BMRC told to keep status quo

Bangalore: The high court has ordered notices to BMRC, KIADB and the state government on a petition challenging a change in Namma Metro alignment on R V Road, Basavanagudi .

Justice S Abdul Nazeer, who heard the petition filed by M J Sumanth and others, directed the parties to maintain status quo for a period of three months with regard to the petitioners' properties on the road.

"The change of alignment was brought out to favour some people and even though sufficient government land is available nearby, it was not taken. Out of the 138 acres acquired for South End Circle station, 27 acres belongs to private parties," the petition said.

BDA told not to move villagers

The high court has directed the government, BDA and NTI Co-operative Society not to dislocate residents of Kodigehalli village in Yelahanka hobli for three months. The petitioners moved the court challenging the proposal to build a layout on 178 acres of land, that includes their property. They said they built houses after obtaining permission.

Police asked to file objections

Justice N K Patil has directed the city police to file objections within three weeks to a petition filed by the owner of Brigade Gardens, Brigade Road. The petitioner, claiming he has licence for vending liquor, challenged an August 25 rejection order passed by the police in response to his application seeking licence to run a discotheque.

"How is it possible for a building that is 30-40 years old and which has changed many hands?" the petition said.

Mysore DC pulled up

Justice N Kumar has quashed the Mysore DC's September 9 order suspending the licence of B K Vanaja for running a bar and restaurant in CITB complex. The judge imposed a cost of Rs 5,000 on the DC for passing the order without following the procedure.

The petitioner claimed that the DC suspended her licence at the behest of Nandish Preetham, a local corporator and son of ruling party MLA Shankaralige Gowda.

BMRCL : Revised Metro station designs approved

BANGALORE: The Board of Bangalore Metro Rail Corporation Ltd. (BMRCL) approved
the revised designs of Mahatma Gandhi Road and Trinity Circle stations, here on
Saturday.

“The new designs are an improvement over the earlier designs and have more
features,” BMRCL Managing Director N. Sivasailam told The Hindu. The meeting,
chaired by BMRCL chairman M. Ramachandran, who is Secretary, Ministry of Urban
Development, also gave the go-ahead for inviting tenders for power supply and
traction work at an estimated cost of Rs. 650 crore. The corporation on Saturday
invited tenders for construction of three elevated stations each on Reach 2 and
Reach 3 of Namma Metro Phase I. On Reach 2, tender has been invited for
construction of Tollgate (Magadi Road), Hosahalli and Vijayanagar stations.
These stations will be constructed at an estimated cost of Rs. 98 crore. On
Reach 3, tender for construction of Yeshwanthpur, Soap Factory and Mahalakshmi
Layout has been invited. The estimated cost of construction of these stations is
Rs. 111 crore.

BANGALORE: Following is the list of ongoing projects that will
continue to contribute to traffic congestion in the short-term but
provide sustainable relief in the long term.

Metro Rail: Work on Reach I between Byappanahalli and M.G.Road in
progress.

From November 2008, work will simultaneously start on Reach II,
Reach III and Reach IV. In March 2009, work will start on the
underground segment between Minsk Square near CTO and Majestic
through Dr Ambedkar Veedhi in front of Vidhana Soudha. All these
works will create massive traffic disruption.

BDA: It has taken a landmark initiative to ensure seamless
connectivity between Silk Board and Hebbal flyovers. This amounts to
starting work on the following grade separators simultaneously.

Bangalore: The face-off over a work tender __ between the Bangalore
Metro Rail Corporation (BMRC) and a potential bid winner __ is
doubling up as a speed-breaker for the city's showpiece rail
network. While a BEML-led consortium has quoted a "high'' price for
work on Namma Metro's rolling stock (rail coaches), BMRC is
unrelenting, claiming that a high-priced work order could translate
into higher fares for the commuter.

The consortium, that also has Mitsubishi and Rotem as partners, has
made the lowest bid for the rolling stock tender. According to BMRC
sources, the bid's worth is about 17% more than what BEML had quoted
for Delhi Metro's rolling stock contract. BEML had, in late 2007,
bagged a tender worth more than Rs 1,000 crore to manufacture and
supply Metro cars for the Delhi Metro Rail Corporation (DMRC).

When countered with the possibilities of a normal rise in costs over
a period of one year, a senior BMRC official maintained that the 17%
difference was arrived at after taking into consideration the
general cost escalation. "This has come in as a surprise,
considering that BEML has a base in Bangalore and already has
benefits like tax concessions. Since the rolling stocks cover about
one-fifth of the total project cost, any increase in their costs
will hit the commuter, who'll have to pay higher fares,'' says the
official.

BMRC is expected to take the lowest bid forward but the officials
are all set to commence negotiations with BEML -- on December 10 --
to push for a bid that's worth at least 10% less. The negotiation
will be held around the point that if the quoted value doesn't come
down, the commuter will feel the heat, according to the
officials. "The idea is to offer a comfortable, economical ride for
the citizens. That purpose will be beaten if a rise in the rolling
stock cost leads to high passenger fares,'' says the official. BEML
officials who were reached for their take on the contract issue,
refused to speak.

The bidders like Alstom Projects, Siemens AG and Bombardier
Transportation GmbH, along with BEML-led consortium, were four
original bidders for rolling stock works. Later, the race narrowed
down between Alstom and BEML-led consortium.

The contract is to design, manufacture, supply, test and commission
150 cars (50 train sets with three cars each) for first phase of
Namma Metro, apart from imparting training on operation and
maintenance to personnel. The three-car train can accommodate about
1,000 passengers. Sources say the work is worth more than Rs 1,000
crore.

BANGALORE: Even as traffic experts are voicing their concern over the Rs. 7,000-crore high speed rail link (HSRL) from the city to Bengaluru International Airport (BIA), Bangalore Metro Rail Corporation Ltd. (BMRCL) is commissioning a pre-feasibility study on Metro connectivity between Byappanahalli and the airport.

This follows a direction from the Government to BMRCL to explore the possibility of linking the city and the airport via Byappanahalli, which is going to be the largest multi-modal transportation hub for the city.

BMRCL Managing Director N. Sivasailam told The Hindu that RITES would be asked to conduct the study and submit a report in three months.

Mr. Sivasailam said the study would indicate the route alignment. By the shortest route via Byappanahalli, people would have to travel 30 km from the city centre to reach the airport while it would have been 35 km via Bellary Road.

BMRCL had commissioned a detailed project report study on Metro line between Electronics City and Yelahanka under Namma Metro Phase II.

Incidentally, the Railways have proposed to start two passenger train services to the airport.

The high speed rail link proposal came under criticism as it was being seen to serve only a few thousands travelling to the airport.

ABIDe decision


The Agenda for Bangalore Infrastructure Development (ABIDe) has decided not to allow any major activity within a three-km radius of Mahatma Gandhi Road, lest the area become congested with the slated presence of Metro.

As per the original proposal, the high speed rail link would start from the BRV Parade Grounds to the airport via Sankey Road and Bellary Road.

The high speed rail links starting point and airport check-in facilities at the Parade Grounds were seen as putting more load on the congested central business district.

Critics questioned the rationale of having the check-in facility at the city, while the airport had acres of vacant space for the facility.

The proposed alignment will deprive residents of Bellary Road of having a Metro in future, the critics argued.

However, Delhi Metro Rail Corporation Ltd. (DMRCL), consultant for high speed rail link, has supported the high speed rail link saying it was required for a city such as Bangalore. DMRCL Chairman E. Sreedharan recently wrote to the State Government asking it not to shelve the project while listing out the advantages.

Sources pointed out that a Metro would not be feasible for airport operations and a growing city and its population required a high speed rail link to the airport.

The Government investment for the project will be the minimum (Rs. 700 crore) to be used for land acquisition, while the balance amount will be borne by the private player.

Metro, the sources said, would be viable only when the traffic load was heavy, and at present, the stretch between Yelahanka and the airport lacked that potential.

The Government apparently chose Byappanahalli as it was being transformed as a major transportation hub.

While South Western Railway would build a station of international standards, the area would be converted into a multi-modal transit centre with changeover facilities for Metro and bus services.

Thus, it would be easier for air passengers to catch a Metro to the airport from Byappanahalli rather than from the Parade Grounds, the sources added.

BANGALORE: The State Government recently issued a gazette
notification for acquisition of properties required for the North-
South extension of Namma Metro Phase I. A copy of the notification
could be viewed on Bangalore Metro Rail Corporation Ltd., website
www.bmrc.co.in along with general alignment drawing of the extension.

In all, 305 properties with a total area of 1.54 lakh square metres
of land would be acquired for the extension project from
Yeshwanthpur to Hessarghatta Cross in the North and from R.V. Road
Terminal to Jaragenahalli in the South.

While the State Government had given its approval for the extension
on November 20, 2008, the Union Government accorded its approval on
January 30, 2009.

The north extension, for a distance of 5.6 km with six stations, was
estimated to cost Rs. 1,082 crore and the south extension for a
distance of 3.7 km with three stations was estimated to cost around
Rs. 680 crore, said an official release.

The Karnataka Industrial Area Development Board (KIADB) would
acquire the properties for BMRCL.

Metro Rail: contracts awarded for Reach 1

BANGALORE: The Board of Directors of Bangalore Metro Rail Corporation Ltd. (BMRCL) on Friday approved the procuring of 150 metro cars (coaches) from a Bharat Earth Movers Ltd.-led consortium, at a cost of Rs. 1,672.5 crore.

The consortium, which had quoted Rs. 1,832.5 crore while submitting the bid, scaled it down by Rs. 160 crore, a release from BMRCL said. The meeting was held in Delhi and was chaired by the Secretary, Ministry of Urban Development.

The first train sets will be ready for testing in the depot by October 2010 and ready for commercial operation after all tests by December 2010 or January 2011.

The board also approved the offer of URC Construction, Erode, for the construction of metro train depot at Byappanahalli. The depot will come up at a cost of Rs. 136.45 crore within 30 months.

Tenders for construction of two elevated metro stations at M.G. Road and Trinity Circle were also finalised and the contracts awarded to Punj Lloyd-Sembawang-Sembawang (India), a joint venture, for Rs. 87.22 crore, to be completed in 22 months. With this, tenders for construction of all six stations in Reach 1 have been awarded. The contract for construction of two elevated metro stations at R.V. Road Terminal and Jayanagar Station has been awarded to IVRCL-CR 18G Consortiums.

Bangalore : The chairman and board of directors of the Bangalore Metro Rail Corporation (BMRC) have instructed Navayuga Engineering Company
to monitor progress of the Metro work on a weekly basis.

The Hyderabad-based engineering firm is responsible for construction of viaduct in Reach-1 from Baiyappanahalli to cricket stadium. On December 5 last year, BMRC had approved the revised completion date as July 2010. But the status of the work as at January 31 this year showed that the contractor had substantially defaulted in casting segments for the viaduct, as well as launching segments on MG Road.

Only two spans have been completed against the target of 23 spans by the end of January 2009.

Inspite of repeated notices to fulfill the backlog the contractor has not responded satisfactorily. Accordingly, the work of casting 584 segments for piers 1 to pier 26 and piers 117 to pier 154 and launching of segments in these streches has been withdrawn and the works executed partially at the cost of the contractor limited to the failure to clear the backlog of 265 segments and 21 spans.

BANGALORE: A major portion of the civil work of Namma Metro in Reach 1 of Byappanahalli to Cricket Stadium contracted to Hyderabad-based Navayuga Engineering Company has been withdrawn following delay in execution by the contractor, and fresh tenders would be invited to identify a new one.

The Reach-I is expected to be completed by July 2010. “In spite of repeated notices to fulfil the backlog, the contractor has not responded satisfactorily.
As on January 31, the contractor has substantially defaulted in the performance of casting of segments for viaducts and also the launching of segments on M.G. Road,” a release from the Bangalore Metro Rail Corporation Ltd. (BMRCL) said on Saturday.

It said that only two spans had been completed against the target of 23 by the end of January 2009, and as against the target of 540 segments only 275 had been cast, leaving a backlog of 265 segments.

Due to the delay, the contracted work of casting 584 segments for Pier 1 to Pier 26 (Byappanahalli to Old Madras Road Station — a length of 652 m.) and Pier 117 to Pier 154 (S.V. Road to Trinity Circle — a length of 1,028 m.) and launching of segments in these stretches had been withdrawn, it added.

However, Navayuga will continue with its work to clear the backlog of 265 segments and 21 spans, and the BMRCL management has asked it to closely monitor the progress of the works on a weekly basis to ensure timely completion of the work.

According to BMRCL sources, fresh tender would be invited shortly to undertake the execution of work on identified portions where the pace was slow.

“This measure has been initiated to keep up the pace with the schedule, and changing the contractor will not add up to delay as two contractors would be working simultaneously,” the sources said.

BMRCL : Namma Metro funds cut

The Interim Budget has reduced the allocation for the Bangalore Metro
rail project. It slashes the Centres investment in Namma Metro from
Rs 262 crore of the revised budget of 2008-09 to Rs 215.79 crore of
2009-10.

The document on "Expenditure budget 2009-10" does not give any reason
for reducing the Centre's share in the project, which has been moving
at a snail's speed. Ironically, the revised figure is less compared
with the figure of Rs 280 crore of the budgetary estimate of 2008-09.

Indicating the launch of the Metro Rail sometime in 2010, the budget set aside Rs 600 crore to fund the extension of the rail network from Hesaraghatta Cross in the north to Puttenahalli in the south. Going by the budgetary allocation for BMTC, Bangalore’s harried public transport users could hope to get at least 1,000 high quality new buses.

Also on the cards for Bangalore is a ten-lane signal-free road, the construction of which would begin this year. To come up with private participation, this project would be a toll-road passing through the heart of the city. The BDA will be given Rs 700 crore for the land acquisition and other preparatory activities.

BMRCL invites fresh tenders for Reach 1 civil works

The work on Reach 1 of Namma Metro seems to be edging towards completion, despite Bangalore Metro Rail Corporation Limited (BMRCL) withdrawing some of the civil works entrusted to the contractor.

The viaduct work on M G Road, according to BMRCL, is on schedule even as the Hyderabad-based Navayuga Engineering Company Limited was pulled up last month for having substantially defaulted in carrying out casting segments for viaduct and launching of segments. The Corporation even withdrew some of the works entrusted to the contractor. Fresh tenders have now been called to complete the
remaining works, including casting of segments on Old Madras Road and Ulsoor.

Speaking to Deccan Herald here on Tuesday, BMRCL Managing Director, N Sivasailam said, “We are on schedule to complete the project by 2010. Tenders have been called for the balance works on Reach 1 that include casting of 584 segments for piers 117 to 154 (Swami Vivekananda Road to Trinity Circle) and the selected bid
will be announced in the second week of April.”


Meanwhile, a total sum of Rs 342.71 crore has been awarded as compensation for acquisition of 3,73,239 sq mts of land for the project, in 360 cases. The Karnataka Industrial Area Development Board (KIADB) is in the process of taking possession of 483 properties in Reach 1,2,3 and 4 for the metro alignment.

Reach-wise progress made so far
Reach-1:
Viaduct works in Reach 1 is underway on M G Road and foundation works are nearing completion on CMH Road. Works on the stretch between Halasuru Police Station and Trinity Circle have also started. Work on 755 pile caps has been completed so far. Contracts have also been awarded for construction of six elevated metro stations at S V Road, Ulsoor, CMH Road and Baiyappanahalli at a
cost of Rs 92.5 crore.

Reach-2:
Road widening for traffic management between Magadi Road and Mysore Road terminal entrusted to Karnataka Land Army Corporation and the work is in progress. Demolition of structures/buildings is underway with 98 per cent of work completed.

Reach-3:
Piling work has commenced. Shifting of utilities by respective Civic departments from Rajajinagar station to Yeshwanthpur Station underway.

Reach-4:
Tenders awarded for design and construction of viaducts to Nagarjuna
Construction Company Limited at a cost of Rs 150.63 crore. Utility diversion of BSNL, BWSSB, BESCOM and KPTCL is in progress.

Works for six more stations awarded

The Bangalore Metro Rail Corporation Limited (BMRCL) board that met here on Saturday has outlined priorities to ensure that the elevated stretch of the 'Namma Metro' project is completed by December 2010.

Giving details of the progress of the project after inspection of the works on Reach One (Chinnaswamy Cricket Stadium to Byappanahalli) here, Dr MRamachandran, Secretary to the Ministry of Urban Development (GoI) and Chairman,BMRCL told Deccan Herald the project is on stream with various major contract works awarded during the board meeting.
These also include construction of six elevated metro stations on this reach.
“We are hopeful to have the train up and running as per the deadlines. BMRCL has also taken a decision to inform the public well in advance on the traffic diversion wherever the metro construction is being done. Instructions have also
been given not to allow the ‘Namma Metro’ barricades to be used for posters
during the time of elections,” he detailed.
The BMRCL chairman also said the general elections to be held in April would not
affect or come in the way of the project progressing forward.
“The elevated stretch that began in January 2007 will be completed in five
years as scheduled. While Reach 1 would be operational in December 2010, Reaches 2 and 3 will be completed in the period June-September 2011 and Reach 4 between June-September 2012. PSU major Bharat Earth Movers Limited (BEML) that has been awarded contracts for rolling stock (coaches) for the metro will also deliver them in 2010,” added Dr Ramachandran.
Contracts awarded
Tenders to begin construction of three stations viz Mysore Road, Deepanjali Nagar (Reach 2), three metro stations in Malleswaram, stations at Toll Gate and Hosahalli, Vijayanagar and Mahakavi Kuvempu Road in Rajajinagar (Reach 3) have also been awarded. Construction for these would begin shortly.

Mono Rail can solve City's problems, says expert

The Mono Rail project is an answer to the growing transportation needs of Bangalore, and is on par with the Citys technological status, said Managing Director of the Geodesic Techniques Srinidhi Anantharaman at a presentation to engineers here on Wednesday.

Addressing a group of engineers at the Institute of Engineers on Wednesday, Anantharaman said the project has number of benefits. “It connects densely populated areas, creates additional transit capacities, decongests roads, reduces journey time, eliminates air and noise pollution, safer due to grade separator and is cost efficient,” he added.

He said the mono rail is a 800 mm-wide dedicated corridor with slender concrete beams and can be constructed within a short span of time with minimal disruption. The mono rail corridors can be developed using the pre-cast beams. On the longevity, Anantharaman said the life of the infrastructure spans about 120 years.

Rail corridors


He said, there will be four mono rail corridors, which may be coming up in Bangalore under public private partnership (PPP) basis. The routes are- Gaali Anjaneya Temple to Basava Circle via asaveshwaranagar, Sujata Talkies to Agara Lake, Gaali Anjaneya temple to Wilson Garden and from Cantonment to Indiranagar.

He expected the red line corridor from Gaali Anjaneya Temple to Basava Circle can start from next year in January and can conclude by July 2012. The green line can start from January 2011 to July 2013, the third corridor, which again is a red corridor could start from Jan 2012 to July 2013 and the fourth corridor, which is blue line can start from January 2013 to June 2014.

His firm had reportedly conducted a feasibility study on the project.

Later, the director, infrastructure, of the Geodesic Techniques Sumitra Iyengar said the project would never affect the greenery. Only about 300 trees are likely to be affected. These could be shifted whereas branches of some 600-odd trees will be cut, said Sumitra.
