC's contractors, the MRM consortium involving Mitsubishi group Rotem, and Karnataka government have locked horns over the alleged sales tax evasion by the firm over the assembling of rail coaches at BEML.
The state commercial taxes department's order asking the consortium to pay Rs 112 crore towards the central sales tax was challenged and after moving from high court to Supreme Court, the case is now being argued in the Karnataka Administrative Tribunal (KAT).
While the state government contends that since MRM had entered into a labour contract with BEML (Bharat Earth Movers Limited) and that rail coaches were transported from Karnataka, the deal is taken as "inter-state sale''. However, the consortium's argument is that it has already paid sales tax/VAT to Delhi government towards the purchase of rolling stocks and should not be taxed by Karnataka again.

Namma Metro to be operational by December 2010
BANGALORE: Karnataka Chief Minister B.S. Yeddyurappa on Saturday said the first stage of the Namma Metro project would be commissioned by the end of December 2010.
Mr. Yeddyurappa, who unfurled the tricolour on Field Marshal Manekshaw Parade Grounds here on the 63rd Independence Day, said the State government had released Rs. 1,134 crore for the project, while the Centre had released Rs. 370 crore.
Our government has constituted a task force to monitor the quality of all public works, including the metro project, he said.

BANGALORE: The Karnataka State Road Transport Corporation (KSRTC) will hand over some portion of its Kempegowda Bus Station (KBS) premises to the Bangalore Metro Rail Corporation Limited (BMRCL) for the Namma Metro work, which will start by the month-end. The andover will tentatively be done in three stages from August-end to October.
Speaking to Express, KSRTC divisional controller MP Prabhu Das said out of the 32-acre KBS premises, 20 acres and 23 guntas will be handed over for Metro work. “This includes about 125 ft of the main building, which also houses KSRTC’s administrative building, that will be razed down,” he said.
Das added 30 shops in the station’s main building will also be demolished.
“Notice has been served to the shopkeepers and affidavit from each of them has been taken stating that they would vacate the shops a week before the Metro work starts,” he said.
In the first stage, three slots of twowheeler parking space and third depot area, while in the second stage, intradivision depot or ideal parking depot and fifth depot area would be handed over to the BMRCL. In the third stage, fourth depot or Volvo depot area will be provided. It was said that 11 bus bays out of 39 bays in the main frontal area and four out of 19 bays in the Kolar sector will give way for Metro work.
Das said depots will be shifted to the Sports Complex and next to the KSRTC divisional workshop at Shantinagar.
“Lawn and parking area would be turned into 15 bus bays temporarily for departure. Alighting will be shifted to the old alighting platform opposite Sangam Theatre,” he added.
Operational since 1969, the KBS then had 139 departures and one thousand passengers using its services daily. The bus station at present has 2,680 departures and around 1,65,000 passengers using the services every day. The two-wheeler and autorickshaw parking spaces together accommodates around 1,500 two-wheelers.
The car parking space has been turned into three bus bays for Hassan sector buses from August 1 to decongest the main bus station platforms. With no space left to park vehicles in KBS, no alternative parking space has been arranged.
It was said it would take four to five years to complete the Metro work in the KSRTC area. However, it was also said the corporation was thinking of creating vehicle parking space for twowheelers with the area remaining area in front. But this would have less space and can accommodate around 500 vehicles, it was said.
