DLW, RCF, ICF & RWF exceed production target during April-December 2008

Diesel Locomotive Works (DLW) produced 204 diesel locomotives against the target of 186 diesel locomotives whereas Chittranjan Locomotive Works (CLW) produced 134 electric locomotives against the target of 160 electric locomotives during April-December 2008. Rail Coach Factory (RCF) produced 1201 coaches against the target of 1158 coaches where as Integral Coach Factory (ICF) produced 920 coaches against the targets of 915 coaches during the same period. Rail Wheel Factory (RWF) produced 146256 wheels and 64250 axles during the same period against the target of 135226 wheels and 48841 axles during April-December 2008.

During the month of December 2008, CLW, DLW, ICF, RCF and RWF have produced 23 electric locomotives, 25 diesel locomotives, 120 coaches, 131 coaches, 17550 wheels and 8407 axles respectively against the target of 26 electric locomotives, 22 diesel locomotives, 115 coaches, 132 coaches, 15334 wheels and 5817 axels.

Railways have realized an amount of Rs. 26.38 crore approximately during the month of December 2008 through ticket checking.

Performance of production units during April 2009 – January 2010

Chittranjan Locomotive Works (CLW) produced 172 electric locomotives against the target of 178 electronic locomotives and Diesel Locomotive Works (DLW) produced 221 diesel locomotives against the target of 211 diesel locomotives during April 2009-January 2010. Rail Coach Factory (RCF) produced 1290 coaches against the target of 1290 coaches where as Integral Coach Factory (ICF) produced 1142 coaches against the targets of 1127 coaches during the same period. Rail Wheel Factory (RWF) produced 158905 wheels and 63785 axles against the target of 156393 wheels and 60081 axles respectively during April 2009- January 2010.



During the month of January 2010, CLW, DLW, ICF, RCF and RWF have produced 28 electric locomotives, 21 diesel locomotive, 129 coaches, 135 coaches, 13780 wheels and 3768 axles respectively against the target of 24 electric locomotives, 21 diesel locomotive, 129 coaches, 135 coaches, 13619 wheels and 4710 axels.



Railways have realized an amount of Rs. 28.68 crore approximately during the month of January 2010 through ticket checking.

Performance of production units during April - December 2009

Chittranjan Locomotive Works (CLW) produced 144 electric locomotives against the target of 154 electronic locomotives and Diesel Locomotive Works (DLW) produced 200 diesel locomotives against the target of 190 diesel locomotives during April-December 2009. Rail Coach Factory (RCF) produced 1155 coaches against the target of 1155 coaches where as Integral Coach Factory (ICF) produced 1013
coaches against the targets of 998 coaches during the same period. Rail Wheel
Factory (RWF) produced 145125 wheels and 60017 axles against the target of 142774 wheels and 55371 axles respectively during April-December 2009.

During the month of December 2009, CLW, DLW, ICF, RCF and RWF have produced 22 electric locomotives, 26 diesel locomotive, 148 coaches, 140 coaches, 16600 wheels and 7658 axles respectively against the target of 21 electric locomotives, 21 diesel locomotive, 148 coaches, 140 coaches, 15395 wheels and 5324 axels.

Railways have realized an amount of Rs. 30.18 crore approximately during the month of December 2009 through ticket checking.

Indian Railways pulls up loco unit for failing to meet target

Indian Railways (IR) has asked its electric locomotive production unit, Chittaranjan Locomotive Works (CLW), to speed up production of locomotive engines to meet the annual target. CLW has managed to produce only 122 locos till November 2009 as against a target of 230 engines this year.

The number is even lower than November’s target of 153 locos. A railway ministry official said failure to meet production targets would have an adverse impact on overall freight loading. “They (CLW) have been strictly asked to pull up their performance in the remaining months. CLW shall gear up to increase the out turn of electric locos including the production of three-phase locos, which is critically required for meeting freight loading targets,” a ministry official, who did not wish to be named, said.

Tardy turnout of the locos by CLW has come at a time when the Indian Railways has actually jacked up the cargo loading targets to 900 million as against 882 million targets initially set in the railway budget presented by railways minister Mamta Banerjee in July 2009.

Three-phase AC locos being built by the CLW are based on new technology as against the earlier generation of locos based on diesel-electrics and electrics. The railways had a plan to manufacture 75 such locos at CLW this year. However, only 30 locos have been tuned out till now.

The railways have called for immediate action to enhance the out turn of three-phase locos. The CLW officials have been asked to outsource shells and other assemblies of engines for other units and order raw material for the next two-three years in advance.

“We (railways) want to expedite the entire production process. We also need to finish the work that has been already sanctioned,” the official said. The electric locomotive unit, located near the West Bengal-Jharkhand border, had manufactured 220 locos, including 54 three-phase high horse power locos in 2008. The railways have also proposed to set up an electric locomotive assembly and ancillary unit at Dankuni, West Bengal.

The new unit would supply a major portion on CLW’s assemblies such as shells, side-walls, roofs for manufacturing the locos. The railway board wants to modernise CLW infrastructure to include only those items which are required for capacity enhancement.

INTERNATIONAL DAY OF NON-VIOLENCE IN CLW

The birthday of Mahatma Gandhi was celebrated in the administrative foyer of Chittaranjan Locomotive Works (CLW) on 2nd October 2009 as “International Day of Non-violence”. On this occasion, Shri V. K. Jain, Chief Mechanical Engineer paid floral tributes to the portrait of Mahatma Gandhiji . Other Senior Officers along with family members were also present . To mark the occasion, a traditional lamp was also lighted by Shri V. K. Jain, Chief
Mechanical Engineer other senior officers and members of CLW-WWO . Jt. Secy. /Staff Council and other members were also present. Shri V. K. Jain read out a pledge on this occasion and urged the staff, supervisors and officers of CLW to rededicate themselves and follow the path of simplicity & non-violence shown by the father of the nation.



AEROBICS TEAM BRINGS LAURELS

An aerobics team headed by Shri Moloy Ghosh , Sr Clerk, Dy.CPO/W office,
participated in the National Aerobics Championship, 2009, held at Gwalior from
10th to 16th Oct. 2009. The team participated in the open championship, won Gold
& Silver in Junior group, won silver in Senior group and won bronze in
Sub-Junior group.







E-PROCUREMENT HAS BEEN STARTED IN CLW

E-procurement was inaugurated in CLW on 14.10.2009 at a function in the Stores
deptt. by Shri A. K. Goel, EDRS/G/Rly. Board, in presence of Shri Trilok
Kothari, DRS (IC) . Shri P.D. Gupta, COS, Shri P. Pradhan, CEE , Shri J.N.
Pandey, FA &CAO/P and Shri Srikant Rai, CMM were also present in this
function. It is expected that by implementation of e-procurement, the
procurement cycle will get reduced significantly and timely availability of
materials can be ensured. Stores Department of CLW is now planning to go for
e-procurement of 100% items in the coming days.

It is to be noted that e-procurement services offer government departments
easy-to-use, web based solutions for conducting dynamic exchanges in an on-line
environment. It also helps to get-rid-of unnecessary paper works as well as
maintains transparency in the whole process.

PRESIDENTS MEDAL FOR THE CIVIL DEFENCE VOLUNTEERS

Shri Subhomoy Ghosh, Chief Civil Defence Inspector & Section Engineer ( Drg)
and Shri Kartick Chandra Haldar, Civil Defence Volunteer & Technician, 16/768 of
CLW has been awarded with the “Presidents Home Guards and Civil Defence
Medal” for their meritorious service on the occasion of Independence day, 2009
and their service for the Bihar flood relief & other activities.

Heartiest congratulations to Shri Subhomoy Ghosh & Shri Kartick Chandra Haldar
for their excellent achievement.

DEEPAVALI IN CLW

Deepavali was observed at Chittaranjan township peacefully with traditional
enthusiasm and fervor on 17.10.09. Pandals with beautiful decorations were
erected at different areas and Goddess Kali was offered pujas. Devotees gathered
to see puja in different pandals. Staff of CLW beautifully illuminated their
quarters for this festival of light.

CHATH PUJA IN CHITTARANJAN

Chath puja was observed at the ghats of different lakes in CLW township with
enthusiasm and fervor . Thousands of devotees, irrespective of their age, took
holy dip in the lakes and offered prayers to Sun God for their well being .
Later , they distributed prasads to relatives, friends and neighbours.

STAFF COUNCIL MEETING IN CLW

A meeting between the Staff Council members and the management was held on 30th
Oct’ 09 in the Administrative Meeting Room . Shri V. K. Jain, Chief
Mechanical Engineer was present in this meeting. Shri P. Pradhan, C E E &
President / Staff Council , Shri Jyoti Kumar, C PO & Secretary , Staff Council
, Shri R. K. Jha, Jt. Secy / Staff Council and the members were present along
with senior officers of CLW. In the meeting, the agenda items were reviewed and
discussed . The focus of the agenda was to decide on steps to be taken to
enhance safety inside workshop . This meeting was very fruitful in building
healthier perceptive among the employees and administration.

It is to be recalled that CLW administration regularly organize such meetings
with the Staff Council members where matters related to staff welfare and
over all development of CLW are discussed.

DLW Dispatches Loco to Vishakhapattanam Port Trust



Diesel Locomotive Works had received an order for supply of 01 no. locomotive to Vishakhapattanam Port Trust. It is a matter of great pride that DLW manufactured and supplied this locomotive in a very short period of 70 days time limit.
Performing the rituals General Manager Shri S.M.Bhardwaj flagged off this flower bedecked locomotive in a simple ceremony held at DLW workshop on 30th June,2009. Addressing on this occasion Shri Bhardwaj said that this year we have manufactured 257 locos, which is the highest ever production in the annals of DLW. But it has been made possible by the committed and determined team of DLW officers, supervisors and employees. Definitely such type of commitment of DLW
employees towards their work will be a motivation not only for the railway production units, but also for the whole Indian Railways.



This 3100 HP WDG-3A locomotive no. HP-3 VPT is equipped with special features as per the demand of Vishakhapattanam Port Trust. This 16 cylinder diesel locomotive is equipped with microprocessor controlled system also. It is worthwhile to mention here that till now DLW has supplied 381 locos to Non-Railway customers (Industrial Organisations) in country, in which 22 locos are included for Vishakhapattanam Port Trust. On this occasion Chief Mechanical
Engineer Shri Niraj Kumar, Chief Mechanical Engineer/Prod. Shri Vivek Kumar,Controller of Stores Shri Mahesh Chandra, Financial Advisor & Chief Accounts Officer Shri N.P.Pandey, Chief Marketing Manager Shri A.K.Sharma, Chief Design Engneer Shri Atulya Sinha, Chief Quality Assurance Manager Shri A.K.Singh alongwith other officers and employees were present in a large number.




Member Mechanical, Railway Board flagged off 257th loco of the year at DLW



Shri Praveen Kumar, Member Mechanical, Railway Board visited Diesel Locomotive Works, Varanasi on 1st April, 2009. During his visit to workshop he flagged off flower bedecked 257th locomotive of financial year 2008-09, painted in resplendent colour scheme. It is worthwhile to mention here that this year Railway Board has given the highest ever production target of 250 locomotives to DLW. Adding another feather in its cap, DLW manufactured 257 locomotives against
this huge target i.e 07 locomotives over the target. 80 most modern WDG4 locomotives are included in this figure, which is also the highest ever production of such type of locomotives. This above mentioned EMD design WDG4 locomotive no. 12209 is being sent to Siliguri Shed of North Frontier Railway. On this occasion Shri S.M. Bhardwaj, General Manager, Shri Niraj Kumar, CME,Shri Mahesh Chandra, COS, Shri Hemant Katiyar, CME/P including other officers and employees were present in a large number. Earlier, In the workshop Shri Praveen Kumar witnessed ongoing manufacturing process of locomotives and discussed future plans for enhancing production of
latest technology high horse power E.M.D. locomotives. He took keen interest in inspecting the expension and upgradation of manufacturing facilities in the Workshop.

Later, Shri Praveen Kumar held a meeting with GM, CME and other senior officers and discussing various technical aspects reviewed the progress of different ongoing projects through a presentation on DLW. He also met Shri Chhote Lal,Joint Secretary, DLW Staff Council and Members as well as representatives of other employees' associations and received memorandum from them.




DLW Dispatches Loco to Mozambique




To promote the export of Diesel Locomotives and securing a niche in the international market, DLW manufactured a most modern, new type 3000 HP, Cape Gauge locomotive for Mozambique. Shri R.K. Rao, Member Mechanical, Railway Board flagged off this locomotive in the presence of Shri S.M. Bhardwaj, General
Manager, Shri V.K. Agarwal, MD, RITES, Shri Niraj Kumar, CME, other officers and
employees in a large number at Loco Assembly Shop on 14th November, 2008. On
this occasion, addressing to the officers and employees Shri Rao said that by
producing such type of locomotive, DLW has made the country proud. In the past,
only developed countries have been exporting locomotives, but now India is also
exporting diesel electric locomotives successfully to several countries. Lauding
the hardworking and ingenious team of DLW officers and employees, for this
achievement he gave all credit to them.



It is not out of course to mention here that this is the first highest ever 3000
HP locomotive built in DLW for cape gauge. This locomotive is equipped with
latest technology and having several special features. It is lightweight
superstructure designed locomotive having 18.5 ton axle load and equipped with
16 cylinder four stroke diesel engine, microprocessor control system for heavy
hauling capacity, excitation, propulsion control and wheel creep. The locomotive
has two ergonomically modified designed control desk in driver cabin and having
air conditioner, refrigerator, inverter, hot plate and other amenities for
drivers comfort. Due to high level performance of its locomotives and warranty
support, the demand of DLW's locos have been surged up in the world market. By
manufacturing the State-of-the-art locomotives, suiting the geographical
background and climatic conditions of the purchaser countries, DLW has been
receiving export orders from various
countries.



Earlier, he inspected the workshop alongwith Shri Bhardwaj, Shri Niraj Kumar and
senior officers. During his visit Shri Rao held a meeting with Shri Bhardwaj,
Shri V.K.Agarwal, MD/RITES and senior officers. In the meeting he discussed
various technical aspects related to DLW and reviewed the progress of different
ongoing projects. On this occasion, he also addressed SAG and JAG officers. On
the arrival of Shri Rao at Administrative Building, he was given the guard of
honour by R.P.F. and thereafter he witnessed the lay-out model of DLW.



During the inspection programme Shri Rao also met Shri Ramayan Singh Yadav,
Joint Secretary, DLW Staff Council and Members as well as representatives of
other employees associations and received memorandum from them.


Hon'ble Minister of State for Railway visited DLW


Shri Naranbhai J. Rathawa, Hon'ble Minister of State for Railways, Govt. of
India visited Diesel Locomotive Works, Varanasi on 10th May, 2008. He went round
the workshop alongwith Shri S.M. Bhardwaj, General Manager, Shri Niraj Kumar,
CME, Shri Hemant Katiyar, CME/P and other senior officers. In the workshop Shri
Rathawa witnessed ongoing manufacturing processes and discussed future plans for
enhanced production of latest technology locomotives. He took keen interest in
upgradations of existing facilities in the Workshop.

During his visit, Hon'ble Minister held a meeting with GM, CME and other senior
officers and reviewed the progress of different ongoing projects. On this
occasion, he also became aware of the production and other activities going on
in DLW through a presentation made by Shri Anoop Kumar, CDE. Earlier, when he
reached DLW Administration building, the RPF presented him a guard of honour and
thereafter he inspected the lay-out model of DLW. He also met Shri Ramayan Singh
Yadav, Joint Secretary, DLW Staff Council and Members as well as representatives
of other employees associations and received memorandum from them.

Seminar on Electrical Safety at DLW


Electrical Safety Week was observed under the auspices of DLW Electrical
Department from 1st to 7th May. In this connection, a seminar on Electrical
Safety was organised on 7th May at Technical Training Centre Auditorium.
Presiding over the seminar Shri S.M.Bhardwaj, General Manager expressed
happiness over holding such type of programmes and said that the concept of
safety is associated with the human being since he had learnt lighting the fire,
using energy and electricity. He stressed the need for safe use of electricity
and said that the electricity has not become only fundamental requirement but
also an important part of our life. The safety outlook is most urgent for using
the electricity. Appreciating the seminar, he said that such type of programmes
are very useful in creating awareness among the people about the safe use of
electricity.

Speaking on the occasion, Chief Mechanical Engineer Shri Niraj Kumar said that
the seminar was objective-oriented and academic, in which the participants got
important tips about electrical safety. He stressed the need for popularising
safety rules to avoid major or minor incidents. He said that if all the safety
measures and rules are properly followed, we could avert incidents.

Highlighting the objective of the programme, Chief Electric Engineer Shri Rajesh
Tiwari also emphasised on creating awareness about electrical safety. He said,
we cannot see electricity but we can experience it and see its effects. He
stressed the need of continue obeying safety rules and suggested the people to
use standard and quality electric equipments, to ensure their own and their
family safety.

On this occasion making presentation where, Shri Salabh Tyagi, Dy. CEE/M
highlighted basic electrical safety rules, there Shri Navin Kumar, Dy.CMgM-II
highlighted the importance of electrical safety and apprised about the
precautions and measure taking in the safe use of electricity in DLW. During the
seminar, Shri S.P.Singh, Chief Safety Officer also expressed his view on
electrical safety and put valuable suggestions.

Earlier, Shri S.M.Bhardwaj, General Manager released the Electrical Safety
Souvenir-2008 published by Electrical Department. On this occasion, an
attractive documentary film on electrical safety was also shown. The programme
started with the lighting of the lamp by Shri S.M.Bhardwaj, GM, Shri Niraj
Kumar, CME, Shri M.K.Surana, COS, Shri S. Subramhanyan, FA & CAO and Shri Rajesh
Tiwari, CEE jointly. Shri Angad Tiwari, AEE welcomed the guests and speakers.
While Shri Anubhava Agarwal, WEE conducted the whole programme efficiently. The
seminar concluded with the vote of thanks proposed by Shri Ashish Agarwal, Dy.
CEE/Colony.

On this occasion, CME/P Shri Hemant Katiyar, CMgM Shri A.K.Sharma, CME/M Shri
A.K.Singh, CPM/Mod. Shri Jitendra Singh, CMM Shri Bimal Rautji, CDE Shri Anoop
Kumar, CMM/P Shri Jagdish Prasad, FA&CAO/TOT Shri N.P. Pandey, CQAM Shri A.K.
Singh, CE Shri Brijesh Kumar, other officers and employees were present in a
large number.

To inculcate the feeling of safety among the DLW employees and their family
members, several programme like safety training, lectures by field officers,
display of banners, posters and thorough checking of electrical
installations/equipments were organised during the week.

Non-Railway Customers co-ordination meeting at DLW


Under the auspices of DLW Marketing Division a two day Non-Railway Customers'
co-ordination meeting was held at Hall of Fame on 09th and 10th May, 2008. The
meeting was inaugurated by General Manager Shri S.M.Bhardwaj on 09th May. On
this occasion, addressing the NRCs Shri Bhardwaj said that I am really happy to
attend this meeting with you. Our main object is to study NRC's future needs and
sort out their problems with solutions that would help in increasing the
customers' satisfaction, bringing the improvement in the quality of products as
well as technological upgradation also.

On this occasion, quoting the theory of Gandhiji's customer's importance, FA&CAO
Shri S. Subramhanyan said that the overall satisfaction of the customers is the
basic objective of DLW. So, we purchase and manufacture the high quality
equipments and spare parts for the smooth operation of our locomotives. This is
the main reason behind the continuous increase in DLW’s Non Railway Customers'
list.

Expressing his view CME/M Shri A.K.Singh said that the increase in demand of our
locos is also an indication, that our products are very high quality and as per
the requirement of the customers. On this occasion, conducting the programme
CMgM Shri A.K.Sharma highlighted the achievements of Marketing Division and said
the Marketing Division was established for the supply of diesel locomotives and
spare parts to NRCs including to provide than after sales service. Now it is
working as single window service for various requirements of NRCs.

In this meeting, an interesting documentary film on DLW was also showed on the
occasion. officers from various diesel loco sheds also participated, where
periodical maintenance of NRC's locos is done, they apprised about the
facilities given to NRCs by the Zonal Railways. Shri S.K.Luthra, GGM, RITES
including the delegates from VSP, TISCO, NALCO, ISCO, SAIL, NTPC, Mundra Port,
PPT, DSP participated in the meeting and expressed their views, requirements and
problems facing in the operation of their locomotive. Important among those who
participated in the meeting were Chief Mechanical Engineer/P Shri Hemant
Katiyar, Controller of Stores Shri M.K.Surana, Financial Advisor & Chief
Accounts Officer/TOT Shri N.P.Pandey, Chief Design Engineer Shri Anoop Kumar as
well as other HODs and senior officers of DLW.

The meeting concluded with the discussion about of NRC's requirements, their
problems and finding solutions on 10th May. On this occasion, discussion were
also held to look in to the possibilities of MoU between NRCs through DLW and
M/s RITES for supply of locomotives and spare parts. Earlier, the delegates from
various industrial organisations visited the DLW workshop alongwith Chief
Marketing Manager, Shri A.K.Sharma, Dy.Chief Marketing Manager-II Shri Navin
Kumar, Dy.Chief Marketing Manager-III Shri Raju Prasad and AWM Shri
K.K.Malhotra, where they witnessed ongoing manufacturing process and
upgradations of existing facilities in the workshop.

After the workshop visit, the delegates went to Design office were they saw
modern design facilities like Auto-CAD Work Station, Uni-graphics, 3D Modelling,
Finite, Element Analysis etc. In Design Office, Shri Anup Kumar, Chief Design
Engineer and Shri A.K.Singh, Dy.CDE/Veh briefed the delegates about the working
of above equipments.

This is worth while to mention here, that the DLW has dedicated over 5280
locomotives and 53 DG Sets to the nation. Out of it, 335 locos and 53 DG Sets
were supplied to Non-Railway customers. Perceived that the DLW's products are
first choice of NRCs, DLW is supplying quality locomotives and spare parts to
their customer and providing single window service and after sales service for
the total customer satisfaction.

Chairman, Railway Board flagged off 220th loco of the year at DLW


Shri K.C.Jena, Chairman, Railway Board and ex officio Principal Secretary to
Govt. of India visited Diesel Locomotive Works, Varanasi on 16th March, 2008. He
went round the workshop alongwith Shri S.M. Bhardwaj, General Manager, Shri
Niraj Kumar, CME, Shri Hemant Katiyar, CME/P and other senior officers. In the
workshop Shri Jena witnessed ongoing manufacturing processes and discussed
future plans for enhanced production of latest technology locomotives. He took
keen interest in upgradations of existing facilities in the Workshop. During his
visit to Workshop he also inaugurated the extension of Loco Assembly Shop and
flagged off flower bedecked 220th locomotive of this financial year 2007-08,
painted in resplendent colour scheme. This year Railway Board had fixed the
highest ever production target of 220 locomotives for DLW, which has been
achieved two weeks before the year end.

Shri Jena also visited the Technical Training Centre where he inaugurated the
newly built Seminar Hall. In Technical Training Centre he also addressed a Press
Conference attended by the correspondents of national and local news dailies and
representatives of electronic media. Shri Bhardwaj, GM/DLW, Shri Niraj Kumar,
CME, as well as other HODs and senior officers of N.E. Railway, E.C. Railway and
N. Railway attended this Press Conference. Later, Shri Jena held a meeting with
GM, CME and other senior officers and reviewed the progress of different ongoing
projects. On this occasion CRB also launched DLW's newly set up website and
released the new edition of "Soochna" Patrika.

He also met Shri Ramayan Singh Yadav, Joint Secretary, DLW Staff Council and
Members as well as representatives of other employees associations and received
memorandum from them.



Namibian Delegation Visited DLW


A Namibian Delegation headed by H.E. Mr. Joel N. Kaapanda, MP, Minister of
Works, Transport and Communication, Namibia visited DLW on 21st and 22nd
February, 2008 along with RITES Officials. Other members of the delegation were
Mr. Titus Haimbili, Chief Executive Officer, TransNamib, Mr. Robert Kalomho,
Acting Director, Ministry of Works, Mr. Marti Haunanga, MG Engineering,
TransNamib and Mr. Namandje Amunimc, Assistant to the Minister.

The delegation saw Diesel Loco Manufacturing facilities and acquainted
themselves with the manufacturing process. Delegation also visited Technical
Training Centre and Design and Development Office. They had a round of
discussion with General Manager Shri S.M. Bhardwaj, Chief Mechanical Engineer
Shri Niraj Kumar and other HODs on several technical aspects and feasibilities
of co-operation in Railway Sector.

Delegation from Tanzania visited DLW


A high level delegation from Tanzania comprising of Leader Mr. George Hadji
Alliy and members Mr. Said Muhammad Said Abeid, Mr. Mohamed Hamisi Missanga, Mr.
Bakari Abdulrahaman Liamba and Mr. Benhadard Mbaruku Tito visited Diesel
Locomotive Works on 15th February, 2008. They visited workshop & Design and
Development Office. The delegation was shown the manufacturing and design
capabilities of DLW. They also discussed with Chief Mechanical Engineer Shri
Niraj Kumar and other HODs on various technical subjects, areas of co-operation
in Railway Sector and locomotive requirements.

Members of the Standing Committee of Parliament on Railways visited DLW


Six member Standing Committee of Parliament on Railways chaired by Shri Basudeb
Acharia visited DLW on 6th February, 2008. S/Shri Manik Singh, C.H.
Vijayshankar, Shreegopal Vyas, Isam Singh, Tarini Kanta Roy, MPs and Officers of
Lok Sabha / Rajya Sabha secretariat and Railway Board were part of this
committee. During their visit they inspected the DLW workshop and acquainted
themselves with the activities of DLW.

Hon'ble members went round the workshop along with Shri H.S. Pannu, DG,RDSO &
acting GM and Shri Niraj Kumar, CME and other HODs. They inspected different
shops like Light Machine Shop, Engine Assembly Shop, Engine Test, Loco Frame
Shop, Loco Assembly Shop as well as Sewage Treatment Plant. They witnessed
ongoing manufacturing process as well as latest machines and facilities
available in the workshop for the manufacture of ALCO and EMD locos and reviewed
the progress of developmental works.

After inspection hon'ble committee members met the DLW officers. They also met
DLW Staff Council members as well as representatives of other associations and
discussed various issues and problems of the employees with them.
27th Flower and Vegetable Show at DLW



A two-day 27th flower and vegetable show was organised on 27th & 28th February,
2008 at DLW Stadium. It was inaugurated by chief guest Shri Niraj Kumar, Chief
Mechanical Engineer on 27th February. On 2nd day prize distribution ceremony,
General Manager Shri S.M.Bharadwaj gave away prizes to the winners and runners
of the show. On account of maximum points, host DLW edged past BHU and was
declared overall champion.

Over 2556 varieties of plants flowers and vegetables were displayed by about 106
participants in the show. As many as 18 Running Challenge Trophies were given in
this show for different items. Out of which three each were bagged by host DLW,
BHU, 39 Gorkha Training Centre and Hotel Taj Ganges, followed by N.E. Railway,
Golden Nursery, Shri Manoj & Arun Sing, DLW officer Shri K.K. Malhotra and DLW
staff Vikram Sharma one each. Besides Pooja Construction received the shield for
decorating best marriage 'mandap'. The Summer Holiday variety rose displayed by
BHU was declared as 'King of the Show' while the rose of Sahashradhara variety
displayed by the Golden Nursery was adjudged as 'Queen of the Show'. Earlier,
Dr.(Smt.) Minakshi Bhardwaj, Chairperson, DLW Women's Welfare Organisation
awarded the winners of the house decoration and kitchen garden contest of Type-I
to Type-IV quarters at DLW campus, their names were announced by Smt. Sangeeta
Katiyar, Secy.,

colourful flowers, plants and vegetables including Bouquet, Buttonholes,
garlands and piers of table decoration etc. were displayed, which formed an
ambience of fragrance and natural beauty. The whole stadium was looking like a
valley of flowers, drew huge crowed of nature lovers. During two day show
thousands of visitors watched the exhibition. Flower bedecked marriage 'mandaps'
were of the centre of attraction for the visitors.

Important among the organisations, who participated in this show including host
DLW were Banaras Hindu University, 39 Gorkha Training Centre, N.E. Railway,
Northern Railway, Hotel Taj, State Bank of India, School of Management Science,
District Horticulture Dept., Divisional Commissioner, Cantonment Board, Riekai
Japanese Temple/Sarnath, Tibetan University/Sarnath and Bawatpur Air-port.
Besides reputed hotels, schools and different nurseries also participated in
this exhibition. Earlier, the convener of the show Shri Brijesh Kumar, Chief
Engineer welcomed the guests and participants. Shri G.C.Gupta, Senior Engineer
conducted the whole programme and the vote of thanks was proposed by Shri Neta
Prashad, Assistant Engineer.
28th Flower and Vegetable Show at DLW

DLW Stall at International Railway Equipment Exhibition


The 7th International Railway Equipment Exhibition (IREE)-2009 was jointly
organised by the Confederation of Indian Industries and Ministry of Railways
from 24 to 26 August, 2009 at Pragati Maidan, New Delhi. The exhibition was
followed by International Railways Conference; "Developement of Indian Railways
: Opportunities and Challenges" organised jointly by the Indian Railways and
Confederation of Indian Industries as well as the representatives of Indian
Industries to develop and supply the rolling stock components and equipments to
meet Railway's requirements.

DLW as well as other production units of Indian Railway participated in this
exhibition along with Zonal Railways and various Railway equipment manufacturing
units from public and private sectors like, BECL, BHEL, Escorts, IRCON, RITES
and so many foreign companies like M/s General Motors, USA, Aldtranz, Alstom LHB
GMBH and Bombardier also displayed their products and activities in this
exhibition. DLW put up a beautiful stall in the above exhibition and highlighted
the facts from manufacturing to export of Diesel Locomotives to various
countries like Tanzania, Vietnam, Sri Lanka, Bangladesh, Sudan and Angola. The
well planned decoration attracted visitors to watch the exhibition of DLW's
working through Pictures, Translides, loco models and Documentry film on DLW
with great treat. The latest model of WDG-4 (EMD design) locomotive and its
components were of great importance to all visitors. All the interesting aspects
of DLW have been vividly explained
at IREE-2009. Among the foreign countries participated in the exhibition were
Ausrtalia, China, France, United Kingdom, Isreal, USA, Austria, Switzerland and
Germany and show their products and movements.

Among the large number of important persons, who visited the DLW stall at the
exhibition were Dr.Sam Pitroda, Advisor to the PM of India on National
Technology Missions, Shri Pravin Kumar, Member Mechanical, Shri Rakesh Chopra,
Member Engineering, Ra;ilway Board and other prominent persons as well as
visitors in a large number, who appreciated the decoration theme and sequence of
display items in DLW stall.



Hindi Diwas & Rajbhasha Saptah Samaroh at DLW


Under the auspices of DLW Rajbhasha Department, Hindi Diwas & Rajbhasha Saptah
Samaroh-2009 was organised from 14th to 19th September, which included various
programmes. On the occasion of Hindi Diwas on 14th September a symposium on
"Aazadi Ke 62 Varsh Baad Bhi Hindi Ko Samuchit Sthan Mil Paane Mein Awarodh" was
organised at Hall of Fame. Speaking on this occasion, renowned Geologist &
Vice-Chancellor of Mahatma Gandhi Kashi Vidyapeeth Proff. Awadh Ram said that
three things - Flag, Language and Currency are most honourable for any country,
particularly, language is most important among them. Focussing on the article
351 of Rajbhasha Act, he stressed on promoting Hindi Language and said that the
words of regional languages should also be included for its promotion. He hailed
Hindi as symble of national integration and called it heartbeating of the people
of India. On this occasion guest of honour and the main speaker Dr. Radhe Shyam
Dubey, Head of Hindi
Department, BHU, chief guest Shri N.P.Pandey, Financial Advisor & Chief
Accounts Officer and Shri V.R. Mishra, Mukhya Rajbhasha Adhikari and other
speakers also expressed their view and put valuable suggastions for promoting
Hindi.

During the Rajbhasha week, a technical seminar on "Computer Anuprayog Par
Rajbhasha Hindi Ke Kshetra Mein Aadhunik Proudyogiki Ka Prayog" was organised on
16th September at Hall of Fame. On this occasion, main speaker Shri
N.K.Vashishtha, Dy. Director/Technical, Ministry of Home Affairs, Govt. of
India, apprised about the availability of Hindi softwares introduced by
Rajbhasha Department, Govt. of India and said that today difficulties of Hindi
website prepairing, e-mail prepairing/receiving, facility of search engine on
Hindi key-word, bilingual customised softwares etc. has been the problems of
past. At present, so many softwares are available on the website
"www.rajbhasha.gov.in" of Rajbhasha Department, Ministry of Home Affairs, which
can be downloaded free of cost. Even, international company Google has also
provided the option of Hindi to English & English to Hindi translation on its
website. On this occation, chief guest Shri Niraj Kumar, Chief
Mechanical Engineer, Shri S.K.Arya, Chief Electrical Engineer, Shri M.K. Ram,
Sr.EDPM and Shri V.R.Mishra, Mukhya Rajbhasha Adhikari also expressed their
views.

The main function of the week "Rajbhasha Puraskar Vitaran Samaroh" was held at
Technical Training Centre Auditorium on 18th September. Presiding over the
seminar as chief guest Shri Sudesh Kumar, General Manager expressed satisfaction
over the maximum use of Hindi in official works at DLW. Congratulating the
awardees, he called upon all the officers and employees to use Hindi at large in
official work. He hoped that DLW Rajbhasha Department will continue to work with
its full strength for implementing the Rajbhasha Policy. On this occasion Shri
Nijaj Kumar, Chief Mechanical Engineer and Shri V.R.Mishra, Mukhya Rajbhasha
Adhikari also expressed their views. Earlier, a Prasnottari Pratiyogita was also
organised for DLW employees dividing participants in to five groups as
Premchand, Tulsi Das, Kabir Das, Ram Chandra Sukla and Harishchandra. In
Prasnottari Pratiyogita, questions were asked on Rajbhadsha Act, Hindi
Literature, General Knowladge and Railway's
rules & regulations. Shri R.N.Mishra, Chief Mechanical Engineer/Materials was
the chief guest and S/Shri Rajnish Kumar, Dy.Chief Mechanical Engineer/Planing,
Manoj Pandey, Dy.Chief Mechanical Engineer/MC and Shri Manoj Kumar Ram, Sr.EDPM
were judges of the Prasnottari Pratiyogita. Rajbhasha week concluded with a
colourful cultural programme held on 19th September at Auditorium (Cinema Hall).

"Colourful cultural programme" at DLW



Under the auspices of Rajbhasha Department, to mark the conclusion of Rajbhasha
Week celebration from 14th to 19th September, a "colourful cultural programme"
was organised at DLW Auditorium (Cinema Hall) on 19th September.

The cultural programme began with the prasentation of Bhajan 'Jai Durge Durgati
Pariharini, Shumbha Vidharini Maat Bhavani….' by Dr.Mansi Paik Roy and then
Shri Apurva Rangappa presented a Bhajan of Kabir Das 'Urr Jayega Hans Akela, Jag
Darashan Ka Mela….'. Continuing the programme, a small girl Km. Shikha Ramesh
who presented a solo dance on 'Arre Ja Re Hat Natkhat, Na Chho Re Mora
Ghunghat….' and received a lot of acclaims from the audience. The next
programme was singing of 'Krishna Tum Bin Radha Roye, Jaise Meen Nadi Bin
Roye….' which was presented by Smt. Anita Pandey, followed by Dr. Rajesh Sendh
presented a Gazal of Jagjit Singh 'Pyar Mujhse Jo Kiya Tumne To Kya Paogi….'
and then duet gazal 'Naina Tose Laagi, Saari Raina Jaagi….' by Smt. Anita
Pandey and Dr. Rajesh Sendh, sang by Asha Bhosle and Gulam Ali. The programme
reached the climex when Km. Nisha and friends presented a group dance 'Radha Ke
Man Mein Bas Gaye Kunj Bihari….'
and mesmerised the viewers and drew thunderous rounds of applauses. The whole
programme was highly admired by the audience.

Addressing on this occasion, chief guest Shri Niraj Kumer, Chief Mechanical
Engineer expressed happiness over holding such type of programmes and gave Rs.
10,000/- reward to Rajbhasha Department from GM for excellent organising of
whole programme.

Durga Pooja and Vijaya Dashami festival at DLW



Vijaya Dashami festival was celebrated in DLW Township on 28th September 2009 at
DLW Stadium and attended by huge crowd. The programme started on that day with
the offering of Poojan & Arti to Bhagavan Shri Ram, Sita & Laxman by Shri Niraj
Kumar, Chief Mechanical Engineer accompanied by Shri Mahesh Chandra, Controller
of Store and office bearers of Vijaya Dashami Samiti.

On this occasion depicting the various characters of Ramleela, children of DLW
family enacted the excerpts from the epic Ramayan as well as beautiful &
attractive fire works and burning of effigies of Ravan, Kumbhakaran & Meghnad
were also displayed. On this occasion officers, employees, their families,
friends as well as Shri Ajay Kumar Upadhyay, District Magistrate and other civil
authorities of Varanasi including distinguished persons of the city were present
in a large number.

Durga Pooja was also celebrated in Community Hall and Shiva Kali Mandir at DLW
Township with tradition gaiety and religious fervour. On this occasion, Maa
Durga idols were installed in tastefully decorated Pandals. During the
Navaratri, Maha-Sasthi, Maha-Saptami, Maha-Astami and Maha-Navami puja and other
rituals were performed with great enthusiasm. The festival concluded with the
submerging of Maa Durga idols in River Ganga. On this occasion different
colourful cultural programmes were also organised at Community Hall and Shiva
Kali Mandir. During the Vijaya Dashami and Durga Pooja festival DLW R.P.F.,
Civil Defence, St. Johan's Ambulance Brigade, Scouts & Guides and other social
service organisations also extended their co-operation in seating arrangement,
tracing out and handing over of the missing children to their parents and
control the gathering.
Shri K.K.Saxena, takes over as new General Manager of DLW



Shri K.K.Saxena has taken over as General Manager, Diesel Locomotive Works,
Varanasi. Prior to this assignment, he was working as Chief Operating Manager in
North Central Railway, Allahabad.

Shri Saxena joined the Indian Railways Traffic Service in the year 1974. Since
then, he has served for about 35 years in Indian Railways in different
capacities as Chief Operating Manager in Northeast Frontier Railway and
Divisional Railway Manager in East Central Railway, Mughalsarai Division etc. He
has a vast experience of working in Railways.

Diesel Locomotive Works is committed to meet the high standards and daunting
targets under the able guidance of Shri Saxena.
Vigilance Awareness Week at DLW



Vigilance Awareness Week was observed at Diesel Locomotive Works from 03rd to
07th November, 2009. During the weeklong programme pledge ceremony, workshop on
Vigilance Training and a seminar on Vigilance Awareness were organised at DLW.
Besides essay competition and other programmes were also organised to mobilise
the people against the corruption.

The main function of the week, a seminar on "Bhrashtachar Nivaran…Kitne Door
Kitne Paas" was organised on 05th November at Technical Training Center
Auditorium. Presiding over the seminar, Shri B.M.Shukla, Ex. Vice Chancellor,
Gorakhpur Universiti said that corruption could not be totally eliminated, but
efforts should be made to check the same. Today, there is rarely any department
in India which is not suffering from cancer of corruption. It is an old saying
that if one wants to disintegrate and spoil any country, first its economic
system should be made corrupt and then sow the seeds of corruption in its
education system. Shri Shukla gave several tips to check corruption and said
that by giving responsibilities the menace can be checked to a great extend. On
this occasion Shri Shukla also released "Satarkata Bulletin" published by
Vigilance Department.

On this occasion, expressing his view Shri Niraj Kumar, CME opined that the
employees often make mistakes due to circumstances but efforts should be made to
correct the same time. He said that if one has power, he should avoid misusing
the same. He also gave some vital suggestions to check corruption and appealed
to the officers and employees to discharge their duty honestly and sincerely.
Speaking on the occasion, Shri Mahesh Chandra, COS stressed the need for
maintaining transparency to check corruption and highlighted some new techniques
like e-procurement and e-tendering adopted in Stores Department. Shri
N.P.Pandey, FA&CAO said that we all are public servants and we are given
opportunity to service the people. We should avoid misusing our power, lessen
the corruption. Expressing his views, Shri A.K.Sharma, CVO highlighted the
activities of vigilance department and said that that corruption could not be
totally eliminated, but efforts should be made
to check the same by the preventive steps. On this occasion, S/Shri A.K.Singh,
CQAM, R.N.Mishra, CME/M, B.K.Bihani, CPO, Hardai Narayin, FA&CAO/TOT and other
officers as well as Chhote Lal, Joint Secy./Staff Council and employees also
expressed their view and put valuable suggestions. Earlier, the seminar started
with lighting of lamp by chief guest as well as Shri Niraj Kumar, CME and Shri
A.K.Sharma, CVO jointly.

The programme included staging of a short play "Bhrashtachar Mitana Hai" also.
In this play DLW artists displayed various types of corruption. It was highly
appreciated by the viewers. Shri D.S.Dwivedi, Dy. CVO welcomed the guest &
proposed the vote of thanks and Shri Naveen Mishra conducted the whole programme
efficiently.
Women's One Day Cricket Championship at DLW



Under the auspices of DLW Sports Association, Women's One Day Cricket League
(Central Zone) was organised from 07th to 12th November. at DLW Stadium & Sigra
Stadium. It was inaugurated by Shri N.P.Pandey, Financial Advisor & Chief
Accounts Officer by introducing with the participating teams and announcing the
opening of the championship. 05 teams like Railway Sports Promotion Board
(RSPB), Madhya Pradesh Cricket Association (MPCA), Uttar Pradesh Cricket
Association (UPCA), Rajsthan Cricket Association (RCA) and Vidarbh Cricket
Association (VCA) participated in this championship comprising of renowned
national and international cricketers like, Mithali Raj, Rumeli Dhar, Nooshin Al
Khadeer, Preeti Dimri, Sulakshana Naik, Neetu David, Hemlata Kala, Asha Rawat
etc. showed their excellent performance in the matches.

In these league matches Railway Sports Promotion Board got first place, followed
by Uttar Pradesh Cricket Association and qualified for next round. Shri Niraj
Kumar, President, DLW Sports Association and Chief Mechanical Engineer, Shri
A.K.Sharma, General Secy. and Chief Marketing Manager, Shri Navin Kumar & Shri
R.A.Jamali, Secy./Cricket and Padmashri Md. Shahid, Sports Officer have been
instrumental in organising this Championship in a good manner.

Chittranjan Locomotive Works (CLW) produced 101 electric locomotives against the target of 111 electronic locomotives and Diesel Locomotive Works (DLW) produced 153 diesel locomotives against the target of 148 diesel locomotives during April-October 2009. Rail Coach Factory (RCF) produced 895 coaches against the target of 895 coaches where as Integral Coach Factory (ICF) produced 765 coaches against the targets of 750 coaches during the same period. Rail Wheel Factory (RWF) produced 113168 wheels and 41265 axles during the same period against the target of 113036 wheels and 36794 axles during April-October 2009.

During the month of September 2009, CLW, DLW, ICF, RCF and RWF have produced 20 electric locomotives, 21 diesel locomotive, 130 coaches, 125 coaches, 17685 wheels and 6502 axles respectively against the target of 21 electric locomotives, 21 diesel locomotive, 130 coaches, 125 coaches, 17679 wheels and 5819 axels.

Railways have realized an amount of Rs. 34.95 crore approximately during the month of September 2009 through ticket checking.

ndian Railway CLW to meet higher output targets

Indian Railways’ premier electric locomotives production unit Chittaranjan Locomotive Works now proposes to manufacture a portion of its critical sub assemblies, such as shells and components such as cabs, side walls, roofs and head stocks, among other items at its proposed electric locomotive assembly and ancillary unit at Dankuni in West Bengal.

The proposed Dankuni ancillary unit to be set up by the Indian Railways on a Build, Own, and Operate basis will make static equipment such as traction converters, auxiliary converters and hotel load converters for the 3 phase 6,000 hp broad gauge passenger and freight locomotives made at CLW.

Mr VN Tripathi acting GM of CLW holding full charge as GM, Metro Rail of Kolkata said that some of the sub assembly items now being partly outsourced because of the increased production target set for CLW are proposed to be made at the Dankuni ancillary unit. He said the advanced IGBT technology will be used to establish the state-of-art regenerative braking system in 3-phase locos.

Pointing out that CLW was now well on its way to completing the job of manufacturing 230 electric locos during 2009-10 up from the 220 in 2008-09, Mr Tripathi said the Railways’ plan was to maintain a sustained rate of 230 electric locos per year by CLW for the next three years.

Performance of production units during April - September 2009

Chittranjan Locomotive Works (CLW) produced 81 electric locomotives against the target of 90 electronic locomotives and Diesel Locomotive Works (DLW) produced 132 diesel locomotives against the target of 127 diesel locomotives during April-September 2009. Rail Coach Factory (RCF) produced 770 coaches against the target of 770 coaches where as Integral Coach Factory (ICF) produced 635 coaches against the targets of 620 coaches during the same period. Rail Wheel Factory (RWF) produced 95483 wheels and 38630 axles during the same period against the target of 95357 wheels and 309975 axles during April-September 2009.

During the month of September 2009, CLW, DLW, ICF, RCF and RWF have produced 17 electric locomotives, 19 diesel locomotive, 120 coaches, 130 coaches, 14953 wheels and 6283 axles respectively against the target of 21 electric locomotives, 22 diesel locomotive, 105 coaches, 130 coaches, 15578 wheels and 5120 axels.

Railways have realized an amount of Rs. 36.27 crore approximately during the month of September 2009 through ticket checking.

CHENNAI: Integral Coach Factory, Perambur rolled out 765 coaches during the first seven months of the current production year, the highest ever production by ICF between April and October in any production year.

Last year 680 coaches were manufactured during the same period and the increase of 85 coaches works out to a 12.5 per cent increase over the same period last year.

Performance of production units during April - July 2009

Chitranjan Locomotive Works (CLW) produced 45 electric locomotives against the target of 48 electronic locomotives and Diesel Locomotive Works (DLW) produced 86 diesel locomotives against the target of 83 diesel locomotives during April-July 2009. Rail Coach Factory (RCF) produced 515 coaches against the target of 515 coaches where as Integral Coach Factory (ICF) produced 403 coaches against the targets of 407 coaches during the same period. Rail Wheel Factory (RWF) produced 63266 wheels and 24898 axles during the same period against the target of 62099 wheels and 20037 axles during April-July 2009.

During the month of July 2009, CLW, DLW, ICF, RCF and RWF have produced 19 electric locomotives, 25 diesel locomotive, 118 coaches, 140 coaches, 19501 wheels and 8135 axles respectively against the target of 21 electric locomotives, 21 diesel locomotive, 110 coaches, 140 coaches, 19094 wheels and 6284 axels.

Railways have realized an amount of Rs. 28.75 crore approximately during the month of July 2009 through ticket checking.

During April to June 2009 Indian Railway’s production units performance is as under

1. Chitranjan Locomotive Works produced 26 electric locomotives against the target of 26 electronic locomotives

2. Diesel Locomotive Works produced 61 diesel locomotives against the target of 62 diesel locomotives

3. Rail Coach Factory produced 375 coaches against the target of 375 coaches

4. Integral Coach Factory produced 285 coaches against the targets of 297 coaches during the same period.

5. Rail Wheel Factory produced 43765 wheels and 16763 axles during the same period against the target of 43035 wheels and 13966 axles during April to June 2009.

During the month of June 2009, CLW, DLW, ICF, RCF and RWF have produced 16 electric locomotives, 24 diesel locomotive, 106 coaches, 125 coaches, 17539 wheels and 8252 axles respectively against the target of 16 electric locomotives, 21 diesel locomotive, 130 coaches, 125 coaches, 18387 wheels and 6051 axels.

Minister inspects Duronto coaches at RCF

Kapurthala, Aug 1 (PTI) Minister of state for Railways E Ahamed today inspected the newly developed Duronto coach, manufactured by the Rail Coach Factory here.

The Duronto fast trains would run non-stop from its origin to destination without any break in the journey, as announced by the Railway Minister Mamta Banerjee in her budget speech earlier.

Ahamed saw the functioning of the factory and the production of various types of coaches.

He took interest in the newly developed Duronto coach, which has been
manufactured in a record time of 10 days and suggested the Rail Coach Factory General Manager to make provision for the first aid facilities in the new coaches.

RCF is likely to roll out seven to eight rakes of high speed Duronto coaches during this year, according to an RCF official.

RCF produces 597 LHB Coaches
RCF produces 597 LHB Coaches

Rail Coach Factory, Kapurthala is manufacturing LHB (Linke Hoffman Busch) coaches from the year 2001-02 and has produced 597 LHB coaches up to March 2009.

LHB coaches were initially introduced in New Delhi-Lucknow Shatabdi Express and subsequently in other Shatabdi and Rajdhani services. It is planned to switch over all the remaining Shatabdi and Rajdhani trains, tobe run with LHB coaches in a phased manner, by 2010-11.

This information was given by the Minister of State for Ministry of Railways, Shri K.H. Muniyappa in a written reply in Lok Sabha today.
