Safety inspection by Commissioner of Railway Safety soon

CHENNAI: As many as five gauge conversion works are nearing
completion and safety inspection of these lines by the Commissioner
of Railway Safety (CRS) is likely soon.

Southern Railway has written to the CRS, Bangalore, seeking his dates
for inspection of the Karaikudiâ€"Manamadurai BG section. The
inspection is likely by the first week of June.

After his mandatory clearance, the line will be opened for passenger
traffic.

The Karaikudiâ€"Manamdurai section (61 km) is part of the Tiruchi-
Manamadurai-Rameswaram BG conversion project. Once opened for
traffic, direct services can be introduced to Rameswaram from Chennai
Egmore via Tiruchi, Sivaganga, Karaikudi and Manamdaurai.

At present trains to Rameswaram from Egmore are taking the Tiruchi,
Madurai, Manamdurai route.

Chief Administrative Officer R. Ramanathan says railway authorities
are planning to invite Union Finance Minister P. Chidambaram to
inaugurate the new line.

Conversion of the Tirunelveli-Tiruchendur section (62 km) is also
over and the CRS is likely to inspect the line in the second week of
June. This section is part of the Tiruchendur-Tirunelveli

-Tenkasi-Shenkottai-Punalur-Quilon project. The Punalur-Quilon and
Tenkasi-Shenkotai sections have been completed. Gauge conversion work
is on between Punalur and Shenkottai.

In July, three more converted lines, Nagur-Tiruvarur (31 km),
Dindigul-Kodaikanal Road (22 km) and Katapdi-Vellore (10 km) sections
will be opened for passenger traffic. All these sections are almost
over and by July the Commissioner is expected to conduct inspection.

Villupuram-Mayiladuthurai BG line cleared for passenger traffic

CHENNAI: The newly laid broad gauge line between Villupuram and Mayiladuthurai has been cleared by the Chief Commissioner of Railway Safety for passenger traffic.

Chief Commissioner Sudhir Kumar, who inspected the 122-km track and conducted speed trail on Wednesday, issued the clearance certificate.

He cleared the track for a speed of 75 kmph which could be increased to 100 kmph in phases. Clearance by the Safety Commissioner is mandatory for operating passenger services. Subsequently, Southern Railway had written to the Railway Ministry seeking permission for starting passenger services on the new line, according to R. Ramanathan, Chief Administrative Officer, Southern Railway.

Another metre gauge line moves into oblivion as the Punalur-Shencottah rail line closes for gauge conversion at the end of March

The 45-km stretch of the Kollam-Punalur metre gauge
has been closed for conversion works since 2007.

Best portion

The Kollam-Shencottah railway line – the first one in erstwhile Travancore – is more than a century old. Travellers on this scenic route, most of whom are villagers from Tamil Nadu, or estate workers from Thenmala and Kazhuturutty or petty traders such as Karuppuswamy who deal in forest products, will have to wait for five years for the re-opening once the Punalur-Shencottah stretch is closed for conversion.

The 50-km journey from Punalur to Shencottah is perhaps the best portion on this route in terms of nature's lushness and architectural marvels.

The first train from Punalur (No: 744) starts at 8.45 a.m. and takes two hours to reach Shencottah with an average speed of 30 kmph.

The train chugs through the Shendurni wild life sanctuary and picturesque stations such as Kazhuthurutty, Thenmala, Ottakkallu and Bhagavathipuram,passing by verdant mountains and many a cascade. The Palaruvi and Kazhuthurutti waterfalls and the Thenmala eco-tourism centre are on the fringes of this line,and the majestic Courtallam waterfalls at the destination make this route perfect for nature lovers.

The railway line was constructed by the British on the foothills of the Western Ghats to transport forest products, spices and cashew from Kollam to Chennai,their southern headquarters.

Their tea estates and coffee plantations thrived on the labour of tribals living in the Thenmala forests and workers from Tamil Nadu. The British developed the Bodylone Teak plantation – considered to be the first one in the world – to practise stump-planting of teak.

As such the railway line has contributed much to the development of plantation economy in this area. Ambanadu tea estate and Rosemala plantations stand testimony to this.

Kadamanpara sandalwood plantation and freshwater mangroves at Kadamankode also add charm to this heritage railway line.

Forest products such as honey from these areas reach towns like Tenkasi and
Tirunelveli through this route. I spotted many Rajapalayams, the local breed of
dogs wandering around Bhagavathipuram, the first station in Tamil Nadu on this
line. Aryankavu, where Kerala meets Tamil Nadu, is a landmark station on this
route.

The longest tunnel on this route (built in 1901) is here. The picturesque
Aryankavu viaduct, where the road, river and rail run parallel, is also part of
this route.

Architectural marvel

This railway line is an architecture marvel. “It was built jointly by South
Indian Railway Company, Travancore State and Madras Presidency. After the survey
in 1888, the work started in 1900 and completed by 1903 and the total
expenditure was Rs. 1,12,65,637,” says the Punalur station master Jayakumar B.

He recounts that according to records, the Punalur to Shencottah stretch was the
most difficult one to construct as it lies around 2,800 metres above sea level
and it took almost two years to complete the Aryankavu tunnel. One can notice
the conch symbol of the erstwhile Travancore regime at both ends of the tunnel
and the year of construction on the nearby pillars.

The 102.72-m bridge at Kazhuthurutti with 13 arches is so strong that not even a
crack has developed so far. The railway engineering department has decided not
to demolish this 5.18m height bridge. Instead they will strengthen and widen it.

“We will be using jacketing method, in which a mixture of concrete will be
sprayed to strengthen the existing structure. This method was used in
strengthening the railway bridge at Rameswaram,” says a railway engineer. The
mixture that was used in bonding the square cut stones is still unknown.
Locally, though, the process is known as ‘anikettu.'

In 1904, the first train was flagged off from Kollam by Moolam Tirunal
Ramavarma, the then King of erstwhile Travancore with a 21-gun salute. At
present there are eight services on this route, the first one starting at 6.15
a.m. from Shencottah.

Shri Sudhir Kumar, Chief Commissioner, Railway Safety / Lucknow will be conducting high speed trials using a special train formation on the newly converted broad gauge section between Villupuram and Mayiladuthurai on 17.03.2010 (Wednesday) between 3.00 p.m. and 5.00 p.m. (tentative time). All the users of the Railway lines and premises situated on the newly converted broad gauge line between Mayiladuthurai and Villupuram are requested not to approach or work in the proximity of the area.

Southern railway announces diversion and cancellation of trains

A number of trains running between the Ernakulam—Mulanthuruthi section have been diverted, cancelled or rescheduled from Monday to March 26 due to doubling work on the sector, the Southern Railway said on Sunday.

Trains would be diverted via Ernakulam—Alappuzha—Kayankulam section instead of via Ernakulam—Kottayam—Kayankulam and would not touch Piravam Road, Ettumanur, Kottayam, Changanasseri, Tiruvalla, Chengannur and Mavelikara, a railway press release said.

It said Thiruvananthapuram—New Delhi Kerala Express would be rescheduled to leave Trivandrum on March 15(90 minutes late), March 17 (45 minutes late), March 18 (75 minutes late) and March 24 (45 minutes late). Likewise, Thiruvananthapuram—Guwahati Express has been rescheduled by 45 minutes from Trivandrum on March 21 and the Kochuveli—Yesvantpur Express by 30 minutes from Kochuveli on March 25.

It said the Ernakulam—Kayankulam—Ernakulam Passenger would be fully cancelled from March 17 to 26.

The Mangalore—Thiruvananthapuram Express and Hyderabad — Kochuveli Sabari Express would be regulated for 30 minutes en route before Ernakulam town on March 19. Likewise, the Shoranur—Thiruvananthapuram Venad Express will be regulated for 15 minutes at Ernakulam Junction on March 16,21,23,25 and 26.

Trains to stop at Chertala, Alappuzha, Amabalpuzha, Haripad and Kayankulam would include Lokmanya Tilak (T)— Kochuveli Garibrath Express (March 16 and 23), Mangalore Thiruvananthapuram Parusuram Express (Mar 17, 20—26),Hyderabad Kochuveli Sabari Express(March17, 20—26),Kanyakumari—Mumbai CST Express(March17, 19—26),Jammu Tawi—Kanyakumari Himsagar Express (March 18& 25).

Thiruvallur-Arakkonam third BG line awaiting clearance

CHENNAI: Commissioner of Railway Safety K.J.S. Naidu is satisfied with the newly laid third broad gauge line between Thiruvallur and Arakkonam and will soon issue a clearance certificate for operating passenger traffic.

Once the line is cleared, more suburban trains will be operated for the convenience of commuters, according to a senior official of the Southern Railway.

Meanwhile, tenders have been finalised for laying the fourth line between Thiruvallur and Arakkonam and physical work for laying 27 km line will start in another two months.

The Rail Vikas Nigam Limited (RVNL) is executing the Rs.160-crore project. Already land has been identified and there is no problem for laying the line for 15 km. For the remaining 12 km, about 40 hectares of land is required. The Railway Administration had already addressed the issue to the State government for handing over the land.

The Commissioner of Railway Safety will make a final inspection of Villupuram – Mayiladuthurai new broad gauge line on March 16 and 17. The Commissioner made a preliminary inspection of the new line in the first week of this month. The administration plans to open the line before the end of the current month.

The Commissioner will inspect the newly converted Punalur – Quilon broad gauge line on March 22 and 23. This is part of the Tirunelveli – Tenkasi – Quilon project. The stretch between Tenkasi and Sengottai had been completed and passenger services are being operated. The most difficult stretch is between Sengottai and Punalur which is a ghat section containing tunnels. The official said work on conversion of the existing metre gauge line and laying a second
line between Coimbatore and Pothanur was almost over and soon CRS would conduct
inspection.

Referring to the delay in completing the doubling of Coimbatore – Irgur section, the official said the administration wanted to complete the section well before the World Classical Tamil Conference. The State government was yet to hand over a stretch of 100 metres of land and once it was given, the project would be completed, the official added.

Slow land acquisition hits doubling: Ahamed

KOCHI: The Union Railway Ministry is concerned about the tardy pace of land acquisition to double railway lines on the Ernakulam-Kayamkulam sector through the Kottayam and Alappuzha routes, Union Minister of State for Railways E. Ahamed said here on Sunday.

Addressing presspersons prior to flagging off the weekly Ernakulam-Hazrat Nizamuddin Duronto Express, he said the funds earmarked in each railway budget for doubling works got lapsed because of the sluggish pace of land acquisition. He requested the cooperation of the State government and the public in overcoming the hurdle. “Local-level law-and-order issues and technical problems too have been holding up doubling works,” he said.

Asked why Kerala was left out of the southern freight corridor of the Railways, he said there should be at least 40 goods rakes (set of wagons and an engine each) for the State to be included in the corridor. Mr. Ahamed did not elaborate on how the 20-odd additional goods trains carrying containers would be able to transit through the State's yet to be doubled lines when the Vallarpadam container transhipment terminal is commissioned in a few months' time. Referring to the proposed high-speed passenger corridor for linking Bangalore, Chennai, Coimbatore and Kochi, Mr Ahamed said that an authority had been set up to develop six such special corridors in the country to run trains at speeds up to 250 kmph.

He said the mainline electrical multiple unit (MEMU) trains proposed from Ernakulam would begin service by June. The Happa- Thiruvananthapuram- Tirunelveli Express would begin service soon.

Southern Railway hopeful of getting additional funds

Official cites enhanced allocation in current financial year

CHENNAI: Funds will not be a constraint for ongoing railway projects in the State and Southern Railway will get additional funds as and when required. In the current financial year also initial allotment for various gauge conversion projects was only Rs.238 crore. Ultimately, based on the progress of projects, the zone got a total allotment of Rs.512 crore, which was more than double the initial allotment.

According to a senior Southern Railway official, for doubling projects, Rs.73 crore has been allotted in the current budget, which would be utilised for Chengalpattu-Villupuram (103 km) and for additional lines on the Chennai-Attipattu section. As the Villupuram-Dindigul (272 km) doubling is being executed by Rail Vikas Nikas Limited, the project would be executed with its own resources.

The Railway Ministry also sanctioned Rs.255 crore for various new lines in the State, including Salem-Karur, Chinna Salem-Kallakurichi, Erode-Salem, Tindivanam-Nagari, and Attipatu-Puttur. In addition, a new line from Needamangalam to Mannargudi (13 km) has been sanctioned in the current budget. Of these new lines, Salem-Namakkal portion of the Salem-Karur would be completed before the end of the next financial year and would be open to traffic. Satisfactory progress could be made in other new lines also subject to availability of land.

Railway electrification work between Tiruchi and Madurai was in progress and the same is likely to be completed in another two months.

For electrification of Madurai-Tuticorin/ Tirunelveli section, Rs.63.177 crore had been allotted in the current budget.

Contract for overhead electrification had been awarded and physical work would start during the course of the month.

The official said the Ministry had assured the zone that funds would be released whenever required.

Engine trial conducted on Nagapattinam-Velankanni line

INSPECTION: Trial run of a locomotive along the Nagapattinam-Velankanni broad gauge line held under the supervision of R.P. Nirala, Deputy Chief Engineer, Southern Railway, on Sunday.

NAGAPATTINAM: A light engine trial run over the Nagapattinam-Velankanni broad gauge line was conducted here by a team led by R.P. Nirala, Deputy Chief Engineer, Southern Railway, on Sunday.

The rolling over of the locomotive along the 10-km long Nagapattinam-Velankanni broad gauge line from the Nagapattinam railway junction marks the penultimate stage of the completion of the much-awaited project, the foundation stone for which was laid in 1999.

The project includes 3 major bridges, 20 minor bridges and 7 level crossings.

Welding works along with 50 per cent of works on track ballast forms or the track beds upon which the railway sleepers are laid would be completed within a period of 45 days to two months.
CRS inspection

The project with Velankanni as the terminal station would be inspected by K.J.S.Naidu, Commissioner of Railway Safety, Southern Circle, by the first week of April, Mr.Nirala said.

According to him, the line would become functional post-certification from Commissioner of Railway Safety. Earlier this month, an inspection of progress of works was conducted by the Deputy Chief Engineer.

The project that was conceived at Rs.17 crore a decade ago has been completed at a cost of Rs.48 crore.

On Sunday, the garlanded locomotive with all-faith portraits adorning its front was flagged off at around noon by the Rector of Velankanni Shrine with much fanfare from railway watchers and consumer groups.

Villupuram-Mayiladuthurai BG section cost to rise

CUDDALORE: The project expenditure on the 122-km long Villupuram-Mayiladuthurai broad gauge section will rise from the original estimate of Rs.300 crore to Rs.400 crore.

The revised estimate — up by about Rs.100 crore — is due to modifications in the actual plan and rampant theft of railway property in the sector, according to R. Ramanathan, Chief Administrative Officer, Southern Railway.

He accompanied Commissioner for Railway Safety (Southern Circle) K.J.S. Naidu and officials of the Rail Vikas Nigam Ltd (RVNL), the executing agency, during preliminary inspection carried out in this section over the last two days.

Mr. Ramanathan told reporters that the rise in expenditure level could not be termed as cost over-run. This sector was prone to theft and so far not less than 30,000 clips used for linking the sleepers with the tracks were stolen. Therefore, fearing pilferage, the RVNL had put up only the frames for passenger shelters at the railway stations with the intention of fixing the sheets on the roofs later. The gauge conversion also required elevated platforms and either renovation or modification of the stations and construction of foot overbridges.

Provision had to be made at a later stage for construction of 16 new stations. There were 32 major and 290 minor bridges along the stretch, with the Kollidam bridge posing a technical challenge.

Soil quality at certain places too was poor and, for want of proper space along the track line, the transportation of construction materials was hampered. All these factors contributed to the increased expenditure, Mr. Ramanathan said.

As for beginning passenger train services on this section, Mr. Ramanathan said that the earlier commitment of March-end was likely to be met. About safety aspects, Mr. Naidu said he would be able to comment on them after the final inspection.

He said the quality of 90 per cent of the work completed so far seemed alright. The RVNL, which was aware of the specifications, would have to incorporate a few instructions given by him, Mr. Naidu said.

CRS starts inspection Topic List

MAYILADUTHURAI: Commissioner of Railway Safety K.J.S. Naidu on Friday commenced his two-day preliminary inspection of the 122-km Villupuram–Mayiladuturai broad gauge section. Mr. Naidu inspected the stretch from Mayiladuturai Junction to Puduchathiram in a trolley. He will inspect the stretch from Puduchathiram to
Villupuram Junction on Saturday. Addressing the media here, Mr. Naidu said the aim of the inspection was to ascertain the safety of the bridges in the BG section, which has 32 major and 290 minor bridges.

Stating that this was the first inspection, Mr. Naidu said he would conduct a second inspection. Southern Railway is already operating goods trains in this section.

Southern Railway seeks allotment of Rs.1,600 cr. for on-going projects

The zone has planned to complete gauge conversion of about 300 km

CHENNAI: Southern Railway has sought Rs.1,600 crore for various on-going projects in the zone for the financial year 2010-11, including Rs.600 crore for gauge conversion works, Rs.370 crore for doubling and Rs.280 crore for new lines. If the Railway Board sanctions the amount in the coming budget then it will be possible for the zone to show substantial progress in various projects.

In the coming financial year, the zone had planned to complete gauge conversion of about 300 km, including Tirunelveli-Tenkasi (72 km), Mayiladuthurai-Tiruvarur (38 km), Manamadurai-Virudhunagar (67 km), Palakad-Pollachi (58 km) and Dindigul-Palani (58km) sections besides Nagore-Karaikal and Salem-Namakkal portion of the Karur-Salem new lines.

The zone also demanded sufficient funds for doubling the Chengalpattu-Villupuram broad gauge section (103 km) as it has planned to complete at least 53 km before the end of March 2011.

These projects could be completed only if there is sufficient allotment of funds. Otherwise there would be a delay, according to a senior official of the Construction Department of Southern Railway.

As on date, Southern Railway requires about Rs.7,500 crore for completing all the on-going projects in the zone, including gauge conversion, doubling and new lines. Even if the allotment is of the order of Rs.1,200 crore per annum, it would take at least six years for completing these projects. Poor allotment of funds will not only delay the project but also lead to cost escalation.

Last year, the initial allotment was poor but subsequently, the zone received additional funds which helped it to complete some of gauge conversion projects. Before the end of March this year, the zone would complete the conversion of Podanur-Coimbatore (6 km), Quilon-Punalur (45 km), Villupuram-Vellore (150 km), and Villupuram-Mayiladuthurai (122 km) and the third line from Tiruvallur to Arakkonam.

The official said the Commissioner of Railway Safety would inspect the Villupuram–Mayiladuthurai section on February 24 and 25 for clearing the new BG line for passenger traffic.

Rail line likely to be commissioned by April-end

MAIDEN JOURNEY: The trial run on the Kollam-Punalur railway section on Sunday.

KOLLAM: The engineering work of the gauge conversion on the 45-km long
Kollam-Punalur railway section has been technically completed. A trial run on Sunday, using a diesel engine, through the newly laid track has been termed a success. The development gives rise to hopes that the line will be commissioned by April end.

All along the sides of the track there was jubilation as people gathered to welcome the engine and the technical staff travelling in it. In order to facilitate the gauge conversion work, all train services on the Punalur-Kollam section were withdrawn from May 1, 2007.

The trial engine, which left Kollam at 11 a.m. on Sunday, travelled at 30 to 40 kmph stopping at the crossing stations of Kundara, Kottarakara and Avaneeshwaram to reach Punalur by 1 p.m. In view of the trial run, employees were deputed at all the 15 level crossings along the route as a safety measure, said Kollam Railway Station Manager A. Tasitus.

The trial run is a formality to assess the condition of the tracks prior to the inspection by the Railway Safety Commissioner.

In the return journey, the engine travelled at 30 to 60 kmph and at one course even travelled at 66 kmph and reached Kollam in one hour and five minutes.

Pending works


There will be one or two trial runs again before the Safety Commissioner’s inspection. Kunju Mohammed, Section Engineer in charge of track laying, said that the track will have to be given a “final touch-up.”

This will include alignment and surface corrections using packing machines.

Electrical work and erection of the signal system have not been completed.

Other pending major works are on platforms, drainage and tarring at level crossings.

Southern Railway has written to CRS for inspection of the track

CHENNAI: The newly converted broad gauge line between Villupuram and Mayiladuthurai will be opened for passenger traffic by next month. Southern Railway had already written to the Commissioner of Railway Safety (CRS) for inspection of the track.

Upon getting safety clearance certificate, passenger traffic will be introduced in the section.

Already, the track is being utilised for goods traffic, according to Southern Railway General Manager Deepak Krishna.

Addressing reporters here on Monday, Mr. Krishna said that in order to clear heavy waiting lists in popular trains, Southern Railway had introduced special trains, besides increasing the number of coaches.

Last year, the zone had provided two lakh additional berths to clear the heavy rush of passengers during peak seasons.

Admitting that maintenance of coaches was still a cause for concern, the General Manager said all coaches were periodically disinfected and cleaned. But owing to linking of trains, extension of train services and introduction of new services, the administration found it difficult to keep the coaches clean. Moreover, time duration between the link was less to undertake cleaning.

The administration had written to the Railway Board to allot more coaches for the zone and also for change of link to provide sufficient time for cleaning the coaches. He said soon a centralised laundry would be set up in Chennai to improve the quality of linens and bed-sheets being supplied to passengers.
