The panel has also asked the Railways to usher in tariff reforms by addressing freight revenue and passenger fares.<br /><br />The Railways is faced with an intense fund crunch as its successive ministers have refrained from hiking travel fares, thereby bringing the monolith on the verge of bankruptcy. The decision to set up a Rail Tariff Regulatory Authority (RTRA) was taken by the NDA government in the final leg of its term. However, the plan did not find favour with the UPA.<br /><br />In a note prepared for the government, highlighting the measures needed for improving the Railways fiscal health, the panel has mentioned reducing cross subsidisation within freight and passenger tariffs, through the setting up of an RTRA.<br /><br />Ads by Google<br /><br />Railway minister Mamata Banerjees predecessor, Lalu Prasad, had during his stint rejected the plan panels suggestion. The former railway minister had argues that the setting up of an RTRA and putting a stop on new lines were unacceptable to his ministry. Banerjee herself is believed to not be too keen to set up such a regulator.<br /><br />The Commission has argued that the most important policy distortion in the Railways was its lopsided tariff policy, which overcharges freight movement to subsidise ordinary passenger traffic. It had earlier pointed out that overemphasis on new lines for passenger traffic and inadequate thrust on expanding capacity in areas where there was potential commercial traffic was affecting the fiscal health of the Railways, the note states.<br /><br />Railway ministry sources pointed out that the NDA governments decision was taken without factoring in the views of the ministry, and was approved ostensibly under pressures from the finance ministry and the plan panel. Sources said that as there was no such regulator for road transport and highways sectors  where the volume of traffic is higher  there was no case for having one for the Railways.<br /><br />The state-run giant is reeling under the impact of the Sixth Pay Commission, which has imposed a financial burden of about Rs 14,600 crores. As many as 145 projects have been delayed by several years, resulting in a cost overrun of an estimated Rs 40,000 crore. Its market borrowings have increased to Rs 9,170 crore to support the higher requirement of rolling stock. In view of this, the Commission has suggested that the Railways resort to mobilising resources by undertaking tariff reforms and also through an optimal mix of internal resources, borrowing, private participation multi-lateral funding and asset management.<br /><br />Besides, the panel has also pitched for corporatising manufacturing and maintenance of rolling stock and outsourcing of activities like catering, production of coaches, wagons and locomotives. To promote this book is written on railways philately through railways," said Mujibullah.<br /><br />For the rail lovers and philatelists, the book contains stamps varying from Victorian Railways to Different Rakes, State Rail Stamps issued by Indian Postal Departments.<br /><br />Mujibullah's book has all the stamps from 1937 till 2009 issued by the Indian postal department.<br /><br />"From 1937 onwards till 2009 all the stamps which have been issued by the Indian postal department on railways have been clearly described in this book and this book is going to help the young collector who wants to collect railways stamps is going to be good guideline for them," said Mohammed Mujibullah.<br /><br />He adds, he has 38 different collections of stamps varying from personalities to toys, manufacturing, railways, engines, super fast trains etc. It is complete 10 frames exhibit which shows history of steam locomotive from A point.<br /><br />Among his rare collection, he owns the First Postal Currency Stamp, also called Fractional Currency, issued in 1866 during the Civil War in the Honduras.<br /><br />Other rare pieces include the New Brunswick stamps of 1860, the first postage stamps in the world with locomotives. Indian Railways now has the ‘rail-cum-road vehicle’ that will be used by senior railway officials who go on inspection tours.<br /><br />The surface transport giant has inducted nine rail-cum-road vehicles (RCRV) that have been modified at the DWM Patiala. The South Central Railways got one such vehicle that will be stationed at its Vijayawada division.<br /><br />As the name indicates, this brown and yellow vehicle can ply both on the road and the rails, as it is fitted with pneumatic tyres as well as the wheels of a train.<br /><br />The crew of this duel purpose vehicle who spoke to The Hindu during their stopover in Adilabad town en route Vijayawada say, the vehicle weighs over nine tonnes and runs at a maximum speed of 40 kms on rails.<br /><br />Explaining its working, driver T. Tata Rao says the RCRV can be put on rails only at level-crossings. “Officers travel in the air-conditioned RCRV saloon.<br /><br />The vehicle can be used only when a ‘line block’ is observed. While on track, the steering of the vehicle is locked. The tyres of the saloon cannot be retracted like the iron wheels. As the tyres touch the rails when the vehicle is moving, the tyre brakes are used to stop it”, he says.<br /><br />The crew of the RCRV consists of a driver and a khalasi, in this instance Sk.
