Metro is going to make further inroads into Delhi with the opening of 3.1 kilometre extension of Rithala-Shahdara line up to Dilshad Garden on Tuesday.
The extension is expected to add 26,000 more commuters. The section will be inaugurated by Union Urban Development Minister Jaipal Reddy on Tuesday.
The Metro trains, however, will start plying on this section from Wednesday morning. Not only the residents of Dilshad Garden, Jhilmil, Vivek Vihar and neighbouring residential colonies of Delhi, a large number of people living in neighbouring areas of Ghaziabad like Shalimar Garden, Sahibabad, Surya Nagar and Vaishali will also benefit.
The 3.1-km-long stretch would be the first section of Delhi Metro's Phase II to be made operational, and that too seven months ahead of schedule.
This fully elevated section has three stations after Shahdara - Mansarovar Park, Jhilmil and Dilshad Garden. While 21 trains run at four minutes frequency on the Rithala-Shahdara section, one train would be added to the whole stretch after Dilshad Garden section is opened.
Delhi Metro Rail Corporation (DMRC) has made parking arrangements at all the three stations. The parking lots, however, will not be thrown open from day one.
According to DMRC officials, feeder bus routes have been planned for people living in the neighbouring colonies. While one feeder route- Dilshad Garden Metro station to GTB Hospital-will start operating from the first day, DMRC officials said they had also sought permission from the STA to start two more routes from Dilshad Garden station for Mayur Vihar Phase III and AGCR Enclave.
Interestingly, it is the first time that feeder buses will be available in NCR area as well. DMRC and Ghaziabad Development Authority (GDA) have already conducted survey to run two feeder bus routes in Ghaziabad district.

The Delhi Metro Rail Corporation (DMRC) in its revised Delhi Metro Master Plan 2021 has proposed a metro link to connect the Sushant Lok Metro Station in Gurgaon with the IGI airport and Central Delhi as part of its expansion plans in Phase III. Meandering through Palam Vihar in Gurgaon and Sector 21 (Dwarka), the proposed metro link runs along the Gurgaon-Sarai Rohilla railway track.
The proposed airport-Sushant Lok metro link is in addition to the 14- km-long Qutub-Sushant Lok extension to Gurgaon that runs along MG Road, expected to be completed by January 2010. Chief public relation officer of DMRC Anuj Dayal told Hindustan Times that the proposed alignment between Sushant Lok and the airport had been suggested in view of the integration of the Metro Rail network with the Indian Railways.
He said the suburban rail would help people to switch over to the Metro and vice versa. This link is likely to be about 23-km-long; 19 km inside Gurgaon and four km in Delhi.
The proposed alignment includes an extension connecting Sushant Lok Metro station with T-junction near Sector 47/48 at Sohna Road. From here, the line will got to Rajiv Chowk at Gurgaon Expressway, and meander through Kiti Nagar (near Sector 15), Friends Colony, Subhash Nagar, Government college, Ashok Vihar and Bhigarh.
From Bhigarh. it will get along the Gurgaon-Sarai Rohilla railway track, pass through Palam Vihar to connect Dwarka Sector 21 metro station and then the airport metro station.
"Using this route, the people of Gurgaon would be able to directly approach West Delhi and North Delhi as well. People seeking to go to this side of Delhi would have the option of boarding Metro from Rajiv Chowk at Gurgaon Expressway (NH-8) through this line.
The population density and availability of land along the proposed corridor near Rajiv Chowk is very high," Dayal said. The DMRC chief public relation officer said: "The airport-Sushant Lok link is part of the 414 km expansion plan (spread over in four phases) of DMRC and will be taken up in Phase III starting in 2010.
However, this alignment proposed in Master Plan 2021 is subject to government approval." In a relief worth several crores to the Delhi Metro Rail Corporation (DMRC), the Delhi High Court has exempted it from paying property tax to the Municipal Corporation of Delhi (MCD) upholding the contention that it enjoyed the privilege under the Indian Railways Act and Delhi Metro Railways (Operation and Maintenance) Act.
This is not good news for the MCD that was waiting for the DMRC to clear dues accrued ever since the mass rapid transit system was commissioned in December 2002. This according to MCD�s Madhu Tewatia �could run to over Rs 400 crore�. The figures annually vary between Rs 70 and Rs 80 crores.
The judgment marks the end of two-year long legal battle between the two corporations over the issue. According to sources, the metro owed another Rs 16.18 crore to the NDMC which was eagerly awaiting the outcome of Metro's petition against MCD in the court.
�The petitioner (DMRC) is entitled to exemption from payment of municipal taxes in view of Section 184 of 1989 Indian Railway Act, but only in respect of assets/properties which have been defined as Railway and not in respect of other assets/properties,� Justice Sanjiv Khanna said in a recent order.
This virtually means that the lines, electrical equipment, installations, stations, warehousing workshops, running room, rest house, etc., constructed for the purpose of or in connection with the railway are exempted.
The DMRC had approached the court after work at some sections could not begin with the MCD refusing to clear developers� building plans and layouts unless it coughed up the tax. The civic agency argued that the DMRC got prime property at throwaway prices and is making money by leasing it out, indulging in �heavy commercial development� at its stations.
But Justice Khanna cited section 184 of the Railways Act, 1989 which says that a railway administration shall not be liable to pay any tax to any local authority unless the Central Government, by notification, declares the railway administration to be liable to pay the tax specified in such notification.
On the question whether DMRC is in fact a �Railway� which is a pre-condition for the Indian Railway Act to apply, the court said �it qualifies as it is engaged in transportation of passengers on rails�.
The court intervention came after the Additional Assessor and Collector to whom the matter was referred to twice by the court could not come to a satisfactory conclusion.
After examining Section 119 of the Delhi Municipal Corporation Act and corporate entity of the petitioner, he said the DMRC �was liable to pay taxes as any other individual or corporate entity� but the main question whether or not the exemptions under the Indian Railway is attracted was not answered.

The Metro had on March 5 suspended the feeder bus services in the capital following the termination of contract with the bus operator Rajasthan Bombay Transport Corporation.
The DMRC today restored its feeder bus route number ML-05 connecting Shastri Park with Dharamshila Cancer Hospital in East Delhi.
Total four feeder buses have been put in to this route. DMRC has hired drivers and conductors from a private agency to run these buses, a spokesman said.
He said more buses and routes will be started soon, meanwhile, the efforts to engage the new operator to run the feeder bus service is in process.
DMRC runs feeder buses in more than 10 routes and thousands of people depend on them to reach home from stations and vice-versa.

The Inderlok-Mundka Metro corridor is all set to start services by the end of this month. Following nod from Delhi Metro Rail Corporation managing director E Sreedharan on Saturday, the 15.1-km line now awaits statutory safety clearances for commissioning.
Sreedharan, during the inspection of the line today, was satisfied with the overall progress of the section and operational preparedness of all the stations, DMRC officials said.
“The New Inderlok Metro station and its integration plan with the existing Inderlok Metro station of Line-1 and other Metro stations on this line — Ashok Park Main, Punjabi Bagh (East), Madipur, Paschim Vihar (East), Peeragarhi, Nangloi — were inspected today,” DMRC spokesperson Anuj Dayal said.
“Efforts are being made to open the line this month after getting safety clearances,” Dayal added.

NEW DELHI: The first standard gauge line of the Delhi Metro railway network, the upcoming new Inderlok-Mundka section, was inspected on Saturday by a team of senior Delhi Metro Rail Corporation officials headed by Managing Director E. Sreedharan.
The 15.1-km-long Inderlok-Mundka line that is part of Phase II of the Delhi Metro is expected to become operational by the end of this month. According to a DMRC spokesperson, the Managing Director expressed satisfaction about the overall progress of the section and the operational preparedness of all the stations on the line.
The spokesperson said the inspection covered the new Inderlok metro station and its integration plan with the existing Inderlok metro station of Line-1 and other metro stations on this line: Ashok Park Main, Punjabi Bagh (East), Madipur, Paschim Vihar (East), Peeragarhi and Nangloi.
He oversaw the functioning of automatic fare collection gates, station control rooms, entrances of the stations and other technical rooms essential for the smooth functioning of the stations. He also inspected the Mundka Depot where all the trains running on this line will be kept for maintenance, the spokesperson said.
Dr. Sreedharan was accompanied by Director (Project) Kumar Keshav, Director (Operation) Raj Kumar, Director (Rolling Stock) H. S. Anand, Chief Project Manager of the line Ajay Goel and other senior DMRC officials. All efforts are being made to open this line this month itself after getting all the necessary statutory safety clearances, the spokesperson said.
The Inderlok-Mundka line will be the fifth line to be made operational.
It is also the first standard gauge line of the Delhi Metro and will be known as Green Line. There are a total of 14 stations on this line -- Inderlok, Ashok Park Main, Punjabi Bagh East, Shivaji Park, Madipur, Paschim Vihar East, Paschim Vihar West, Peera Garhi, Udyog Nagar, Surajmal Stadium, Nangloi, Nangloi Railway Station, Rajdhani Park and Mundka.
The Inderlok station will work as an interchange station for Line-1 and Line-5 whereas Ashok Park (Main) metro station on this line will also act as an interchange station for going towards Line-1 and Line-3 when Kirti Nagar-Ashok Park link is also made operational later this year. |

"We are making special arrangements at the Stadium Metro station from opening of the Games Oct 3 to closing ceremony Oct 14. The station will have five entry and exit structures so that public can access the station easily and extra staircases of much wider width are being provided so that more people can be accommodated easily," Delhi Metro spokesman Anuj Dayal said.
"The staircase width, which is normally 2.4 metres in other stations, will be as much as 4.25 metres at the the Stadium Metro station to accommodate the extra rush. There will also be four escalators connecting the concourse with the platform," he added. According to Dayal, the station at the stadium can deal with a crowd of 4,000 passengers per minute in peak time and has been designed to accommodate a total traffic flow of 80,000 persons per hour in the platform area of 1,800 sq. metres.
There will be 20 automatic fare collection (AFC) gates instead of eight AFC gates normally provided at most stations.
"The operations department of the DMRC is preparing a special plan and procedure for clearance of commuters who will be coming for the opening and closing ceremony by Metro trains, with high frequency of Metro trains to ensure very fast clearance at the platform to avoid crowding," he said.
"Volunteers and Sahayaks (helpers) will be posted to assist passengers at all the important points of the station such as the AFC gates, escalators, platforms and entry and exit points where first-time Metro users may face difficulty," Dayal added.

NEW DELHI: Commuters will now be able to access all information related to the Delhi Metro railway routes and schedules on their mobile phones and online.
Delhi Metro Rail Corporation and Google India have partnered through Google Transit to provide complete information on schedules and routes on mobile devices with Google Maps for Mobile.
The free service will allow commuters to check the latest updates to make route changes on-the-go.
Google Transit, which is a way to navigate on Google Maps, can give easy information on train timings, station locations, frequency of service, time taken for travel and ticket fares, said a joint statement issued by DMRC and Google India here on Thursday.
The service is also expected to come to the aid of visitors who will arrive in the city during the Commonwealth Games in October. Google Transit will also offer information on new routes that will get added to the metro network.
Referring to the new service, DMRC Managing Director E. Sreedharan said: In line with Delhi Metro's vision for a people-centred public transport system we have launched several initiatives to help commuters better manage their travel time, transfers, and make more informed transport decisions. The collaboration with Google is another step in this direction to make it even easier for the public to plan their trips with transit information on Google Maps.
For getting the desired information Delhi Metro commuters will be able to receive information for locating routes on Google Maps, the result shows a map with possible route and driving directions for the commuter, or by choosing the transit option, commuters would get first-hand information on Delhi metro's schedule and passing lines in that area.
Commuters can also switch on the Layers option on desktop and mobile to get a quick snapshot of the entire Delhi Metro rail network. They can click the station icons to get train information for that station Manik Gupta, Product Manager, Google Maps and Local, said: With just a click on a station, commuters can get information showing timings, stations, passing lines, frequency of service, etc. All this will be available on desktops as well as mobiles to make it easier for the commuters. Google also provides information on Kolkata Metro, Chennai MRTS and Hyderabad Metro transit services to commuters.

NEW DELHI: The Delhi Metro railway is constructing a 100-metre-long span, the longest it has constructed so far on a bridge, which will pass over the railway tracks near Okhla here. The bridge is coming up over an operating railway line.
Referring to the construction, a Delhi Metro Rail Corporation spokesperson said: The DMRC had to use such a long span over the Northern Railways track since four railway lines pass below the bridge. We are using the cantilever construction methodology for its construction so that the rail traffic below the metro corridor is not hampered. The bridge is being built using M-60 grade concrete and about 130 workers are engaged in construction of the bridge.
A difficult task, the construction of the bridge is also tricky as it is being built on a very sharp curve with a 300 metre radius. According to DMRC officials, installation of the individual segments of the bridge on the curve is difficult as the rail traffic moving below cannot be obstructed during the construction. The existing rail tracks below this bridge link New Delhi with Agra, Mathura on Mumbai main line and then to other parts of the country and therefore is an very important stretch. Earlier, the Delhi Metro had constructed a bridge over the railway lines near Pragati Maidan, where the length of the main span was 93 m.
The bridge, which will be between the Okhla and Jasola metro stations, will be 250-metre-long and is divided into three spans. While the middle span will be of 100 metre, the other two spans on the sides will be of 75 metre each. This bridge is a part of the 20.16 km long under-construction Central Secretariat-Badarpur standard gauge corridor that is scheduled to be completed by September 2010 before the Commonwealth Games.

NEW DELHI: The Delhi Metro railway is making yet another effort to rein in crowds. On Thursday it launched a crowd segregation system on a pilot basis at Rajiv Chowk metro station which registers over three lakh footfalls every day.
For managing the crowds on Platform No. 1 and 2 for trains with destination to Jehangirpuri and Central Secretariat, the authorities have barred people from using the escalators for going down to the platforms. Escalators will now be used only by those who get off the trains and come towards the main concourse.
For people wishing to go from the concourse to Platform No. 1 and 2 a staircase towards D Block has been designated.
We observed the way crowds were merging on Platforms 1 and 2. We also noticed that the maximum number of people tend to stand on the platform near the bottom of the staircase leading to congestion. By designating the staircases and escalators, we have been able to evenly spread the waiting passengers along the length of the platform, said a metro official.
The new plan will be studied for possible changes before it is introduced at other stations. Right now we have chosen a small area. Once the upcoming new Gurgaon line is commissioned we will extend it to the other side of the station as well. We need to study its impact of crowd behaviour, the official explained.
The project did face initial hiccups with passengers getting into arguments with the guards.
The way people barge into the metro without letting the passengers get off, a similar pattern was being noticed on the stairs as well. With the stairs being used for both going up and down at the same time, it had turned into a harrowing experience for women and older people. This new exercise is an attempt to streamline the flow of passengers. It is similar to making the road one-way for traffic use, the official said.

NEW DELHI: Encouraging commuters in the Capital to put on their best behaviour while travelling by the metro railway, the Delhi Metro Citizens’ Forum will now offer its services in neighbouring Noida as well.
The Delhi Metro Rail Corporation on Tuesday announced that volunteers would now cross the boundaries of Delhi. The programme is being launched with a four-day membership drive being carried out at two metro stations in Noida.
“Starting the drive from Noida Sector 15 metro station on Tuesday, the drive will be carried on for three more days and will conclude at the Noida Sector 18 metro station on Friday,” said a Delhi Metro spokesperson. He said the drive would continue at the Sector 15 metro station on Wednesday and would be carried out at the Sector 18 metro station on the remaining days from 3 p.m. to 5 p.m.
Delhi Metro officials will be present for the programme at special stalls to be set up in the unpaid area of the metro stations where they will distribute application forms and information material to interested volunteers.
“The metro officials will counsel and explain the programme in detail to the new volunteers. All commuters who wish to become volunteers would be called for an induction-cum-training programme at Metro Bhavan later this month,” the spokesperson said.
On the first day of the recruitment programme, more than 100 enthusiastic commuters filled out the forms and showed interest in enrolling. According to the Delhi Metro spokesperson, the total number of citizen-volunteers had reached 400 with more showing interest in joining in.
“The Delhi Metro recently organised an induction programme for fresh volunteers who wanted to join the Metro Citizens’ Forum. This was the sixth induction programme organised to recruit volunteers since the Forum’s inception on January 18, 2009. The Forum was formed with the intention of encouraging proper travelling etiquette and behaviour among metro passengers. It is also aimed at training citizens to act in a responsible manner during an emergency situation in the metro,” the spokesperson said. The Delhi Metro organised a meeting of all volunteers of the Metro Citizens’ Forum at Metro Bhavan on January 22 to mark the first anniversary of the Forum.

NEW DELHI: Aiming to give an international look to the elevated portion of the Airport Express Line, the Delhi Metro Rail Corporation is installing specially designed parapets made of polycarbonate sheets at Dhaula Kuan, one of the citys busiest intersections.
Polycarbonate sheets as parapets are being used for the first time in the country. Internationally, they have been used in the construction of some metro systems in Europe.
The blue-coloured polycarbonate sheets will be put up on both sides of the metro viaduct which crosses eight roads including the Ring Road, National Highway-8, Ridge Road and Sardar Patel Marg, which carry heavy volume of traffic towards the Indira Gandhi International Airport and corporate hub Gurgaon.
Metro parapets are usually built of concrete, but the 1.9 m high polycarbonate sheets were preferred at Dhaula Kuan as they will significantly improve the aesthetics of the area. Moreover, they will ensure that the high-speed trains cannot be seen from the road below, said a DMRC spokesperson.
Referring to the advantage of using these sheets, the spokesperson said they also act as sound barriers.
He said the sheets are also low on maintenance and can be cleaned easily. |

Around six trains on the overcrowded Dwarka Sec-9 Noida City Centre/Anand Vihar line were stranded at various stations as thousands of passengers waited for the trains.
Delhi Metro Rail Corporation officials said their attempts to open the doors proved futile. Luckily the doors opened after five minutes.
The officials said the passengers were then de-boarded from the train, which was sent to Kirti Nagar siding for inspection.
This is the second such incident in three days. The doors of a train got stuck at the Central Secretariat station on Friday.
The incident led to a huge delay in services, with trains being stranded at various stations and passengers getting stuck inside trains for over 45 minutes.
Long queues were seen at Rajiv Chowk and other inter-section stations with passengers seeking ticket refunds. PTI |

India may be promising that it can deliver a world class city ahead of the Commonwealth Games, but one showpiece is likely to get delayed.
The Airport Express project being jointly developed by the Delhi Metro Rail Corporation and Reliance Infra, it seems, is way behind schedule.
The special metro train will zip you from the heart of Delhi to the airport in just 22 minutes, a journey that normally takes more than an hour.
But players and visitors coming for this year's Commonwealth Games in October may miss the ride on this metro as DMRC may miss its completion deadline of September 2010. The Metro is being constructed under a unique model.
The DMRC will first complete all the civil works including stations, tunnel and viaduct and then hand it over to Reliance Infra, who will run it for a period of 30 years.
Infra is also responsible for laying tracks and operational equipment and completing the station, which will be modeled on airport terminals.
But the big worry for the government is that DMRC has not handed over the civil structure to Reliance Infra yet for fitting out. Even stations haven’t been given out yet for fitment and it’s this 3 to 4 month delay, which can cost the project dearly.
NDTV learnt that there has been a flurry of communication between Reliance Infra and DMRC, where the company has raised apprehension that at the current pace of work it may not be able to make the system operational before the Commonwealth Games.
While DMRC has not yet responded to NDTV's queries, Reliance Infra has refused to comment on the issue ...But a worried government is looking to expedite the project, which it considers a showpiece for the Commonwealth Games.

NEW DELHI / GURGAON: Even as it waits for the metro railway to begin its service from Gurgaon, Haryana already has its sights set on extension of the network to Faridabad, Bahadurgah and Manesar.
Speaking at the inaugural trial run of the metro in Gurgaon on Friday, Chief Minister Bhupinder Singh Hooda announced that Haryana has asked the Delhi Metro Rail Corporation to prepare a detailed project report for extending the service in Haryana.
He also pointed out that though Gurgaon has emerged as a major commercial hub, the towns public transport system is far from adequate. The Haryana Government has paid Rs.604 crore for the metro project apart from providing land for construction.
Union Urban Development Minister Jaipal Reddy said his Ministry would soon consider formal sanction for the proposed DLF Metro, the first private metro in the country that will run in Gurgaon.
Referring to the Gurgaon-Delhi Central Secretariat line, Delhi Metro chief E. Sreedharan said construction work on it is likely to be over by this March-end. He said work was delayed because of problems involved in acquisition of land near Chhattarpur. |

Delhi Metro today introduced one additional train between Dwarka Sector-9 to NOIDA City Centre/Anand Vihar.
With the introduction of this new train the total number of trains on this line has increased to 43.
''Introduction of this additional train will enable DMRC to reduce congestion on Line-3/4 as over ninety thousand people will be accommodated everyday,'' a DMRC spokesperson said. It is expected that a further additional train will be added in another 10 days to further ease the traffic. The Line 3/4 of the Delhi Metro is 47.1 kms (Dwarka Sector-9 to Noida City Centre) and 6.25 kms (Yamuna Bank to Anand Vihar), he added.

The Delhi Government will facilitate extension of the Delhi Metro railway from Jehangirpuri to Bawana via Samaipur Badli in view of a large industrial estate coming up in Bawana, development of Rohini Phase-IV and V and concentration of more people in nearby villages and colonies.
Announcing this at a felicitation function organised by local MLA and her Parliamentary Secretary Surendra Kumar at Bawana village here on Saturday, Chief Minister Sheila Dik**** said the extension of the metro to the area would further add to its development.
The programme was also attended by Union Minister of State for Women and Child Development Krishna Tirath, who used the occasion to exhort people to make everyone aware about the ill-effects of gender imbalance.
The Chief Minister informed the gathering that already various developmental projects have been undertaken in the region including the setting up of a 1,500 MW power plant. “The gas-based plant would be completed ahead of the Commonwealth Games due later this year,” she said.
Ms. Dik**** said while a number of developmental schemes of the Rural Development Board are also being undertaken in the area, the entire Bawana region would progress as a large industrial estate is also coming up there. It would also lead to a substantial increase in employment opportunities for villagers.
