Delhi Metro has to clear clogged roads by Nov 30

NEW DELHI: By November 30, driving through the heart of the city will get easier because Delhi Metro has been asked to clear barricades and
construction material and equipment from roads such as Baba Kharak Singh Marg, Ram Manohar Lohia hospital, Ridge Road, Dhaula Kuan, National Highway-8, Tughlaq Road, Humayun Road and Krishi Bhawan roundabout.

Delhi Metro Rail Corporation (DMRC) has contended that construction of the new lines is nearing completion and it is trying to clear the roads. But the Capital’s residents will get a respite only by the new year.

Roughly a fortnight ago, Delhi traffic police shot off letters to project managers of all the lines operating in the New Delhi area, asking that the roads be cleared because permission to divert traffic would run out on November 30.

‘‘We wrote to DMRC to clear the roads as the diversions are causing a lot of inconvenience to the general public. The traffic pattern in the area has got disturbed, leading to massive congestion in the area. The works should have been planned to ensure that the permission time doesn’t get overshot. We are hoping they will expedite the process,’’ said Suvashish Choudhary, Deputy Commissioner of Police (traffic), New Delhi range.

DMRC officials say they have started to clear the roads. But it could take longer than the deadline. The first set of roads to be cleared will be those on which the Airport Express Line is coming up.

The trial run of Metro train between Yamuna Bank and Noida Sector 16, covering approximately eight km distance, was conducted successfully today.

'' This is the first time the Delhi Metro crossed the borders of Delhi and
entered the NCR region. The trial run began at 1230 hrs and two trial runs
(round trips) were conducted successfully between 1230 hrs and 1600 hrs on this
section,'' DMRC spokesperson Anuj Dayal said.

The trial runs will continue for one week on this section and are likely to be
further extended from Noida Sector-16 to Noida Sector-32 in the first week of
November and the entire section from Yamuna Bank to Noida Sector-32 may be
opened by mid of November 2009 or the beginning of December 2009, depending on
how the trial runs go, he added.

Since it was a trial run, the train ran at a slow speed of 10 to 20 kmph but the
speed would gradually be increased to 50 kmph and ultimately to maximum of 80
kmph on the trial runs, he said.

About 53,000 passengers are expected to join the Metro system after the opening
of the Noida corridor.

To ensure safe journey to passengers many things were tested during the trial,
Mr Dayal said.

The interaction of the Metro train with physical infringement (civil structure)
was checked to see that no physical blockage occured during the movement of the
train on the track between Yamuna Bank and Noida Sector 16 Metro station.

The entire signalling system which is based upon Automatic Train Protection
(ATP) and provided by M/s Siemens, was also being tested during the trials. The
response of the train at different speeds, braking of the train and the
interconnection with Operations Control Centre (OCC) and behaviour of the track
system and the Over Head Electrification would also be monitored during the
trials, he said.

During each 24 hour cycle in the two weeks of trial running, trains would run
for about eight hours intensively everyday, and the remaining time would be used
for completion and rectification of various works.

To ascertain that the system is fully safe before it's made operational, special
emphasis would be given to safety during trials, the DMRC spokeperson said. The
section would be integrated with the existing 34.3 km Yamuna Bank-Dwarka
Sector-9 line and would require special focus on integration and 13.1 km
extension of existing signaling system from Yamuna Bank to Noida Sector-32. The
total length of Line-3 would then be extended to 47.4 km.

Director (Electrical) Satish Kumar, Director(Finance) R N Joshi,
Director(Operations) Raj Kumar, Director (Rolling Stock) H S Anand, Director
(Projects) Kumar Keshav and Chief Project Manager(East) H K Sharma were present
to witness the first trial run.

Delhi Metro Rail Corporation has started gearing up itself for the new challenges ahead with the phase II line set to becomme operational next year.

''With the opening of this line, which is extended to 190 km, the present load of nine lakh commuters will be increased to around 22 lakhs and around 200 trains, many with six coaches, will be doing more than 3,500 trips. This requires us to strengthen ourselves technically as well as mentally,'' said MrRajkumar, Director, Opertation, DMRC.

Admitting that in a huge network like Metro, some technical faults and human errors are unavoidable, he requested the media not to blow things out of proportion.

''Everyday a lift operates two lakh times and gates of trains open for 5.2 lakh times which shows the intense pressure under which the system works,'' he said.
Talking about genuine and natural faults, Mr Rajkumar said, ''There are faults related to signalling, tracks, esclators, lifts and display which happen everywhere and cannot be avoided, especially when the maintenance time given to each train in less than four hours, which is very less in comparison to other metro networks in the world.'' Citing an exmaple of London metro system, he said, ''There, after every six months, the whole sytem undergoes maintenance
check and kept shut for a few days, which is not possible in India.'' ''In some
countries, metro systems are kept closed on holidays for maintenance work but in
our country trains are run on tracks on all days. ''We do our maintenance work
at night. Since it is a small system, things are manageable but with the more
and more expansion, things
are bound to become complex,''he added.

Raising the issue of cable theft cases which numbered 55 in the past one year,
the Operation Director said, ''The lines are divided in 250 meter segments. To
trace the exact point immediately where theft has occured is not an easy task.
It takes time and affects the timing of the train.'' He said unfortunately
instead of appreciating the Metro for its competance and efficiency, people
considered it as a ''super efficient'' system in which ''any fault was a
national news''.

''In fact on Shahadra, Seelampur stations, we receive complaints of stone
pelting every day which is very unfortunate,'' he added.

He said Delhi metro is 'number one' in terms of punctuality in comparison to
metro networks in other parts of the world.

''It has 99.5 per cent punctuality,'' he informed.

When asked about the esclators and lifts, he said even a minute dust particle
was enough to create problem in the system. Moreover, people here were not aware
of the manners of walking on the esclators. Mere jumping and running on the
staircase could open the safty vaults of the esclators, he said.

Seeing the increasing rush on the platforms Mr Rajkumar said, ''DMRC is planning
to increase the number of lifts, esclators and railings on the new as well as
old lines.'' If need arose, new esclators would be installed at Rajiv Chowk,
Chandni Chowk, Pragati Maidan, New Delhi and Kashmere Gate where rush was more
and the fear of stampede was high, he informed.

From its present strength of 160, esclators in the new phase will be increased
to 450 and lifts will from 200 to 400.

''In fact, DMRC will recruit 6,000 more employees against existing 2600
employees which means that every kilometer of the track will be looked after by
37 DMRC personnel,''he added.

Mr Rajkumar also said the people as well as mediapersons should understand that
Metro was just a mechanical system and bound to fail at times due to any human
or natural error.

Infrastructure development firm Pratibha Industries Ltd today said it has bagged a build, operate and transfer (BOT) Project from Delhi Metro Rail Corporation Ltd(DMRC) worth about Rs 150 crore.

The contract is for a construction of a multi-level parking with commercial development at New Delhi railway terminal of Airport Express Line, a company statement said.

The project will have a construction period of 15 months, it added.

The company will have a concession period of 30 years for the project, which will the firm to recover the project cost through parking charges and lease rentals of commercial property, the statement said.

Trial runs on the entire Noida metro corridor began on Friday, making it the first Metro corridor to connect the Capital with the NCR. Though the line will be commissioned only after the trial runs are successful and a clearance is received from the Commissioner of Railway Safety, the Delhi Metro Rail Corporation is hoping to make it operational by mid-November for the upcoming International Trade Fair at Pragati Maidan. The trial runs between Yamuna Bank and Noida City Centre (Sector 32) covered a distance of approximately 13 km. The completely elevated stretch has 10 stations.

Minister for Urban Development S.Jaipal Reddy Union on Wednesday said that the Delhi [ Images ] Metro is the proudest achievement of modern India.

He further mentioned that the ministry has taken some important decisions relating to urban transport to help the daily commuters and ease traffic
congestion.

Reddy was addressing the members of the consultative committee attached to the ministry of Urban Development, here on Wednesday to deliberate on the Delhi Metro Rail Corporation (DMRC).

Reddy informed that the Cabinet has approved the Chennai Metro Rail with a total cost of Rs 14,600 crore (Rs 146 billion) to be taken up as a joint venture between Government of India and the State Government of Tamil Nadu.

For Bangalore Metro Rail Project, the Union government sanctioned an extension of 9.3 km, he said.

He also mentioned that the Central Government has decided to provide Viability Gap Funding for Line-I of Mumbai [ Images ] Metro corridor from Versova to Ghatkopar via Andheri to the extent of Rs 471 crore (Rs 4.71 billion).

Referring to the second economic stimulus package, Reddy stated that the Union government for the first time decided to fund buses for Urban Transport under JNNURM.

A total of 15,260 buses were sanctioned for 61 Mission cities across the country. All these buses would be modern, low floor and semi low floor with various Intelligent Transport System features as per the Urban Bus Specifications formulated by this ministry.

This can be an eye-opener: Around 100,000 passengers are reported to be using the Kolkata Metro daily without tickets, as the ticket-checking infrastructure is in a shambles. The ticket vending machines just can’t keep pace with the increase in passengers after Railway Minister Mamata Banerjee opened a 5.8-km-long stretch of the Metro, part of the 8.6-km southern extension project that was sanctioned during her previous tenure at the helm of the railway ministry in 1999-2000.

That’s just part of the problem. After over two decades, the Metro authorities have just recently ordered new rolling stock. This means, 17 of the 18 rakes that were procured in 1984 are still servicing the Metro. There are no spare rakes in case of a breakdown or an emergency and the situation will be worse when the passenger load goes up further next year when the balance of the expansion project is completed.

The new rakes that have been ordered will take a long time to come. Says an Integral Coach Factory (ICF) executive: “We have received an order for rakes from the Kolkata Metro. Two prototypes of these rakes should be ready by February or March next year, but this is dependent on receiving certain materials from Bharat Heavy Electricals Ltd (BHEL) on time. Once the prototypes are ready, there will be test runs, and if we get approvals on all technical parameters, only then commercial production can begin.”

No surprise, therefore, that the 25-year-old Kolkata Metro continues to be in the red, even as the Delhi Metro remains amongst one of the five operationally profitable metro systems in the world.

In 2007-08, the Delhi Metro Rail Corporation (DMRC) earned revenues of Rs 464 crore, with a profit before tax pegged at Rs 18.5 crore. However, DMRC hasn’t made a net profit yet.

In contrast, the Kolkata Metro was only able to rake in a total of Rs 60.9 crore in 2007-08 and Rs 64.84 in 2008-09, with an operating ratio of 1:1.95. Thereby, for every Re 1 that the Kolkata Metro earns, it spends Rs 1.95. The losses are substantial.

Sanctioned in 1972, Kolkata Metro’s 16.45-km route between Dum Dum and Tollygunj was constructed over a period of 23 years, quite unlike the Delhi Metro, which set records by constructing 65.11 km of lines in eight years.

However, being the country’s first, and a completely indigenous process, the construction of the Kolkata Metro was more of a trial-and-error affair, in contrast to the Delhi Metro, which has seen the involvement of numerous international consultants.

Not surprisingly, the primarily underground Kolkata Metro was constructed at a cost of just over Rs 100 crore per km as against the first phase of the Delhi Metro — with a 13.01-km underground corridor and a 52.10-km elevated track — that was completed at the average cost of Rs 162.63 crore per km.

The construction period of the Kolkata project was also saddled with issues such as non-availability of funds till 1977-78, shifting of underground utilities, court injunctions and irregular supply of vital materials.

The Delhi Metro, on the other hand, benefited from the implementation of newer technologies, better planning and a higher road surface area percentage in the national capital. Incidentally, DMRC Managing Director E Sreedharan cut his teeth during the construction of the Kolkata underground.

The Delhi Metro, however, has faced serious questions about safety. Within the span of a year, mishaps have claimed nine lives and resulted in injuries to 21 others, forcing it to suspend contractors. Sreedharan’s detractors have alleged that in his ambition to complete the project, he has fixed stiff construction deadlines which are difficult to meet, forcing the contractors to break basic safety rules. Sreedharan, however, has denied such charges.

The Kolkata Metro has been relatively better off in that respect. But its ridership is substantially less than what had been projected during its planning.

The Kolkata Metro was planned as part of a larger mass rapid transport system, which was to include a second line east-west route connecting Howrah and Sealdah, as well as a third line to be placed on the north-south axis, both of which were to be in place by 1991.

Though the latter project has almost completely fallen off the drawing board, work on a newly aligned east-west line has only started in February this year and is expected to be completed by 2014.

In contrast, the Delhi Metro system has a total network length of 76.65 km with 68 stations on three separate lines, with a recorded average daily ridership of 0.85 million this year.

Apart from a higher ridership, DMRC’s coffers have also been supported by the electricity subsidy that the Delhi government doles out. While the Delhi Metro system pays a subsidised Rs 3 per unit for its power, the Kolkata Metro has to do with a non-concessional industrial rate which hovers around the Rs 4 per unit mark.

For the next few months, the Kolkata Metro will not only have to contend with a shortage of rolling stock, it will also have to function with a severely impaired ticketing system that is adversely affecting its coffers.

Subsequent to the southern extension, the Metro has already witnessed an increase in daily ridership by about a lakh of passengers, which has increased its daily earnings by about Rs 2 lakh.

According to official figures available, while previously about 400,000 passengers used the system daily, after the extension this number has gone up to 500,000. On the monetary front, in August, the Metro earned about Rs 22 lakh daily as against the daily inflow of Rs 20 lakh in June this year. As of now, it appears that after 25 years of operations, the Kolkata Metro, which runs on wheels as old as the tunnels that house it, and more than inadequate rakes, is an exercise in antiquity.

New Delhi: From September next, you will not only be able to reach the airport from Connaught Place in 18 minutes on a Metro, but some stations will also allow you to check-in baggage besides shopping, eating and purchasing tickets.

Three stations on the much-hyped 20-km long Airport Express Line--New Delhi, Shivaji Stadium and Airport--will not only have automatic Baggage Handling System which allows passengers to check-in baggages but will resemble a mini airport.

Not only this, at the Shivaji Stadium station, passengers can shop various items, eat their favourite food, purchase tickets for their journey and finally check-in their baggages in before boarding the 'express' Metro.

DMRC has also approached the customs department seeking its approval for setting up a 'duty free shop' at the stations.

But officials said no final decision has been taken.

Being built at a cost of Rs4,500 crore in Public Private Partnership mode, the DMRC expects a passenger ridership of 40,000 per day and hopes that it will improve later. The Metro will run through the night.

The frequency of the trains will be 10 minutes initially which will later be reduced to 2 minutes, Mangu Singh, director (Works), DMRC, told reporters here today.

The three-level station, which will be integrated with an Indian Airlines building, will have shopping centers, eateries and other facilities available in an airport at mezzanine and concourse levels, which are coming up at an area of 14,000 square metres, they said.

The Shivaji Stadium station will have eight-nine ticket counters and 40 baggage counters besides four lifts, four escalators and as many staircases. The platform is 20-metres deep from the ground.

"Trains will run at a speed of around 135 km/hour. To facilitate this, we have used 'Rheda' system for the first time. Trains will take only 18 minutes to reach the airport from New Delhi station."

"The line is built on a BOT basis and the concerned contractor can charge a maximum of Rs150 from ND to IGI and Rs30 from Dwarka Sec 21 to IGI," he said.

The section will have six stations - New Delhi, Shivaji Stadium, Delhi Aero city, IGI Airport and Dwarka Sec 21.

Eight sets of six-coach trains, made by a Spanish company, will be used in the sector and in each train, half the coach is especially designed for baggage handling.

"The BHS facility is provided only for those passengers flying out of the city. The service is not available on return journey (from IGI to New Delhi). However,passengers can check in from Dhaula Kuan and Dwarka Sector 21(other side) stations also," Singh said.

The passengers, who travel to the airport to catch flights, need not carry their baggages in hands if they use the BHS facility. From the IGI station, their baggages will be sent to the concerned airlines check-in facility through a 700-metre long tunnel through conveyors, he said.

Despite encountering many challenges on the 22.7 km journey from New Delhi railway station to Dwarka Sector 21, Delhi Metro Rail Corporation is hopeful that the line will be ready in time for a September 2011 opening.

“Till date we have been able to meet all the deadlines. Over 90 per cent of the civil work is over and we have been delivering on schedule. There is not reason why we will not be able to hand over the line to the contractor on time,” said DMRC engineer who is in charge of the segment between New Delhi railway station and Talkatora.

However, there were many obstacles in the successful completion of the line that will be handed over to a consortium of Reliance Energy Limited and CAF of Spain to run.

To begin with the contract for civil construction of the line known as the Airport Express Link with a commissioning date of September 2010 was awarded only towards the end of 2007, which meant a race against time for DMRC.

Another major challenge was the geology of the areas that the metro had to pass through. “The contract was awarded late and we had less than three years to build from scratch. The biggest problem was the geology, it alternated between rock and soil conditions and we were constantly changing the cutters of the Tunnel Boring Machines and switching from one technology to another,” recalled Mr. Garg.

To meet the deadline, DMRC had to employ more manpower and work round-the-clock. “In the New Delhi railway station and Talkatora stretch alone we had 4,000 people working in shifts round-the-clock. If you were to hazard a guess for the entire line, the number will be much higher. In terms of the man-hours spent, this line will probably have the highest figures,” he said.

More challenges came in the form of vast stations that required almost double the excavation work. “Although the number of stations was less, we had to perform double the excavation work at the stations because of their sheer size. A normal station requires up to two lakh cubic metre of excavation, this line required double, the New Delhi station alone required 4.5 lakh cubic metre of excavation work,” said Mr. Garg.

At the New Delhi station, which is 45 metres below the surface, the DMRC teams had to confront water at high pressure. “The water table was at a depth of about 10 metres and there was immense pressure exerted by the water. Luckily for us, the tunnel boring machines to withstand this pressure and forge ahead.”

Once the line neared the Ridge area, the DMRC’s team had to rework on the alignment what with the Delhi Urban Arts Commission declining to give consent of the design conceived by DMRC.

The DUAC had refused to give its consent to metro going elevated from Mother Teresa Crescent all the way up to Dhaula Kuan. “The DUAC’s decision meant more work for us, but we were ready with the technology. This is one line where we have used all the methods, the cut and cover, the TBM and the New Austrian Tunnel Boring machine. In fact the longest stretch measuring up to 2 km using a NATM is on this line,” said Mr. Garg.

The New Delhi railway station to Dwarka Sector 21 line will have the trains running at a very high speed of 135 km/hr. The journey between the New Delhi station to the airport will be 18 minutes and the initial frequency of the trains will be 10 minutes.

There will be six stations -- New Delhi, Shivaji Stadium, Dhaula Kuan, Delhi Aerocity, IGI Airport and Dwarka—with check in facility available at New Delhi and Shivaji Stadium.

These stations will allow commuters to check in baggage and collect the boarding pass and shop at the CAT and catch the high speed metro to the airport terminal.

A new beginning: A trial run of Delhi Metro underway between Yamuna Bank station and Noida Sector 16.

NEW DELHI: The Delhi Metro Rail Corporation is pushing for a mid-November opening of the new Yamuna Bank-Noida City Centre line. The line is coming up for inspection by the Commissioner for Metro Railway Safety (CMRS) on November 11 and 12.

According to senior DMRC officials, the line can become operational only after receiving the mandatory clearance from the CMRS. “Subject to receiving the clearance from the CMRS, it is planned to have a ceremonial flag-off in the Delhi and Noida area respectively on November 12,” a DMRC spokesperson said.

“The section is planned to be opened for the general public from 6 a.m. on November 13 subject to the clearance,” he said.

Noida residents have been waiting for the Metro for long now. The line was initially meant to be commissioned in June this year but was delayed on account of safety concerns following the tragic Jamrudpur pillar collapse. The DMRC then planned a December opening of the line but keeping in mind the passenger rush and the revenue it would bring in, the DMRC wanted the line to be opened before November 14, when the India International Trade Fair takes off at Pragati Maidan.

The trial runs on the segment were started in October between Yamuna Bank and Noida Sector 16 stations and in November all the way up to Noida Sector 32 .
New section

The new section will be integrated with the existing 34.3-km Yamuna Bank-Dwarka Sector-9 section. There will be special focus now on integration and extension of the existing signalling system to the 13.1-km section from Yamuna Bank to Noida Sector 32. The total length of Line 3 would then become 47.4 km.

While the Delhi Metro Rail Corporation (DMRC) is inching its way towards completing its Phase II projects by the 2010 Commonwealth Games, the Delhi Metro Rail Corporation (DMRC) is expected to begin work on Phase III soon.



While the DMRC had already submitted the blueprints for the project, expected to cover over 112 km and connect areas in Bahadurgarh, Faridabad, Gurgaon and Badli, the Delhi government has given the go-ahead for funds to conduct a Detailed Project Report (DPR). According to transport commissioner RK Verma, DMRC has given an estimate of Rs 8 crore for the project. “We are sanctioning
Rs 3 crore in the first leg,” he said. Phase III has a deadline of 2015.


The lines tentatively planned are Jahangirpuri-Badli, which is a northern extension of the Yellow Line, a line from Mukundpur via Azadpur, Rajouri Garden, AIIMS and Sarai Kale Khan ISBT, Central Secretariat Nawada in Bahadurgarh via Mandi House, Daryaganj, Welcome and Gokulpuri, the extension of the Line 1 through Kirari and Barwala, Dilshad Garden to Ghaziabad ISBT and Badarpur to YMCA chowk in Faridabad and Mundka to the Delhi border.

The Yamuna Bank to Noida City Centre (Sector 32) Metro corridor might finally be flagged off on Thursday and begin operations from Friday after being delayed several times. The much-awaited Metro corridor will come as a respite for residents of Noida, Mayur Vihar and adjoining localities.

“The Yamuna Bank-Noida City Centre section will be inspected by the Commissioner for Metro Railway Safety (CMRS) on November 10 and 11. Subject to receiving clearance, a ceremonial flag-off has been planned in Delhi and Noida on Thursday, November 12,” said DMRC spokesperson Anuj Dayal.

“The section is planned to be opened for the general public from 6 am on November 13.”

The 13.1-km Metro line was earlier scheduled to be operational by October, but was delayed as the DMRC was running short of trains and had to strengthen around 8 piers on the line, on which cracks were detected. But with the India International Trade Fair slated to begin on November 14, DMRC decided to inaugurate the line earlier to facilitate easy travel to the fair from Noida.



The completely elevated Metro corridor has 10 stations and will be integrated with the existing 34.3-km Yamuna Bank-Dwarka Sector-9 segment, extending the total length of Line-3 to 47.4 km and making it the longest Metro corridor so far.
